2. Context Description of shock: Surging insecurity and conflicts between the AOGs and public uprising forces have displaced hundreds of people from their villages in Maidan valley area of central Wardak province to neighboring Bayman province, this comes as conflicts escalated and intensified 10 days back between the AOGs and public uprising forces in Jalrez district of Wardak province. Having experienced many hardships, the displaced people had previously taken refuge in mosques and hotels but later on, the locals placed some of them into their homes. The clashes have compelled hundreds of people to flee from their origin villages, and AOGs blocked the -Bamyan Highway from the Maidan valley direction. Clashes in Jalrez district continued during the past week over control of the strategic area, connecting Bamyan and Following attacks against key Government offices, critical infrastructure was damaged. The reported presence of members of the AOGs in villages and main roads has heightened the risk of civilian casualties arising from any military aerial response, while the placement of improvised explosive devices (IEDs) on the roads has prevented civilians from safely fleeing the violence. At the moment situation in some villages of Jalrez is getting better, already some of the HHs have left Bamyan and went back to their origin villages or further to Kabul. due to fighting between AOGs and public uprising forces in Jalrez district, the households within the conflicts areas couldn’t cope with the conflict and they had to displace from their villages and settle within the secured areas/villages in Bamyan city which is secure and in control of government forces. The joint assessment team out of 98 assessed households found 75 IDP HHs as eligible for emergency assistance. OCHA and DORR in Bamyan reported 100 families’ displacement with in the district. AAH flying team started the assessment in Bamyan city on 28 August 2019 and on second of September the team completed the assessment of 98 HHs.

3. Needs and recommendations

IDENTIFIED NEEDS All 75 IDP households (100%) reported that during the displacement, there was not opportunity to take their Food stock and they expensed their cash. Among the assessed HHs 74 households (99%) has no food stock at all, only 1 HHs (1%) family has less than a week food stock and this was observed during the assessment by the team as well. Currently their coping mechanisms are borrowing or relying on support by their relatives or host families. After displacement, the monthly average Food income of IDP HHs before displacement has decreased to 67 AFN from 6226 AFN, most of the displacement families rely on help from community and relatives, and there is no job opportunities for IDPs in Bamyan to have sufficient income for their family. Out of the 75 assessed HHs 96% have adopted high coping strategy index while 3% of the HHs has medium rCSI, 89% of the assessed HHs has low food consumption score, while 11% has borderline FCS. Food is the first priority of IDPs. NFIs All 75 IDP HHs (100%) IDPs reported that they were not able to carry all their NFI items while they were fleeing from their areas, the current NFI items they are having is less and is not enough to fulfill their needs. NFI is the second priority of IDPs. For the moment, hosting families have offered some of their NFI items like blankets etc. However, the donation of NFI by host families cannot fulfill the needs of IDPs. AAH will provide cash for NFI to all 75 HHs. Financial status 46 IDP (61%) HHs reported that they have to pay back more than 8,000 AFN, 21 HHs (28%) have 2,000-8,000 AFN debt, 2 HHs have less than 2000 debt and 6 HHs have no debts at all. If the IDPs do not receive assistance from NGOs or government, their debt will increase and this will lead them to more food insecurity. Shelter Shelter is a need for IDPs; temporarily their relatives hosted 63 HHs (84%) in their houses/ communities that provided them their unused rooms free of charge, while 12 HHs (16%) are living in rental houses and they are paying 500 – 1500 AFN per month to the landlord. WASH 7 IDP HHs (9%) are using dug well water as their first source of water, 7 HHs (5%) using hand pump, 50 HHs (67%) are using pipe water, and 18 HHs (24%) are using stream and river water as their first source of water. 85% water is collected by women and 15% by male member of the households. The data indicate that from 75 HHs 5 HHs (7%) do not have access to latrine.

Protection Among the assessed HHs there is no protection case has been identified, while there are some vulnerabilities. Out of 75 HHs, elder head 2 HHs, 19 HHs is headed by female, 1 HH is headed by child and 12 HHs has chronically illness physically disability in their families.

PLANNED RESPONSE Due to lack of partners’ capacity in term of food, food is gap and AAH will Food distribute cash for food to all 75 HHs to fulfill the Food needs of IDPs for two months. NFIs AAH will distribute Cash for NFI as well and AKAH will provide two blankets to all 75 HHs. Shelter N/A WASH UNHCR will provide hygiene kit to all 75 HHs Protection No protection case in this caseload.

Recommendations:

AAH will distribute 12,000AFN cash for food to all 75 IDP HHs for two months.

AAH will distribute 6000AFN cash for NFI to all 75 IDP HH.

UNHCR will distribute hygiene kits to all 75 HHs

AKAH will distribute 2 double size blankets to all 75 HHs
