OSCE Office for Democratic Institutions and Human Rights Election Observation Mission Russian Federation Presidential Election, 18 March 2018 INTERIM REPORT 5 February – 1 March 2018 2 March 2018 I. EXECUTIVE SUMMARY • The Russian Federation will hold a presidential election on 18 March 2018. The Central Election Commission (CEC) registered eight candidates, seven fielded by political parties and one, the incumbent president, as a self-nominated candidate standing for a second consecutive and a fourth overall term. One candidate is a woman. • Several amendments to the election legislation were adopted since the last presidential election, most recently in December 2017, responding to some previous ODIHR recommendations. A number of other recommendations, including those pertaining to guarantees for freedom of assembly, association and expression, remain to be addressed. • The campaign is generally low-key but has become more visible following the 23 February Defenders of Fatherland Day celebrations. Meanwhile, outdoor campaign events are limited in visibility. By contrast, concurrent get-out-the-vote initiatives, with a view to ensuring a high voter turnout, launched by a multitude of actors including local authorities, private and state enterprises, feature prominently across the country. • The presidential election is administered a by four-tiered election administration that serves a five- year term. Preparations for the elections are underway and legal deadlines have so far been respected. The CEC has held regular, public, at times live-streamed, sessions with extensive discussions on various issues including alleged interference by local authorities into the electoral process. A comprehensive voter information campaign, launched by the CEC, is ongoing. • The number of registered voters in the Russian Federation as of 1 January is 108,968,869, including 1,875,408 voters abroad. -

Children’s television output analysis 2003-2006 Publication date: 2nd October 2007 ©Ofcom Contents • Introduction • Executive summary • Children’s subgenre range • Children’s subgenre range by channel • Children’s subgenre range by daypart: PSB main channels • Appendix ©Ofcom Introduction • This annex is published as a supplement to Section 2 ‘Broadcaster Output’ of Ofcom’s report The future of children’s television programming. • It provides detail on individual channel output by children’s sub-genre for the PSB main channels, the BBC’s dedicated children’s channels, CBBC and CBeebies, and the commercial children’s channels, as well as detail on genre output by day-part for the PSB main channels. (It does not include any children’s output on other commercial generalist non-terrestrial channels, such as GMTV,ABC1, Sky One.) • This output analysis examines the genre range within children’s programming and looks at how this range has changed since 2003. It is based on the BARB Children’s genre classification only and uses the BARB subgenres of Children’s Drama, Factual, Cartoons, Light entertainment/quizzes, Pre-school and Miscellaneous. • It is important to note that the BARB genre classifications have some drawbacks: – All programme output that is targeted at children is not classified as Children’s within BARB. Some shows targeted at younger viewers, either within children’s slots on the PSB main channels or on the dedicated children’s channels are not classified as Children’s. For example, Disney Channel’s That’s so raven is classified in BARB as ‘Entertainment Situation Comedy US’. Ce guide présente une description complète de l’univers des chaînes numériques françaises, tant juridique qu’économique. Il permet d’appréhender la grande richesse de l’offre de chaînes numériques en France ainsi que la diversité des réseaux de distribution. Il donne également une vision actualisée des performances des chaînes (audiences, résultats financiers…) ainsi que de leurs programmations et de leurs investissements dans la production d’œuvres européennes ou d’expression originale française. Ce panorama est complété par des fiches de présentation de plus de 100 chaînes diffusées en France. Ces fiches descriptives permettent d’avoir des informations précises et individuelles sur l’ensemble des chaînes diffusées par voie hertzienne numérique (TNT) et sur l’essentiel des chaînes diffusées sur le câble, le satellite et l’ADSL. Enfin, pour mettre en perspective le paysage audiovisuel français, l’Observatoire européen de l’audiovisuel a réalisé, à la demande des commanditaires, une présentation du paysage euro- péen des chaînes thématiques. La rédaction de ce guide s’est très largement appuyée sur les statistiques, rapports et études réalisés par le CSA et le CNC, ainsi que des sociétés et organismes (liste en page 8). -
