This definition distinguishes actions that have a long-term impact from those that are more closely associated with immediate preparedness, response, and recovery activities. Mitigation is the only phase of emergency management specifically dedicated to breaking the cycle of damage, reconstruction, and repeated damage. The purpose of this plan is to identify the hazards that impact the City of Moore and Moore Public School District, to identify actions and activities to reduce any losses from those hazards, and to establish a
