1.1 Workshop brief

Workshop focus: The workshop focused on the opportunities and challenges in developing cultural tourism routes and using novel ICT applications for communicating the regional cultural heritage to visitors.

Workshop questions:

− How to develop cultural heritage experiential values beyond stereotypic expectations (i.e. the typical “tourist gaze”)? − How to attract more interest in less know and/or relax the pressure on overcrowded cultural tourism areas? − How to strike the right balance between tourism development and heritage conservation and promote responsible and sustainable cultural tourism?

Workshop context: This workshop took place within the Fira Modernista, which is an annual festival in Terrassa that celebrates the cultural history of the area. It includes historic re- enactments, street markets, a parade, etc. where participants have the opportunity to make a trip back in time and relive the city 100 years ago.

Workshop participants: The workshop brought together a number of European cultural tourism experts (ERIH – European Route of Industrial Heritage, International Documentation and Research Centre on Industrial Heritage), practitioners from regional networks (XATIC - Industrial Tourism Network of ), representatives of local and regional institutions (Terrassa City Council, Government of Catalonia, University of - CETT), private initiatives (El Generador, ARTimetria) and researchers and project managers from CreativeCH partners.

The workshop took place at mNACTEC. A large poster presenting the four CreativeCH showcases is permanently displayed in the museum entrance. Workshop attendants were also informed about the other project activities and received the project flyer within the workshop documentation.

2.1 Workshop presentations

The workshop started with a welcome by Prof. Jaume Perarnau, Director of mNACTEC, who also opened the workshop with a short introduction on the CreativeCH project and the CreativeCH Catalonia Showcase.

How to strike the right balance between tourism development and heritage conservation and promote responsible and sustainable cultural tourism? How to attract more interest in less know and/or relax the pressure on overcrowded cultural tourism areas?

These and other challenging questions were discussed in the workshop with the goal of encouraging reflection on key aspects of cultural tourism, with an emphasis on industrial heritage tourism. The agenda was designed to share information and to engage in facilitated discussions among attendees and expert speakers. Gathering local and international experts, the workshop aimed to address both Internationalization and Localization aspects of cultural tourism.

Thus, the agenda was divided in two sessions. Each session consisted of a series of three short, expert presentations followed by a discussion, expertly moderated in order to facilitate dialogue among government officials, professors, professionals and other attendees.

The first session aimed to highlight the internationalization aspects of cultural and industrial tourism:

Prof. Wolfgang Ebert, Board Member of the European Route of Industrial Heritage (ERIH), Page| 10 opened the session with a presentation on “Industrial Heritage Tourism in Europe”. Prof. Ebert presented ERIH, the tourism information network of industrial heritage in Europe that currently includes more than 1,000 sites in 43 European countries. Among these sites there are 80 Anchor Points, which build the virtual ERIH main route. On sixteen Regional Routes, visitors can discover the history of the industrial landscapes in detail. All sites relate to thirteen European Theme Routes that show the diversity of European industrial history and their common roots.

Prof. Ebert also addressed tourism “drivers”, i.e. what motivates tourists to travel. In his view, the destination itself is never the primary motivator when planning a trip: we travel because we would like to find out who we are. In this sense, the world around us is like a mirror that reflects our capabilities and personality. When visiting a museum, an old factory or any other heritage site, tourists are searching for increasing their self-awareness: i.e. could I construct this? Could I drive this? Tourist are interested in the story behind the objects, this is, the human story.

Next, Prof. Henryk Handszuh, Chairman of the Scientific CounciI of the International Documentation and Research Centre on Industrial Heritage for Tourism, presented “A cultural city coal park in the making in Zabrze (Poland) – should it attempt to apply for the World Heritage status to attract attention?” He focused on the eligibility of the Coal Heritage Park in Zabrze to become a UNESCO World Heritage Site.

The present site participates in the ERIH network and its “Guido” coal mine component already operates with relative success. Therefore it now considers applying for other schemes such as the prestigious World Heritage status. This requires quite some investment, but encourages the holders of industrial heritage to take good care of the site and stimulates public support of the site development and maintenance.

