The article discusses the trends and specifics of public sentiment in Russia in the 1990s–2010s; it analyzes key events of the recent years that led to the understanding of the present stage of social development as a new era of the post-Soviet period. The authors consider the interaction between the society and authorities, the role of scientific knowledge in the improvement of public administration efficiency, the development civil society, and also several promising opportunities and current issues of social science. The article presents the experience of sociological research carried out by ISEDT RAS at the regional level. The authors discuss key factors that determine the efficiency of interaction between the society and authorities and the success of Russia’s further development. Sociology is a public science which, like any science, is based on a critical assessment of data. There is no doubt that it exerts an influence on society, but it must be practiced by professionals. Amateurism in science is a possibility, but it senselessly squanders public and individual capital. The social sciences can, of course, be used to change society, and it would be odd to argue that they (and, in particular, sociology) are not intended to do so by the very fact of their existence. The social sciences are inherently critical, and the subjects of their research may be more or less sensitive to critique. The existence of policy-oriented social studies is equally indisputable. Yet for broad reaches of social research, the definitions given are vague. A study on the distribution of refrigerators among a certain social group may be of interest to a company that manufactures refrigerators as well as to people who attempt to describe that group as a social phenomenon, past or present.

The article, devoted to the analysis of transport and geographical locations, describes possible strategies for the development of tourism in the Arkhangelsk Oblast. The main goal of the research was the development of logistic schemes of the transportation of tourists from the places of formation of tourist flows to the Arkhangelsk Oblast. The methodological basis of the article is to determine the economic dis- tances between potential tourist distribution centers and their places of interest in the area. Moscow, St. Petersburg, and Arkhangelsk were considered as the main towns of departure. Kargopol, Solvychegodsk, Kholmogory and Lomonosovo, Solovki, Kenozersky National Park, and Pinega caves are regarded as the main sites of tourist interest in the Arkhangelsk Oblast. It was determined that Kargopol is the most acces- sible for tourists, and Kenozersky National Park is the most recognizable by tourists but the least accessible. The object of world cultural heritage, the Monastery of the Transfiguration of the Saviour on Solovki is the most accessible for tourists from the territory of Karelia. It is recommended to optimize the schedule and to synchronize the work of transport for tourists to improve the transport accessibility of recreational facili- ties in the area.

    PUBLIC OPINION MONITORING Public Opinion Monitoring of the State of the Russian Society As in the previous issues, we publish the results of the monitoring of public opinion concerning the state of the Russian society conducted by VolRC RAS in the Vologda Oblast 1. The following tables show the dynamics of a number of parameters of social well-being and socio- political moods of the region’s population based on the results of the last “wave” of monitoring (Febru- ary 2021), as well as for the period from December 2019 to February 2021 (last 6 polls). We compare the results of the surveys with the data for 2000 (the first year of V. Putin’s first presi- dential term), 2007 (the last year of V. Putin’s second presidential term, when the assessment of the President’s work was the highest), 2011 (the last year of Dmitry Medvedev’s presidency), and 2012 (the first year of V. Putin’s third presidential term). We also provide yearly dynamics of the data for 2018–2020. In December 2020 – February 2021, the level of approval of the work of the President of the Russian Federation did not change significantly. The share of positive assessments is 50–52%, negative – 31–33%, which is slightly lower than in February 2020 when the share of positive assessments of the President’s work was 45% (negative – 31%)2.
