Dear Contractor:

This project includes, but is not necessarily limited to:

Remodel of one apartment in the Valdez Senior Center, Unit #5. Work to include and repair, patching and paint throughout including trim around main entryway , removal of all hooks, blinds and curtain rods; installation of new vinyl flooring in the entryway, and ; installation of carpet in the living and . Subfloor renovations as needed for threshold compliance to meet 2010 ADA standards as described in Sections 303 & 404.2.5

The kitchen includes; new installation of cabinets, backsplash and countertop, new , and two built in heavy duty shelves to be constructed in the pantry. Replace electric receptacles, replace covers on receptacles, light switch, phone and cable jack covers, install new light, wall and ceiling repairs and painting of and ceiling with the approved paint color. This unit will require the in wall stove to be removed and doors to be constructed. The doors and the surrounding cabinet trim needs to be painted to match the kitchen cabinets. The in counter stove top unit will need to be removed and an area made available for a new electric range to be installed. Work to include raising the cabinet over the range and installing an electrical receptacle to accommodate new over-range microwave. While the Senior Center will be providing the refrigerator, electric range and over-range microwave any necessary electrical adjustments will be the responsibility of the contractor. See attached pictures for reference.

Entryway light to be removed and replaced.

The bathroom includes; new installation of a shower surround, mud cap, shower pan, shower faucet, , sink, faucet, vanity cabinet, vanity top, medicine mirrored cabinet, vent fan, light fixtures, grab bars and painting of shelving with the approved wall paint color, wall and ceiling repairs and painting of walls and ceiling with the approved paint color, vent fan, replace electric receptacles and covers, light switch and plate, fan switch and plate, grab bars. Installation of new 20 minute fire rated door with casing, trim and all hardware to match existing.

Entryway Closet: Installation of new closet door casing and trim and all hardware to match existing and paint inside the closet with the approved paint color.

Living Room; new baseboards installed and ceiling molding removed, installation of ceiling fan with light, new fin-tube covers, installation of new thermostat, replace all receptacles and covers.

Bedroom: new baseboards installed and ceiling molding removed, installation of new light, new fin-tube covers, replace all receptacles, and replace covers on receptacles, light switches, phone jacks and cable jacks, installation of new 20 minute fire rated door with casing, trim and all hardware to match existing.

Any individual completing electrical or work must be licensed and bonded in accordance with city permit requirements. Contractor is responsible for all costs associated with demolition and disposal of all removed items and materials. The city pays dumpster rental and tipping fees.

This Request for Quotes will be used for construction quotes under $40,000.

A copy of the quote schedule is attached for your use in submitting quotes. Quote responses will be accepted in person or by email until 2:00pm local time on November 20, 2020, at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, Valdez, Alaska 99686. The City’s Project Manager is Melissa Ross; email [email protected] Interested parties can schedule a site visit with the project manager if desired.

All work shall be completed in accordance with the Specifications by March 01, 2021. Liquidated damages will be assessed in the amount of fifty dollars ($50.00) for each calendar day the project remains incomplete past the completion date.

The City reserves the right to waive any irregularities or informalities in a quote, to reject any and all quotes without cause, and to re-solicit for quotes.

The current minimum prevailing wage rates as published by the Alaska Department of Labor must be paid if required by law. The requirement of the Alaska Employment Preference Act (AS 36.10) must be met in performing the work of this Quote. Certified payrolls must be submitted to the Alaska Department of Labor.

Work shall be completed in accordance with the 2010 American Disabilities Act (ADA), the City of Valdez Standard Specifications and Standard Details (dated April 2003), Specifications 09.91.00 Painting and Finishing, and Division 10- Standard General Provisions, Section 10.07 – Measurement and Payment for all work described in the Scope of Work. PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes all labor and material necessary and incidental to the execution of all painting and finishing including exterior concrete panel cleaning and sealing indicated on the drawings and specified herein.

B. It is the intent of this Section to provide finish for all materials, factory primed and/or unfinished, unless specifically stated as not requiring finish. Omission of specific surfaces form Schedule of Finishes or Finish Schedule is NOT to be interpreted to mean the finish is not required.

C. No finish required on items having complete factory finish, or copper, aluminum, stainless steel, bronze, or brass, unless specifically called for on the drawings or Schedule of Finishes in this Section.

1.2 REFERENCES `

A. This Section is a listing of the current editions of references used in this Specification. Comply with these references as noted in the text.

