In fact, the undercurrent of our discussion was centred on the di- versity and complexity of the globalised world in which the concurrence of very diverse actors, both public and private, requires much more proactive international relations, which due to their paradiplomatic and multilevel na- ture often overrun the traditional forms of state diplomacy and open a wide margin of action for sub-state entities with legislative power, and particularly those with their own distinguished identity. These issues led us to organise the international workshop called «Com- parative Foreign Policies of Sub-state entities» which was hosted by the Par- liament of Catalonia on 22 April 2009 with speeches made by different international experts on federalism and self-government: Mr. John Kincaid, director of the Robert. B. & Helen S. Meyner Center for the Study of State and Local Government, Lafayette College (USA); Prof. André Lecours, as- sociate professor in the Department of Political Science at Concordia Uni- versity (Quebec, Canada); Dr. David Criekemans, lecturer at the Department of Political Science at Antwerp University (Flanders, Belgium); Prof. Klaus- Jürgen Nagal, associate professor of Political Science and Administration at Pompeu Fabra University; Prof. Thomas Fleiner, Institute of Federalism, University of Fribourg (Switzerland); Prof. Charlie Jeffery, Professor of Pol- itics and International Relations in the School of Social and Political Sci- ence, Edinburgh University (Scotland, UK); Prof. Stéphane Paquin, associate professor at the School of Applied Politics at Sherbrooke Univer- sity (Canada), and the coordination of Mr. Ferran Requejo, professor of Po- litical Science at Pompeu Fabra University. Il s’est présenté à la chefferie du parti québécois en 2005. Les Québécois veulent du changement! Maintenant plus que jamais, il faut nous retrousser les manches pour offrir aux Québécois une autre façon de faire de la politique. Nous savons aussi que les politiciens en place, que ce soit Jean Charest ou Pauline Marois, n’écoutent plus la population. Les politiciens sont sourds et aveugles aux préoccupations quotidiennes des citoyens. Nous sentons que le Québec est fort ! Cette force, elle cherche à se libérer, à s’exprimer… Les Québécois ne redoutent plus le changement, mais ils l’attendent et ils l’appellent de tous leurs vœux! Cette force, cette volonté de changement, les Québécois l’ont clairement exprimé lors du scrutin fédéral du 2 mai dernier. Ils ont mis à la porte de vieux politiciens incrustés confortablement dans leurs sièges depuis plus de 20 ans. Des politiciens à la langue de bois capables de parler pour le Québec, mais incapables d’agir pour le Québec… Le 2 mai dernier, j’ai finalement voté NPD. Pourquoi? Lors du déclenchement de la campagne électorale, j’avais pourtant l’intention de voter pour le Bloc, et ce, malgré son discours timorée, ambigu, voire démissionnaire sur la question nationale. Après le passage de Gilles Duceppe au Congrès du Parti québécois et l’appui inconditionnel du chef bloquiste à l’approche suicidaire mise de l’avant par la direction péquiste, j’ai décidé de sanctionner le PQ.

Resum El present estudi examina com es tradueix el discurs fílmic, especialment els elements marcadors de la variació lingüística, al francès i al castellà, dues llengües pluricèntriques, és a dir, llengües que tenen més d’un centre normatiu. El fet que diverses nacions adoptin mesures per promoure la indústria nacional del doblatge, en general per motius econòmics i culturals, en ocasions porta a duplicar les varietats de doblatge. Per tant, una qüestió clau és saber com es comparen aquestes versions doblades i com aconsegueixen transmetre la variació lingüística i la oralitat prefabricada a través de les seves respectives traduccions. L’objectiu d’aquesta investigació consisteix a examinar quines són les principals diferències i similituds entre el discurs fílmic doblat de Quebec i de França (per al francés) i d’Espanya i Amèrica Llatina (per a l’espanyol), sobre la base d’un estudi de la pel·lícula Death Proof (2007) de Quentin Tarantino. The Québec society has become since the Second World War, and especially in the last thirty years, a more global society which simply means that Quebecers understand the importance to act not only locally but also globally. Québec governments have adopted several policies to respond to these challenges. This chapter is divided into three themes. The first theme focuses directly on the globalization debate, on its definition, on its consequences, on the transformation of the Quebec State and the international system. Clearly, globalization is redefining the political relations between Quebec, other nations, the federal government and also between the others communities within the Canadian state. The second theme looks over the issue of governance and upon the political and sociological fragmentation between Québec, as a nation, and the rest of Canada1. Globalization is expanding the set of actions of the sub-state governments and nationalist movements, such as the Parti Québécois, have in hands several means to ensure their survival as a nation.
