CONCLUSIONS 1.01 This mission proposes a comprehensive program approach under a tentative title, “Regional Development with the ICT Economic Corridor Approach in Mega Manila”, encompassing three components as below; • Component 1: Regional Development with ICT Economic Corridor in Mega Manila • Component 2: Development study for the upgrading of local government administration by ICT • Component 3: The Enterprise Data-Base and Reference System for Japanese Firms Skills Inventory These components are inter-woven with each other, and should be thus implemented with an overall coordination under a program approach concept. 2. INTRODUCTION Background 2.01 The Metro Manila area houses the national capital of the Republic of the Philippines (hereafter “RP”) and shelters approximately 10 million residents. The Government of RP recently emphasizes on decentralizing the economic functions from Metro Manila to the surrounding areas, including the Central Luzon Region and the CALABARSON (Cavite, Laguna, Batangus, Rizal and Queson provinces) area, denoted as a whole as the Mega Manila. The Mega Manila commands an area within approximately 100 km of radius from the National Capital Region (NCR), and accessible within 2 hours if effective road networks were provided. 2.02 It is thus envisioned that an overall master plan for regional development of the Mega Manila region needs to be formulated by promoting linkages of the existing urban centers within the region,

In order to sustain economic growth and development and to protect the environment in the region, there is a need to increase mobility through the provision of an integrated public transport system. This paper reviews the various sustainable development and management issues and policies impinging on the public transport system of Metro Manila. The paper also reviews and evaluates existing policy directions in relation to the development of an integrated public transport system for the metropolis. Esteban and Michael Lindfield 9.1 INTRODUCTION Metro Manila, the National Capital Region of the Philippines, is the seat of government and the most populous region of the Philippines. It covers an area of more than 636 square kilometres and is composed of the City of Manila and 16 other local government units (15 cities and one municipality) (). As the city has grown, the local government structure has led to a polycentric system of highly competitive cities in the metropolitan region. The impact of rapid urbanization on the city has been dramatic. Metro Manila is the centre of culture, tourism, Figure 9.1 Map of Metro Manila the economy, education and the government of the Philippines. Its most populous and largest city in terms of land area is Quezon City, with the centre of business and financial activities in Makati (Photo 9.1). Other commercial areas within the region include Ortigas Centre; Bonifacio Global City; Araneta Centre, Eastwood City and Triangle Park in Quezon City; the Bay City reclamation area; and Alabang in Muntinlupa. Among the 12 defined metropolitan areas in the Philippines, Metro Manila is the most populous.427 It is also the 11th most populous metropolitan area in the world.428 The 2010 census data from the Philippine National Statistics Office show Metro Manila having a population almost 11.85 million, which is equivalent to 13 percent of the population of the Philippines. 429 Metro Manila ranks as the most densely populated of the metropolitan areas in the Philippines.     Metro Manila Transport Project, Phase 1 TA Report 51117-002 Annex 3-1 TERMS OF REFERENCE FOR CONSULTANTS I. INTRODUCTION 1. Manila Traffic. The traffic conditions in Manila are deteriorating resulting in economic loses and social costs to all. The government has developed an overarching plan to improve the transport situation through both large infrastructure projects and system operations improvements. NEDA is preparing the Roadmap for Transport Infrastructure Development for Greater Capital Region with the help of the Government of Japan, which build on the previous five transport plans for the city. Key to the plan is the development of large infrastructure such as the Mega Metro Subway, commuter rail service, expressway connections and additional bridges across the rivers. The proposed loan is directly aligned with the Manila transport plans and will augment the major infrastructure proposals through support for system management and operations improvement, notably along the main transport corridor in the city. The assistance can address many of the challenges facing the city transport system and the flexibility to adapt to the changing circumstances and priorities of the government. 2. The Epifanio de los Santos Avenue (EDSA) is the major transport corridor in the National Capital Region (NCR). The corridor serves all main modes of transport and suffers severe congestion. The congestion is getting worse, resulting in economic loss, social and gender exclusion, and deteriorating air quality and road safety. Urgent action is required to improve EDSA and reduce the cost of transportation to allow continued and sustainable development of the city. 3. The economic engine of the Philippines.