1.3 SUBMITTALS

A. Product Data

1. Submit complete materials listing and manufacturer’s printed information showing conformance to this Specification.

2. Submit full line of paint and stain colors from proposed manufacturer.

B. Samples

1. Submit samples of selected paint colors prepared on substrate representative of actual work.

2. For all natural finished or stained wood surfaces, submit finish samples with all coats on specified species of wood.

3. Minimum sample size: 6" x 6".

4. Approved samples are the final criteria for evaluating color and appearance of completed work and one set of approved samples shall be kept on the job.

1.4 QUALITY ASSURANCE

A. Quality Control 1. The Contractor shall establish and maintain control of the work covered under this section to insure compliance with the contract requirements, including but not limited to the items listed below: a. Containers delivered are marked to completely identify contents as to manufacturer's formula or specification number, batch and color. b. Only specified materials are applied. c. Surfaces have been cleaned, prepared and pretreated. d. Application of each type of materials is as specified. e. Materials are stored as specified, with flammable separated by 50 feet from combustible construction. f. Cloths and waste are removed daily. g. Surfaces are receiving number of coats specified. h. Tests are performed and test reports are submitted.

2. Contractor is responsible for finished appearance and satisfactory completion of this work. Do not commence with painting until surface to be painted is in proper condition in every respect. If for any reason surface cannot be properly prepared by customary cleaning, sanding, or puttying operations, report condition to Owner’s Representative. Proceeding with the work constitutes acceptance of the surface by the subcontractor.

B. Regulatory Requirements

1. Interior wall finish must be in compliance with IBC Chapter 8 for applicable occupancy group in (sprinklered) (non-sprinklered) building.

C. Hazardous Materials Restrictions

1. Paints and painting practices shall comply with all applicable state and local laws enacted to insure compliance with Federal Clean Air Standards.

2. Paints containing lead in excess of 0.06 percent by weight of the total nonvolatile content (calculated as lead metal) shall not be used.

1.5 DELIVERY, STORAGE AND HANDLING

A. Store materials and equipment in a designated storage space on the site. Keep storage space neat, clean and accessible at all items. Protect floor from paint spillage.

B. Store paint materials at a minimum ambient temperature of 45F and a maximum of 90F, in a ventilated area, and/or as required by manufacturer's instructions.

C. Take precautionary measures to prevent fire hazards and spontaneous combustion.

D. Paints shall be in sealed containers that legibly show the designated name, formula or specification number, batch number, color, quantity, date of manufacturer, manufacturer's formulation number, manufacturer’s directions for mixing and thinning, and including any warnings and special precautions.

1.6 SITE CONDITIONS

A. Environmental Requirements

1. Coordinate with Owner to provide continuous ventilation and heating facilities for 24 hours before, during and 48 hours after application of finishes, unless required otherwise by manufacturer's instructions.

2. Do not paint when the air is dust-laden or when weather and temperature conditions are unsuitable. Coordinate with Owner to ensure that temperatures within the building are maintained at a minimum of 60F during the painting and drying periods. Comply with manufacturer's recommendation when they are more stringent with respect to application temperatures.

3. Do not apply exterior coatings during rain, snow or on ice covered surfaces or when relative humidity is outside the humidity ranges required by the paint product manufacturer, nor when temperature is below 50F.

4. Do not apply coatings unless lighting level of 50 foot-candles measured mid- height at substrate surface is maintained.

B. Protection

1. Place paint or solvent soaked rages, waste, or other materials that might constitute a fire hazard in metal containers and remove from premises at the close of each day's work. Take every precaution to avoid damage by fire.

2. Provide suitable coverings to protect work, the work of others, and adjacent surfaces and objects.

3. Remove or protect items such as hardware, hardware accessories, plates, lighting fixtures, and similar items placed prior to painting. Reposition or remove protection upon completion of each space. Disconnect equipment adjacent to walls by workmen skilled in these trades to permit painting of wall surfaces; replace and reconnect after completion of painting.

4. Protect surfaces not requiring painting. Maintain wrappings or other factory applied protection furnished with finishing hardware or other items provided by other trades and installed in areas where painting is required, and if displaced or removed, replace for the duration of painting work.

PART 2 - PRODUCTS

2.1 PAINT MANUFACTURERS

A. Use first line materials of the following manufacturers, and as further listed below: 1. Benjamin Moore 2. ICI - Glidden 3. Sherwin Williams

B. Use products of the same manufacturer for succeeding coats of particular applications.

2.2 MATERIALS

A. Materials shall conform to the respective specifications listed for use in "Part 3 - Execution" and/or a first-line proprietary paint material with similar intended usage and color to that specified.

