Benin's Maritime Security Challenges in the Gulf of Guinea
ISSUE 12 | MAY 2015 West Africa Report Benin’s maritime security challenges in the Gulf of Guinea Summary Benin is confronted with various maritime threats. This includes piracy, which reached a worrying level in 2011. However, the country is now taking steps to preserve its maritime industry; particularly the port of Cotonou, on which the national economy largely depends. The latest initiative is the adoption of a new strategy, which is aimed at improving the coordination of state action at sea. However, the effective implementation of this strategy is a key challenge. Introduction DESPITE A SHORT coastline of 121 km, Benin has a relatively large maritime area that is equivalent to 40% of its land surface. Like many littoral West African countries, Benin derives most of its revenue from its maritime sector, which constitutes more than half of its gross domestic product (GDP).1 This important asset, after having suffered indirectly from the negative impacts of the initially localised piracy along the Nigerian coastline, was then targeted by pirates, armed robbers and illegal fishing vessels. The attacks in Benin’s waters reached alarming levels in 2011 and 2012, when the country recorded 21 cases of piracy,2 making it a high-risk maritime country. As a result of these attacks, as well as those perpetrated in the same period in the maritime areas of Togo, Cameroon, Côte d’Ivoire and, on a much larger scale, Nigeria, the United Nations (UN) Security Council passed resolutions 2018 (2011) and 2039 (2012) to support the countries bordering the Gulf of Guinea.3 Internationally, these resolutions showed awareness of the extent of maritime insecurity in the region. -

Although France was not officially part of NATO’s command structure, there was an understanding, formalised by regular joint exercises in West Germany, that France would go to the aid of NATO, should the Warsaw Pact 1er Armée Française (abf) attack. To that end, the Headquarters and two divisions of II (Fr) Corps were permanently stationed in West Germany, with the wartime mission of supporting NATO’s US-led Central Army Group (CENTAG). III (Fr) Corps, based in western France, had I (Fr) Corps (a) the wartime mission of supporting the British-led NORTHAG. I (Fr) Corps, with one division permanently stationed in West Germany, was 1st French Army’s reserve and counter- penetration formation. II (Fr) Corps (a) (b) There is some suggestion that 1st French Army might have become a new SOUTHAG in wartime; controlling operations in the Austrian and Czech border regions. Allied formations would III (Fr) Corps (a) also possibly have been assigned – most likely the West German II (Ge) Corps, which conducted a major exercise in Bavaria under command of 1st French Army in 1987. ARMY ASSETS (c) FAR was formed in 1984 as a corps-sized formation formed BG CWFR-09 from the French Army’s most mobile formations, many of them Forces Françaises à Berlin seaborne, airborne or air-mobile. -

10609-04 Auger 2/6/04 10:35 AM Page 47 MARTIN F. AUGER ‘A Tempest in a Teapot’: Canadian Military Planning and the St. Pierre and Miquelon Affair, 1940-1942 THE SMALL FRENCH COLONY OF ST. PIERRE AND MIQUELON, located some 32 kilometers off the south shore of Newfoundland, was a source of great concern for the Canadian government during the Second World War.1 When Nazi Germany defeated France in June 1940, the fate of the French Empire became uncertain. Canada and other Allied countries feared that French colonies might be used by the Germans to conduct military operations against them. The proximity of St. Pierre and Miquelon to Canada and the British colony of Newfoundland constituted a major threat. Negotiations immediately ensued between the American, British and Canadian governments as to the future of France’s territories in the Western Hemisphere. The main argument was whether or not the French islands needed to be occupied by Allied military forces. The issue, however, was solved in December 1941 when the Free French movement of General Charles de Gaulle sent a small naval task force to rally the archipelago to the Allied cause. Most historians who have analyzed the St. Pierre and Miquelon affair of 1940 to 1942 have focused upon the Free French takeover. Although some historians have studied Canada’s role in the affair from a diplomatic perspective, none have provided an in-depth analysis of Canadian military planning during this crisis.2 It is now clear that Canada undertook significant planning to launch an invasion. An understanding of the details of Canada’s invasion plan and the ultimate decision to postpone military action illuminates the changing structure of Canada’s relations with Great Britiain and the United States. -

Info about the Campaign After Napoleon had won many great victories on land in Europe, and crushed every country in battle. France was the dominating power in Europe on land and the English were masters of the sea. Behind their wooden wall of ships, they were relatively safe from any invasion force. Napoleon wanted to change this and invade England. In March 1802 a peace treaty was signed between France and England in Amiens, France. But both countries were irritated and angry with each other’s actions in the aftermath of the peace treaty, and it was an uneasy peace. And after some diplomatic quarrels England declared war on France again in May 1803. After war broke out again, Napoleon started preparation for invasion of England – but to have success, he needed to take out the English fleet that protected the English Channel. From 1803 to 1805 a new army of 150 000-200,000 men, known as the Armée des côtes de l'Océan (Army of the Ocean Coasts) or the Armée d'Angleterre (Army of England), was gathered and trained at camps at Boulogne, Bruges and Montreuil. A large "National Flotilla" of invasion barges was built in Channel ports along the coasts of France and the Netherlands. A fleet of nearly 2000 craft. At the same time he made plans with the Spanish to assemble a large fleet, which was strong enough to challenge the English Navy, and make it possible for Napoleon to invade England. -

Book Reviews / Bustan: The Middle East Book Review () – James Barr, A Line in the Sand: The Anglo-French Struggle for the Middle East, – (New York and London: W.W. Norton & Company, ), pp. ISBN ---- ALineintheSand, which looks at the overt and covert Anglo-French struggle in the Middle East from the Sykes-Picot Agreement in to the war in Palestine, is worth reading because of its subject and the archival sources it utilizes. In the prologue to his book, James Barr, a journalist by profession, dramatically describes how in the summer of , his eyes “bulged” when he came across a report from early , written by an MI security officer. The officer, recently returned from the Middle East, alleged that the French authorities in the Levant were arming and financing “Jewish terrorists” fighting against British forces in Palestine. That information had been given to him by an MI officer who in turn claimed that it came from a “Top Secret” source. Barr concludes that “while the British were fighting and dying alongside the Americans to liberate France, their supposed allies the French were secretly backing Jewish efforts to kill British soldiers and officials in Palestine.” The history of the rivalry between France and Britain for dominance in the region is well known. Barr offers a long catalogue of imperial feuding, machinations, intrigues and back-stabbing by two ostensibly allied powers. He lays the blame evenly on France and Britain, but it would have been more accurate to study those relations as three decades of Britain’s persistent efforts to renege on the commitments it made to France in the Sykes-Picot Agreement. -

The history of naval operations in the First World War urgently requires re- examination. With the fast approaching centenary, it will be important that the story of the war at sea be recognised as profoundly significant for the course and outcome of the conflict. There is a risk that popular fascination for the bloody campaign on the Western Front will conceal the reality that the Great War was also a maritime and global conflict. We understand less of 1914-1918 at sea than we do of the war on land. Ironically, we also understand less about the period than we do for the naval wars of 1793-1815. Research over the last few decades has completely revised our understanding of many aspects of naval operations. That work needs to be synthesized and applied to the conduct of the naval war as a whole. There are important parallels with the present day for modern maritime strategy and operations in the challenges that navies faced in exercising sea power effectively within a globalised world. Gaining a much better understanding of the issues of 1914-1918 may help cast light on some of the complex problems that navies must now master. James Goldrick is a Rear Admiral in the Royal Australian Navy and currently serving as Commander of the Australian Defence College. -