According to Prof. Handszuh the Zabrze Park because of its very distinct identity does not run the risk of competing with other cultural sites. However, commercial considerations are extremely important in running an industrial heritage sites for tourism purposes. Though, Prof. Handszuh emphasized, that the financial challenges are not much different than in the

past when the site was used for its original productive activities. Furthermore he considered that the authenticity requirement for industrial heritage sites could perhaps be interpreted in a different, “less restrictive” manner than is the case of other cultural properties, such as those Page| 11 proper to the UNESCO List.

Related to the CreativeCH Banat showcase, Prof. Ion Imbrescu (University of West Timisoara, Romania) gave a presentation on “Reviving rural industrial heritage - towards an economic valorization of art-craft traditions”. The Banat region, delineated by historical and unique geographical characteristics, comprises a mosaic of cultural entities scattered over numerous communities. The showcase aims to develop a mechanism of citizen involvement in the preservation, communication and valorization of cultural heritage. In order to achieve this goal, the need of getting in contact with local artisans and collecting relevant information about them and their products was evident.

The art-craft production in general is carried out on a seasonal basis and with low productivity. According to Prof. Imbrescu the production can be preserved and developed further if artisanship is “re-discovered” and promoted. However this will require the involvement of cultural institutions and educational centers as well as support by regional governmental agencies. For example, mentoring centers could be a positive factor to stimulate demand and produce high-quality, market-oriented crafts.

The presentations were followed by a discussion on “How to strike the right balance between tourism development and heritage conservation and promote responsible and sustainable cultural tourism” moderated by Prof. Franco Niccolucci. The conclusions of the discussion are summarized in the section 2.2 Key Results below. A coffee break followed, which the participants used to exchange ideas and experiences.

The second session deepened into the regional and local perspectives of cultural and industrial tourism:

During the last weeks before the workshop, discussion on the internationalization and Page| 12 localization perspectives of cultural and industrial tourism took place online on the CHIEF, the CreativeCH web based forum for European young researchers, artists and practitioners. Participants were invited to participate in the CHIEF Award competition by describing a concept to promote cultural tourism in a specific city or region of their choice.

Mrs. Carla Vieira (Teia D’Impulsos, Portugal) won the CHIEF Award submitting the concept “Reading Portimão” and was invited to the workshop to present her project. “Reading Portimão” aims to create thematic routes around points of interest that can be followed by all visitors and, as Mrs. Carla Vieira described, “it will focus not only on the material heritage but mostly on the memories, the stories, the legends of each place”.

Next, Mr. Jordi Garreta (Terrassa City Council) presented “XATIC, a net to promote Industrial Tourism in Catalonia”. XATIC was set up in 2006 and engages 22 diverse municipalities from all over Catalonia. What they do have in common, however, is a rich industrial legacy that tells the story of the industrial revolution in Catalonia. In his presentation, Mr. Garreta took stock of seven years of XATIC development, highlighting the goal of the network: to generate a common line of actions as a means of attracting visitors and creating economic and cultural activities based on industrial tourism.

Mrs. Magda Gassó (Government of Catalonia) encouraged the attendees with “Tourism and heritage: now is the moment”, focused on two facts: the existing gap between cultural resources and tourism products, and the challenge of transforming cultural resources in marketable tourism products. Therefore she stressed the need to create synergies between the key sectors involved: culture, tourism and related businesses. As a practical example, she presented the Action Plan Tourism and Heritage, launched by the Government of Catalonia. Furthermore, Mrs. Gassó stressed the need of developing tourism activities and products according to validated demand of visitors. She also reported the launch of a software that allows for collecting data on the motivations of visitors who access cultural institutions and resources.

Mr. Josep Maria Pey (El Generador, touristic and cultural projects) gave his point of view on the question “Is Industrial Tourism a business opportunity?” Mr. Pey has a background as

manager of XATIC and other industrial heritage and tourism initiatives, both private and public. In order to answer this question, he outlined four key elements: attractiveness / uniqueness of the heritage site, stakeholders (highlighting the need of public-private Page| 13 partnerships), potential target audiences (from professional tours to family-oriented visits) and market context. Regarding the context, he pointed out that interest in industrial heritage valorization is growing among public administrations (at different levels) as well as private enterprises and initiatives. However, industrial tourism still faces some challenges. For example, industrial tourism fits in the trendy “experiential tourism”, but the brand “industrial tourism” is not considered attractive by tour operators. However, Mr. Pey concluded that industrial tourism offers a substantial business opportunity.