B. Colors to match existing adjacent gypsum wallboard surface. Tint prime and undercoats approximately to the shade of the final coat, but with sufficient variation to distinguish them from the preceding coat. Color of final coat shall match approved color sample.

2.3 MIXES

A. Unless otherwise recommended by the manufacturer, paints may be thinned immediately prior to application with not more than 1 pint of suitable thinner per gallon when necessary to suit conditions of surface, temperature, weather, and application methods. The use of thinner shall not relieve the Contractor from obtaining complete hiding, full film thickness, or required gloss. Paints of different manufacturers shall not be mixed.

2.4 SPOT CLEANING PRODUCT MANUFACTURERS – EXTERIOR CONCRETE PANELS

B. Prewash – Basis of Design: Prosoco Sure Klean 766 Limestone and Masonry Prewash.

C. Where hydrocarbons have deeply penetrated the panel, for locations with heavy staining and where biological staining may be present. Prewash must be neutralized with afterwash product.

D. Afterwash – Basis of Design: Prosoco Sure Klean Limestone and Masonry Afterwash for neutralization of prewash.

E. Custom Wash – Basis of Design: Prosoco Sure Klean Custom Masonry Cleaner for use where crusty stains or rust is present.

F. Products noted in 2.4 B, C and D above are for spot cleaning only and is recommended to be tested in small areas prior to complete stain removal . 2.5 GENERAL CLEANING PRODUCT MANUFACTURER – EXTERIOR CONCRETE PANEL

PART 3 - EXECUTION

3.1 EXAMINATION

A. Verify that surfaces are ready to receive work as specified below and as instructed by the product manufacturer.

B. Test shop-applied primer for compatibility with subsequent cover materials.

C. Measure moisture content of surfaces using an electronic moisture meter. Do not apply finishes unless the moisture content of surfaces is below the following maximums: 1. Gypsum wallboard: 12%. 2. Concrete: As recommended by sealer manufacturer. 3. Interior wood: 12%, measured in accordance with ASTM D2016. 4. Exterior wood: 15%, measured in accordance with ASTM D2016.

3.2 PREPARATION

A. General

1. Prepare surfaces to receive paint; thoroughly clean off grime, grease, dirt, loose material, and other substances that may interfere with proper adhesion of paint. Paint Dry surfaces only.

2. Fill dents, cracks, hollow places, open joints and other irregularities with an approved filler suitable for the purpose, and after setting, sand to a smooth, hard finish.

3. Prime surfaces not more than 8 hours after cleaning.

B. Specific Surface Preparation

1. Concrete Surfaces – as recommended by sealer manufacturer.

2. Ferrous Surfaces a. Ferrous surfaces that have not been shop-coated shall be solvent-cleaned. b. Surfaces that contain loose rust, loose mills scale, and other foreign substances shall be cleaned mechanically with power tools according to SSPC SP 3 or by sandblasting according to SSPC SP 7. c. Shop-coated ferrous surfaces shall be protected from corrosion by treating and touching up corroded areas immediately upon detection.

3. Galvanized and Nonferrous Surfaces a. Galvanized, aluminum and aluminum-alloy, lead, copper, and other nonferrous surfaces to be painted shall be solvent-cleaned in accordance with SSPC SP 1 and treated with a vinyl-type wash coat meeting the requirements of SSPC Paint 27. b. Copper surfaces scheduled for a natural oxidized finish: Remove contamination by applying oxidizing solution of copper acetate and ammonium chloride in acetic acid. Rub on repeatedly for required effect. Once attained, rinse surfaces with clear water and allow to dry.

4. Gypsum Board Surfaces a. Gypsum board surfaces shall be dry and shall have all loose dirt and dust removed by brushing with a soft brush, rubbing with a dry cloth, or vacuum cleaning prior to application of the first-coat material. b. Fill minor defects with filler compound. Spot prime defects after repair.

