These studies mainly aim at providing a basis for policy formulation internally, as well as the preparation of programmes and initiatives and a basis for analysing the impact of current or planned activities. The most interesting or innovative of these are published in a series entitled 'Regional development studies'. With this series, the Directorate-General hopes to stimulate discussion and action in a wider sphere on the research results received. The publication of the studies is addressed to politicians and decision• makers at European, regional and local level, as well as to academics and experts in the broad fields of issues covered. It is hoped that by publicising research results the Commission will enrich and stimulate public debate and promote a further exchange of knowledge and opinions on the issues which are considered im• portant for the economic and social cohesion of the Union and therefore for the future of Europe.     Matthias Grünzig „Der Geist von Potsdam“ gegen den „Geist von Weimar“1 Die Potsdamer Garnisonkirche ist durch den „Tag von Potsdam“ weltbekannt geworden. Weniger bekannt ist, dass die Garnisonkirche schon vor 1933 eine deutschlandweite Bedeutung hatte. Sie übte eine geradezu magnetische Anziehungskraft auf Nationalisten, Militaristen und Antisemiten aller Couleur aus. Mehr noch: die Potsdamer Garnisonkirche war der Symbolbau der extremen Rechten schlechthin. Hier fanden zwischen 1918 und 1933 über 80 politische Veranstaltungen statt, fast alle hatten eine rechtsradikale Tendenz.2 Kaum ein Gebäude wurde so verehrt wie die Potsdamer Garnisonkirche. Sie galt als „heiliger Ort der Erinnerung“, als „Heiligtum Preußen-Deutschlands“, als „nationales Heiligtum für jeden Preußen“, als „Wallfahrtsort aller national denkenden und fühlenden Kreise“, als „Wallfahrtsort von Millionen Deutscher“ und als „Pilgerstätte“, in der „die vaterländisch gesinnten Kreise sich Stärkung für den Kampf um das echte Deutschtum suchen“.3 Ich will in meinem Vortrag darstellen, weshalb gerade die Potsdamer Garnisonkirche diese Karriere machte und welche Konsequenzen daraus erwuchsen. Die Entstehung des „Geistes von Potsdam“ Der Ausgangspunkt dieser Karriere war eine Krise der nationalistischen und militaristischen Kräfte nach 1918. Der November 1918 war für diese Kräfte ein Trauma. Der Krieg war verloren, die vermeintlich unbesiegbare Armee war geschlagen, es folgte ein harter Friedensvertrag mit Gebietsabtretungen. Außerdem musste die Armee von einer Friedensstärke von 450.000 Mann auf 100.000 Mann reduziert werden.4 Die Monarchie wurde gestürzt, die Macht wurde von den verhassten Sozialdemokraten übernommen. Und fast am schlimmsten war: der bewunderte Kaiser, dem sie die Treue bis in den Tod geschworen hatten, floh wenig ruhmreich in die Niederlande. Damit war der Kaiser als Identifikationsfigur erledigt.5 Die neue Republik bezog ihre Legitimation aus der Distanzierung von der preußischen Militärtradition.