The second session was followed by a discussion that was moderated by Eusebi Casanelles (former mNACTEC Director) and focused on the questions “How to develop CH experiential values beyond stereotypic expectations (i.e. the typical “tourist gaze”)? How to attract more interest in less know and/or relax the pressure on overcrowded cultural tourism areas?” The conclusions of the discussion are summarized in the section 2.2 Key Results below.

2.2 Key results

The discussion was fruitful, constructive and even passionate at some point, according to Carme Prats, who closed the workshop by summarizing the conclusions of the day:

[1] Wide range of initiatives: The workshop made clear the wide range of initiatives in the field of cultural and industrial tourism across Europe. Diversity provides uniqueness and richness but, at the same time, launching joint projects can be complex.

[2] Gap between existing cultural resources and tourism products: There is a gap between the existing cultural and industrial heritage resources and the development of appropriate tourism activities and products. Therefore a major challenge is transforming cultural resources in marketable tourism offerings. Addressing this challenge, the workshop stressed the need to create synergies between key sectors involved: culture, tourism and related business, and to stimulate public-private partnerships.

[3] Priority of high-quality cultural resources: When selecting resources for tourism development, it is important to give priority to high-quality cultural resources. To transform

them into tourist products, storytelling has proven to be an effective approach as it allows for historic contextualizing of resources and appealing to cognitive and emotional aspects of cultural heritage. Page| 14

[4] Linking industrial heritage and modern industry: The workshop also addressed the question whether it is appropriate to link industrial heritage with modern industry, but did not reach consensus on whether or not this might be attractive to visitors.

[5] Tourists as trip advisors: A further topic was the emergence of tourists as important trip advisors. While suggestions by other tourists have always been an important motivation, novel internet platforms and applications have turned this source of information into a strong source impacting on travel planning and choice of touristic offerings.

[6] Importance of regional tourism: According to the workshop participants, it is essential to pay particular attention to regional tourists that make up a large, often the majority, of visitors to cultural sites.

[7] Developing tourism products according to validated demand: The workshop participants agreed that the development of tourism activities and products must take full account of the existing demand. Because very seldom offerings are successful that try produce new demand. However, educational programs can enrich the interest of visitors and direct them to cultural sites and objects that are not on the typical “must see” list of tourists.

[8] Tourism drivers: What motivates tourists to visit particular destination, in particular, cultural heritage sites was a controversial issue. However, the participants agreed that except for major attractions the destination itself could hardly be seen as the primary motivator when planning a trip.

[9] Segmentation of tourism audiences: The workshop discussion also stressed that, like in other sector, there are different segments of visitors and that the development of cultural tourism products must take account of their different needs and requirements. Tools like software that allows for collecting data on the motivations of visitors who access cultural institutions and resources can be helpful in gaining a better understanding of their interests.

4.1 Workshop objectives

The overall aim of CreativeCH is enabling cities and regions across Europe to benefit from Cultural Heritage assets through innovative approaches, products and services that are developed and promoted in creative cooperation of Cultural Heritage (CH) organisations, Science & Technology (S&T) centres and Cultural & Creative Industry (CCI) businesses.

The CreativeCH workshop programme consists of 10 workshops that are organised to share, discuss and consolidate the current experiences in CH – S&T – CCI Cooperation. The project aims at creating a rich and inspiring knowledge base on such cooperation. Therefore the workshops cover a wide range of issues and opportunities in such cooperation.

The workshops foster an open and productive exchange of experiences among the participants. The formats are flexible, chosen according to the particular topic and the type and context of the event at which a workshop is held.

The typical setup that has been used in the workshops already held includes short “show & tell” presentations, demonstrations of innovative digital products and services, and moderated discussion rounds. The duration of such a workshop is about 3 hours.

4.2 Topics and schedule of the 10 workshops

The table below gives an overview of the topics and current schedule of the 10 workshops. The overview includes the workshops that already have been held or are in preparation (2013) as well as the workshops foreseen for 2014.

The workshops are intended to be held at conferences or other large events. It is understood that foreseeing events for the year 2014 is somewhat speculative. Therefore in the overview for 2014 alternative options are given which correspond best to the intended workshop topics and are sustained regular events.
