1 ii i MOT AU LECTEUR La documentation des crimes en cours au Burundi n’est pas une chose facile. Et pour cause, les défenseurs des droits humains qui se sont donné la mission d’exposer les crimes commis par le régime font face à bien des obstacles. A part que les associations qui servent de cadre d’intervention ont été interdites de fonctionner sur le territoire burundais, les moniteurs des droits humains sont obligés de se cacher, tandis que leurs relais ont été contraints à l’exile. La question de moyens se pose avec acuité et la collaboration avec les autorités administratives, policières, judiciaires, militaires et politiques est également compliquée. Cependant, certaines autorités, conscientes des enjeux qui entourent la crise burundaise, brisent le silence et révèlent des informations aux moniteurs qui les traitent et en rapportent, sous la supervision d’une équipe dynamique et expérimentée qui opère depuis l’étranger, en raison de la persécution dont ses membres ont fait l’objet. Créé en 2002 au lendemain de la signature de l’Accord d’Arusha pour la paix et la réconciliation, le FORSC a marqué les deux dernières décennies par un travail remarquable de défense des droits humains, des valeurs démocratiques, la bonne gouvernance et la lutte contre l’impunité. D’aucuns savent le rôle joué par cette organisation dans le plaidoyer pour la mise en place des mécanismes de justice transitionnelle, une mission qui a carrément échoué en raison de la volonté du régime à privatiser le processus à son profit. Lors que le parti CNDD-FDD cherche à changer la Constitution de 2005, le FORSC a vaillamment joué son rôle de veille et a mobilisé ses organisations sœurs, des burundais de tous les domaines de la vie nationale, la diaspora et la communauté internationale pour dire non à la destruction des piliers sur lesquels reposaient la stabilité du pays à savoir la constitution du Burundi et l’accord d’Arusha pour la paix et la réconciliation. -

120228 BURUNDI Accès à l’eau et à l’assainissement dans la commune de Gishubi Code : PI 120228 Thématique : Besoins essentiels – Eau Accès à l’eau et à l’assainissement à Gishubi Le programme triennal préparé par la Caritas locale à Gishubi, une commune au centre du pays, prévoit l’aménagement de 63 sources, d’un réseau d’adduction d’eau, la construction de réservoirs d’eau pluviale et de latrines dans 2 écoles, de 285 latrines familiales, et la formation des popula- tions à l’hygiène et à la bonne gestion des équipements. Le pays et son contexte Situé au cœur de la région des Grands Lacs entre le Rwanda, la Tanzanie et la République Démocratique du Congo, le Burundi est un petit pays enclavé de 10 millions d’habitants dont 57 % ont moins de 20 ans.
