The power party “United Russia” lost 12 million voters. Having the constitutional majority in the Fifth Duma (315 seats out of 450), the party got hardly 238 deputy mandates, which was only 12 man- dates more than the simple majority of the Duma. According to some experts2, if the State Duma makes the decisions on these issues in time, it would have opportunity to double the budget that would reduce social stratification and take serious measures to address the problems of social justice. Why did the ruling elite and its representatives in the parlia- mentary faction of “United Russia” omit to do these obvious steps? One of the well-known experts characterizes the situation like this, “The bureaucratic monopolization of the Russian economy has assumed the global dimensions. High bureaucracy has become oli- garchic towering over the society not only by virtue of its status privileges, but also because of the size of its capital. Protest sentiments of the region’s population in crisis One form of social protest is the protest sentiments of the population, i.e., the expression of extreme dissatisfaction with their position in the current situation. In the present paper we make an attempt to trace the dynamics of protest potential in the region, draw a social portrait of the inhabitants of the region prone to protest behavior, identify the most important factors determining the formation of a latent protest activity, and identify the causes of the relative stability of protest potential in the region during the economic crisis. Reiner September 2010 CWPE 1051 & EPRG 1026 The Economics of the Nord Stream Pipeline System EPRG Working Paper 1026 Cambridge Working Paper in Economics 1051 Chi Kong Chyong, Pierre Noёl and David M. Reiner Abstract We calculate the total cost of building Nord Stream and compare its levelised unit transportation cost with the existing options to transport Russian gas to western Europe. We find that the unit cost of shipping through Nord Stream is clearly lower than using the Ukrainian route and is only slightly above shipping through the Yamal-Europe pipeline. Using a large-scale gas simulation model we find a positive economic value for Nord Stream under various scenarios of demand for Russian gas in Europe. We disaggregate the value of Nord Stream into project economics (cost advantage), strategic value (impact on Ukraine’s transit fee) and security of supply value (insurance against disruption of the Ukrainian transit corridor). The economic fundamentals account for the bulk of Nord Stream’s positive value in all our scenarios. The research is based on the conviction that the development of the nonprofit sector is crucial for the regional socio-economic system and depends upon civic engagement. The results of an analysis of available statistical data and a sociological survey conducted in one of the Russian regions reveal that the share of the Russians engaged in volunteer activities is low; over 80% of the population do not participate in public activities; less than 10% have definite knowledge of working nonprofit organizations. The study allowed identifying three groups of the main barriers and formulating some recommendations for their overcoming. Introduction Sustainable development of Russian regions requires the fullest use of their internal potential. As the public and private sectors cannot meet all demands concerning the provision of high living standards for all groups of the population, it is necessary for local authorities to find new opportunities for effective and mutually beneficial cooperation with other economic actors. The paper is devoted to the problem of adaptation and restoration of monastic structures, churches and temples without complete dismantling of the elements of the main load-bearing structures, using technologies and methods of work that allow delicately and effectively restoring the most important elements of buildings. The progress of work on the restoration of the hipped roof, using the lifting method - lifting the load-bearing part of the cribbed roof structure, is accurately and consistently described in the paper, as well as flexibility and efficiency in choosing a new solution for lifting, taking into account the features of the object identified during the work. The work on raising the roof was carried out during the course of adapting the building to modern use, based on the needs of the Kirillo-Belozersky museum-reserve. 1 Introduction Kirillo-Belozersky historical, architectural and art museum-reserve is located in the Kirillov city of Vologda region. The history of its creation dates back to 1924, and at first it was a branch (department) of the Cherepovets district provincial Museum. In 1926, it was transferred to the Main Science Department of People’s Commissariat for Education and became an independent Museum, and in 1929 the first permanent exhibition was opened [13].

  • Public Opinion Monitoring
    PUBLIC OPINION MONITORING Public Opinion Monitoring of the State of the Russian Society As in the previous issues, we publish the results of the monitoring of public opinion concerning the state of the Russian society conducted by VolRC RAS in the Vologda Oblast 1. The following tables show the dynamics of a number of parameters of social well-being and socio- political moods of the region’s population based on the results of the last “wave” of monitoring (Febru- ary 2021), as well as for the period from December 2019 to February 2021 (last 6 polls). We compare the results of the surveys with the data for 2000 (the first year of V. Putin’s first presi- dential term), 2007 (the last year of V. Putin’s second presidential term, when the assessment of the President’s work was the highest), 2011 (the last year of Dmitry Medvedev’s presidency), and 2012 (the first year of V. Putin’s third presidential term). We also provide yearly dynamics of the data for 2018–2020. In December 2020 – February 2021, the level of approval of the work of the President of the Russian Federation did not change significantly. The share of positive assessments is 50–52%, negative – 31–33%, which is slightly lower than in February 2020 when the share of positive assessments of the President’s work was 45% (negative – 31%)2. In yearly dynamics, there is a continuing decrease of positive assessments: in 2018 – 66%, 2019 – 56%, 2020 – 52%; in February 2021 – 50%. 1 The polls are held six times a year in Vologda, Cherepovets, and in eight districts of the oblast (Babayevsky District, Velikoustyugsky District, Vozhegodsky District, Gryazovetsky District, Kirillovsky District, Nikolsky District, Tarnogsky District, and Sheksninsky District).