5. Wood Surfaces a. Surfaces shall be checked to insure that finishing nails have been properly set, and all holes and surface imperfections shall be primed. b. Sand woodwork to remove roughness, loose edges, slivers, or splinters and brush to remove dust. Wash off grease or dirt with an approved cleaner. c. Clean knots, pitch streaks, or visible sap spots of residue and treat with two coats of Formula W2-578 Knot Sealer (Western Pine Association). Allow at least two hours between coats. d. Back prime all exterior wood trim and board siding. See paragraph 3.07, F, 5 for materials. e. Prime millwork on all sides before installation. f. Treat surfaces of open-grained woods and with paste filler. Thin paste filler to brushing consistency with turpentine and apply in two coats, with stiff, shortbristled brushes. Allow filler to dry for one hour, then rub surfaces across grain until surplus filler is removed. g. After the primer or paste filler has dried, fill nail holes and other indentations with putty, flush with the adjacent surfaces. h. Putty or wood filler used shall be compatible with subsequent coatings. i. Sand wood surfaces smooth with No. 00 sandpaper and remove dust. j. Interior wood surfaces to receive stain shall be sanded or shall be stained to the required shade and lightly sanded.

6. Impervious surfaces: Remove mildew by scrubbing with solution of tri-sodium phosphate and bleach. Rinse with clean water and allow surface to dry.

3.3 ITEMS NOT TO BE PAINTED

The following items are not to be field painted unless specifically scheduled:

A. Items with factory-finish paint, such as light fixtures, toilet partitions, factory-finished wall and panels, vinyl wall coverings, and acoustical .

B. Concealed areas such as pipe chases and areas above finish ceilings.

C. Finished metals such as hardware trim, anodized aluminum, stainless steel, and bronze.

D. The wearing surfaces of moving equipment.

E. Equipment data plates, manufacturer's permanent maintenance labels, and fire door and jamb labels.

F. Galvanized building structural frame.

G. Galvanized sheet metal ducts inside building in other than offices, classrooms, or corridors.

3.4 APPLICATION

A. General 1. Apply products in accordance with PDCA, Painting - Architectural Specifications Manual, manufacturer's instructions, and approved submittals for the conditions of use. 2. Mix materials thoroughly; strain if necessary. Add thinners or other additions to ready mixed materials only in accordance with the manufacturer's printed instructions. If no instructions appear on container, obtain from manufacturer. 3. Surfaces that have been cleaned, pretreated, and otherwise prepared for painting shall be given a coat of the specified first coat as soon as practical after such pretreatment has been completed, but prior to any deterioration of the prepared surface. 4. Apply finishes to surfaces that are clean and dry. 5. Apply materials with care to a uniform film thickness recommended by paint manufacturer, showing no runs, holidays, sags, crawls, or other defects. Apply with a minimum of brush marks. Cut-in neatly. Finish surfaces shall be uniform in sheen, color and texture. 6. The first coat on gypsum wallboard, and other surfaces shall include repeated touching up of suction spots or overall application of primer or sealer to produce uniform color and gloss.

7. Allow coats to dry thoroughly before succeeding coats are applied. Allow a minimum of 8. 24 hours between applications on any one surface, unless otherwise specified by manufacturer. 9. All primer and intermediate coats of paint shall be sanded lightly, particularly at raised wood grain, and dusted before succeeding coats are applied. 10. Change colors at "bottom" corner of door jamb stop where colors differ between adjoining . 11. Prime concealed surfaces of interior and exterior woodwork with primer paint or with gloss varnish reduced 25% with mineral spirits as applicable. 12. Apply materials to achieve sharp edges at adjoining materials or at color changes. 13. On surfaces with factory applied prime coat of paint delete prime coat where called for in this Section.

3.5 GENERAL CLEANING

A. As work proceeds, promptly remove excess paint where spilled, splashed, or spattered. B. During progress of work maintain premises free of unnecessary accumulation of tools, equipment, surplus materials and debris. C. Cloths, cotton waste and other debris that might constitute a fire hazard shall be placed in closed metal containers and removed at the end of each day. D. Upon completion of the work, staging, scaffolding and containers shall be removed from the site or destroyed in an acceptable manner. E. Paint and other deposits on adjacent surfaces shall be removed and the entire job left clean and acceptable.

3.6 CLEANING – EXTERIOR CONCRETE PANELS

A. Spot clean all concrete panels where panel color is in substantial contrast to adjacent panel field color. Particularly near chimneys, flues and where rust stains, water stains, discoloration and crusting has occurred. Coordinate locations with owner representative. B. Generally clean entire concrete panel once spot cleaning has been applied and cured per manufacturer’s recommendations. C. Apply all cleaners in accordance with manufacturer’s recommendations. Be particularly careful to test products for intended results prior to full stain removal. Let all products fully cure prior to secondary cleaning application.

3.7 SCHEDULE OF FINISHES

A. Applies to new work, patched work and damage to existing work resulting from this Contract. B. Minimum number of coats are scheduled.
