M I N U T E S of the Moore Board of Education Regular Meeting Room 122, Administrative Service Center March 21, 2011 Dr. Leemaster, President of the Board of Education, called the meeting to order at 6:00 p.m. Roll call was as follows: Allen Absent Painter Here Shuey Here Wright Here Leemaster Here The flag salute was led by Dr. Leemaster. Motion was then made by Mrs. Shuey and seconded by Dr. Painter to approve the agenda as presented with the inclusion of new business. Vote as follows: Allen Absent Painter Yes Shuey Yes Wright Yes Leemaster Yes Motion carried 5-0. Under SUPERINTENDENT’S REPORT, Mrs. Pierce stated the following: 1. Our district is enjoying a celebration of the arts this month. Please be sure and stop by the display in the hall outside of the board room to see the various examples of student artwork that has been set up by Mrs. McLaughlin, gifted and fine arts coordinator. As part of the arts celebration, we are pleased to have been entertained earlier this evening by the vocal jazz ensemble from Southmoore High School. (Mrs. Pierce then introduced Ms. McLauglin and asked her to introduce Malinda Dennison, vocal music director at Southmoore). After the introduction, Ms. Dennison asked her vocal students to introduce themselves. Students providing the entertainment were: Brighton Cargal, Madeline Witzke, Ryan Harris, Michael Lawrence, Stephen Hartman, Connor Marshall, Samuel Morrison, Kayla Horton, Alex Robison, and Kristen Damphousse. Mrs. Pierce then congratulated Ms. McLaughlin on being awarded the Outstanding Service Award by the Oklahoma Association for Gifted, Creative, and Talented. 2. Tonight, I am pleased to introduce some very special people and to offer congratulations on what they have accomplished. First of all, we have with us Paul Le, a Senior at Southmoore High School. Paul has distinguished himself by winning the state championship in two swimming events - the 100 meter backstroke and the 100 meter butterfly. Congratulations Paul! In addition, we have with us Cody Sivertsen, a Senior at Moore High School, who won the state wrestling championship in the 189 pound weight class. Congratulations, Cody. Last, but not least – I want to introduce Mr. Robert Washington, the wrestling coach at Moore High School. Robert has been named the 6A Wrestling Coach of the Year. Congratulations, Robert! In further news, we have received notification that the following students have received Academic All State recognition: Madison Robertson Moore High School Hayden Nunley Westmoore High School Stephen Ross Southmoore High School Congratulations to these students! 4. I am pleased to announce the following winners from the Central Oklahoma Regional Science and Engineering Fair that took place on February 22nd at UCO. A science fair project is the culmination of scientific inquiry, persistent investigation, and many hours of hard work. This year that student is Paige Parrack of Southmoore High School. Paige will represent the school district at the International Science and Engineering Fair in Los Angeles in May. (Mrs. Pierce read an e-mail she had received from the Central U.S. Team Leader of the science and engineering fair complimenting our district and its students for the positive impression the students left with those who sponsored the event and those in attendance at the awards ceremony.) 5. Congratulations to Lindsay Weir, a Westmoore High School sophomore. Her story entitled, “Alone at Night” has received an honorable mention award in the fiction category of the 7th annual R. Darryl Fisher Creative Writing Contest. Lindsay’s creative writing teacher is Adam Vogel. 6. Katelyn Stewart of West Jr. High has won the OCTE Writing Contest in three categories. Her work will be published in the anthology, and she will be honored at the OCTE’s conference in April. 7. The Moore West reading department has taken students to the Oklahoma City Rescue Mission to deliver the school’s second collection drive donations. The group’s 7th and 8th grade students collected over 500 items ranging from school supplies to baby diapers. After the delivery of the items to the Mission, they received a tour of the facility and learned that the Mission feeds 1000 meals a day and hosts about 450 people daily. The students are currently working on a collection drive to fill Easter baskets with small trinkets, books, toys, and candy for the children at the Mission. This is just another example of student service in the community. Dr. Leemaster asked that the minutes reflect that Mrs. Allen entered the meeting at 6:17 p.m. Under COMMUNITY INVOLVEMENT, there were no individuals who had requested time to speak to the Board of Education. Prior to action being taken on item VII, CONSENT AGENDA, Mr. Wright asked that items CC and EE be voted upon separately. Motion was then made by Mr. Wright and seconded by Mrs. Shuey to approve all items listed on the CONSENT AGENDA with the exception of items CC and EE to be voted upon separately. Minutes 3/21/11 Page 4 Motion was made by Mrs. Allen and seconded by Mrs. Shuey to approve item CC on the CONSENT AGENDA. Vote as follows: Allen Yes Painter Yes Shuey Yes Wright Abstain Leemaster Yes Motion carried 4-0 with one abstention. Motion was made by Mrs. Allen and seconded by Mrs. Shuey to approve item EE on the CONSENT AGENDA. Vote as follows: Allen Yes Painter Yes Shuey Yes Wright Abstain Leemaster Yes Motion carried 4-0 with one abstention. Under BOARD REPORTS AND/OR DISCUSSION: Mr. Fernberg presented the district drop-out rates for the 2009-2010 school year and the 2008-2009 school year. Brent Wheelbarger, Brian Wall, and Tim Hart from Trifecta Communications gave a presentation on a proposal for scoreboard advertising at the Moore Public Schools’ stadium. Mr. Chris Cochran, bond financial advisor for the district, provided information concerning setting a date and time for the sale of bonds as approved by the voters on February 8, 2011. It was the consensus of the board that a special meeting would be held on April 19, 2011 at 5:30 p.m. to review bids on the first series of bonds and select the successful bidder. Pursuant to 25 O.S. Section 307(B)(1) and (2), motion was made by Mr. Wright and seconded by Mrs. Shuey to enter into executive session to discuss employment matters concerning items C and D under BOARD DISCUSSION AND ACTION; to discuss any or all of the items listed on the PERSONNEL CONSENT AGENDA; and to discuss employee contract negotiations. (Open session reconvened at 8:24 p.m.) Under BOARD ACTION: After presentation by Chris Cochran, bond financial advisor, motion as made by Mrs. Allen and seconded by Mr. Wright to approve a Resolution authorizing the sale of a portion of the School District’s Bonds authorized by the voters on February 8, 2011 setting forth the following items: 1) Fixing the time and place the bonds are to be sold; 2) Fixing the amount of bonds to mature each year; and 3) Authorizing the Clerk to give notice of said sale as required by law. Motion was made by Mrs. Shuey and seconded by Mr. Wright to re-approve the selection of BOSC, Inc. to act as financial advisor in connection with the February 8, 2011 bond issue.
