In line with DOTC’s aim of providing the people with a Convenient, LIGHT Affordable, Reliable, Efficient and Safe transport system, the RAIL Department is inviting qualified bidders to participate in the OPEN and DOTC TRANSPARENT bidding process for the procurement of the following Department of Transportation & Communications TRANSIT Ligtas, Maaasahan at Abot-Kaya! project: AUTHORITY P 2.396 B LRT LINE 2 EAST (MASINAG) EXTENSION PROJECT PACKAGE 1 – CONSTRUCTION OF VIADUCT The project is the Construction of Elevated Guideway/Viaduct for the extension of the existing LRT Line 2 System by 3.934 kilometers eastward from the existing Santolan Station along Marcos Highway, Pasig City, beginning from Station 23+181.041, and terminating at Station 27+090.041 at the intersection of Marcos Highway and Sumulong Highway at Masinag, Cainta, Rizal. Completion of works is required within five hundred forty (540) calendar days. The Department of Transportation and Communications (DOTC), has funds from the Government of the Philippines (GOP) through the FY 2014 General Appropriations Act (GAA) and intends to apply the sum of Two Billion Three Hundred Ninety Six Million Eight Hundred Fifty Thousand Pesos (PhP 2,396,850,000.00), being the Approved Budget for the Contract (ABC) for the construction of 3.934 kilometers elevated guideway, inclusive of all duties, taxes, and/or other charges. In order to sustain economic growth and development and to protect the environment in the region, there is a need to increase mobility through the provision of an integrated public transport system. This paper reviews the various sustainable development and management issues and policies impinging on the public transport system of Metro Manila. The paper also reviews and evaluates existing policy directions in relation to the development of an integrated public transport system for the metropolis. MMUTIS Final Report These improvement measures, however, will not fundamentally improve future traffic congestion. Hence, the MMUTIS proposes two new major access roads to Terminal 3. The first proposal will provide a new interchange from the Skyway to Sales Road. The interchange has to shift slightly from the exact location of the Nichols Interchange, but contained on Sales Road as an elevated structure. This facility will connect Terminal 3 directly with the Skyway, which serves SLE near Magallanes Interchange and Pasay Road or Buendia Avenue over the Magallanes Interchange. The second proposal is an underground tunnel from C-5 South Section to Andrews Avenue to go under the main runway. Although it needs very sensitive construction technologies, it is a technically possible alternative. This facility will directly connect Terminal 3 with C-5, which serves Roxas Boulevard southbound and C-5 northbound. The current plan, which terminates Line 3 at Taft/EDSA Station at-grade, would create serious traffic problem in the area and restrict the opportunity to serve the reclamation area. -

Esteban and Michael Lindfield 9.1 INTRODUCTION Metro Manila, the National Capital Region of the Philippines, is the seat of government and the most populous region of the Philippines. It covers an area of more than 636 square kilometres and is composed of the City of Manila and 16 other local government units (15 cities and one municipality) (). As the city has grown, the local government structure has led to a polycentric system of highly competitive cities in the metropolitan region. The impact of rapid urbanization on the city has been dramatic. Metro Manila is the centre of culture, tourism, Figure 9.1 Map of Metro Manila the economy, education and the government of the Philippines. Its most populous and largest city in terms of land area is Quezon City, with the centre of business and financial activities in Makati (Photo 9.1). Other commercial areas within the region include Ortigas Centre; Bonifacio Global City; Araneta Centre, Eastwood City and Triangle Park in Quezon City; the Bay City reclamation area; and Alabang in Muntinlupa. Among the 12 defined metropolitan areas in the Philippines, Metro Manila is the most populous.427 It is also the 11th most populous metropolitan area in the world.428 The 2010 census data from the Philippine National Statistics Office show Metro Manila having a population almost 11.85 million, which is equivalent to 13 percent of the population of the Philippines. 429 Metro Manila ranks as the most densely populated of the metropolitan areas in the Philippines. INTRODUCTION DOT-MRT3 is planning to increase the line capacity and train capacity of MRT3 by increasing the train configuration from 3-car train configuration to 4-car train configuration running at improved headway not more than 150 seconds during peak hours. With this objective, DOT-MRT3 created CAPEX projects for MRT3, LOT1 which is the procurement of 48 additional LRVs; LOT2 which is the upgrade of the ancillary systems; and LOT3 which is the Signaling System Upgrade. All modifications to improve the capacity of the existing MRT 3 System is purposely to serve more riding public with safe and reliable transport system. These projects are the support capacity improvement of LOT1; LOT2 covers the Power Supply System, Overhead Catenary System, Civil works and Track works and LOT3 covers the upgrade of the Signaling System. 2. MRT-3 SYSTEM DESCRIPTION A. General The MRT-3 System is the cornerstone of the Department of Transportation’s (DOT) integrated strategy to alleviate the traffic congestion along the EDSA corridor. Completed in July 2000, the MRT-3 is carrying a maximum of around 600, 000 passengers daily. The system is built by a private consortium, Metro Rail Transit, Corp. (MRTC), under the Build, Lease and Transfer Agreement with the for a period of 25 years.
