Lake Constance

International Comission for water protection of lake constance IGKB –Mandate:

• Protection of the Lake Constance ecosystem • Observation of the state of the lake • Investigation of the causes of its pollution • Recommendation of coordinated preventive measures • Discussion of planned utilization of the lake

The riparian countries have to consider carefully the protection measures that are recommended by the commission. These measures should be carried out according to their national laws

Thomas Blank, Unit for water management

16 Lake Constance

IGKB: -Phosphorkonzentration im See (mg/m³) -Phosphorfracht in den See (t/a) Main goal is reached: Reduction of P 80 1983 > 80 mg/m³ P-Gehalt since 2007: 8 mg/m³ Zuflüsse 60 1.341 t/a 1.108 t/a Present Task: Secure good status of water quality, 40 620 t/a Structure of ,

Thomas Blank, Unit for water management

Lake Constance

Lessons learned –good experience:

All countries agreed in 1959 to the goal: improvement of water quality!

Common agreement on technical guidelines for wastewater treatment

Common political will to do the high investment -25 years without success!

Wastewater Treatment and investment in the beginning without any national law – even in the whole catchment area!

National transposition of all decisions of the comission!

All countries speak the same language and have the same economic interests (tourism, recreation for inhabitants, water supply)!

Good personal contact of the experts because of periodical meetings (5/year)

Thomas Blank, Unit for water management

17 Lake Constance

Lessons learned –critical discussions:

Different transposition of technical guidelines: national law or only national guideline

Different speed of transposition of measures: canalisation and wastewater treatment

In the 1990s discussion about emission-requirements for wastewater treatment: Phosphorus: 3 or 5 mg/m³

After reaching the P-goal discussion about the need of the comission

Permanent discussions with fishermen since 1995: „The lake ist too clean!“

Result of international cooperation before WFD

Good international organisations, good experience in whole catchment area

Good monitoring data and international information about data

Good water quality in (almost all) rivers and Lake Constance

Protection of all waters (ground water and surface water) in the whole catchment area because of national law

Ecology of surface waters ist an important theme in main international commissions (IGKB, IRKA)

What ist new for us?

… a lot of work for administration!

Goal of „good status“ with specific requirements for good chemical and ecological satus.

Definition of date for reaching the goal (2015 –2021 –2027).

Reporting requirements.

New qualitiy of international coordination (monitoring, measures).

è Same requirements in whole europe!
