Foto: MaryAnn Fargo Författare: MaryAnn Fargo Kontaktperson: Urban Gunnarsson 2 Förord Fladdermöss är en mytomspunnen djurgrupp som ofta associeras till allt från sagor och svart magi till hårdrock och vampyrer. Trots att en fjärdedel av Sveriges däggdjursarter är fladdermöss har informationen länge varit knapphändig, men kunskaperna om fladdermöss har ökat avsevärt under de senaste 20 åren. Detta beror till stor del på så kallade ultraljudsdetektorer, vilka omvandlar fladdermössens högfrekventa läten till för oss hörbara ljud. Fladdermöss är goda indikatorer på hur den biologiska mångfalden utvecklas i t.ex. jordbruks-, skogsbruk- och speciellt i kulturlandskapet eftersom sällsynta och hotade arter ofta finns i gamla hävdade marker och byar. Fladdermössen kan kopplas till miljömålsarbetet via flera miljömål t.ex. Ett rikt odlingslandskap, Myllrande våtmarker, Ett rikt växt- och djurliv, Levande skogar samt God bebyggd miljö. Syftet med inventeringarna i länet har varit att kartlägga vilka arter som finns, var de finns, samt att få kunskap om de värdefullaste områdena. Totalt har nio arter konstaterats i länet: nordisk fladdermus, mustaschfladdermus, brandts fladdermus, vattenfladdermus, långörad fladdermus, dvärgfladdermus, stor fladdermus, gråskimlig fladdermus och fransfladdermus. Fransfladdermusen är rödlistad som sårbar och Dalarnas län har ett särskilt ansvar att bevara arten. Inventeringarna, som ägt rum somrarna 2008, 2009 och 2010, har finansierats med medel från åtgärdsprogrammet för hotade arter. Inventeringarna har utförts av Sofia Gylje Blank och Henrick Blank från Noctula samt Alexander Eriksson och Emilie Nilsson från Ecocom. Lika oroande som IK Brages utgångsläge tedde sig våren 1955 lika betryggande ter det sig efter avverkad höstomgång i 1955-1956 års serie. Efter en segersvit som saknar motstycke i lagets historia leder Dalalaget division II Svealand med 20 poäng, 6 poäng före närmaste lag, IK City. IK Brages höstspel har endast medfört en förlorad match och det är nog inte att hänge sig åt någon överdriven optimism, att redan nu anse en plats säkrad för allsvenskt kval. Våromgången, den optimism vi hade anledning ge tillkänna i föregående årsberättelse, med anledning av IK Brages fina höstomgång i 1955-1956 års division II, visade sig välgrundad och Borlänge laget kunde utan att ha varit allt för allvarligt hotat hålla undan i tabellen och gå till allsvenskt kval. Spelordningen i kvalificeringsmatcherna fastställdes efter offentlig radiolottning, varvid IK Brage parades med segrarlaget i östra götalandsgruppen, IFK Malmö. Första matchen spelades på Domnarsvallen i Borlänge, där i runt tal 11 000 åskådare fick se skåningarna triumfera med matchens enda mål, till yttermera visso inspelat under tilläggsminut strax innan domarens pipa gick för full tid. Trots det snöpliga matchslutet – eller kanske tack vare – reste IK Brage till returmatchen med verklig segerglöd och drog sig inte för att på Idrottsparken i Malmö ta ledningen med 2-1. Bladet vände sig emellertid och när den anmärkningsvärt dramatiska matchen var till ända stod siffrorna 2-2, vilket innebar att rikets tredje stad med ett nödrop fått ett andra lag i högsta serien. Indikatoren leisten einen großen Beitrag zum Verständnis und zur breitenwirksamen Vermittelbarkeit von Nachhaltigkeit und fördern somit die Kenntnisse von Öffentlichkeit und Entscheidungsträgern zu diesem Thema. In der vorliegenden Diplomarbeit wurde ein Satz von 20 Indikatoren entwickelt, die nachhaltige Entwicklung in ländlichen Kommunen messen. Die Indikatoren basieren auf einem Indikatorensatz, der für zwei Gemeinden auf der Insel Lewis an der Westküste von Schottland entwickelt wurde. Dieser vorhandene Satz wurde auf die zwei schwedischen Kommunen, Gagnef und Vansbro in der Provinz Dalarna, ange- wendet, mit dem Ziel einen generell anwendbaren Satz für ländliche Kommunen zu entwickeln. Aus der zu Grunde liegenden Definition von Nachhaltigkeit wurden vier Dimensio- nen (Umwelt, Wirtschaft, Gesellschaft und soziale Gerechtigkeit) abgeleitet. Sie bilden den Rahmen für diese Arbeit und werden durch jeweils fünf Indikatoren abgebildet. Als Datenquellen für die Indikatoren wurden offizielle Statistiken genutzt. Procurement and Competition in Swedish Municipalities Rasmus Broms Carl Dahlström Mihaly Fazekas QoG Working Paper Series 2017:5 July 2017 ISSN 1653-8919 ABSTRACT This paper asks if low political competition is associated with manipulation of public procurement pro- cesses. Using unique Swedish municipal data from 2009 to 2015, it demonstrates that when one party dominates local politics, procurement quality decreases and corruption risks increase. Most striking is that the risk for getting only one bid on what is intended to be an open tender considerably increases with longstanding one-party-rule. Findings suggest that entrenched parties are able to exert favoritistic control over public procurement due to less well-functioning internal and external control mechanisms: bureau- cratic human capital decreases, municipal audits are more prone to be controlled by the ruling majority, and politicians are less susceptible to media pressure.
