• Protection of the Lake Constance ecosystem • Observation of the state of the lake • Investigation of the causes of its pollution • Recommendation of coordinated preventive measures • Discussion of planned utilization of the lake
The riparian countries have to consider carefully the protection measures that are recommended by the commission. These measures should be carried out according to their national laws

Lessons learned –good experience:
All countries agreed in 1959 to the goal: improvement of water quality!
Common agreement on technical guidelines for wastewater treatment
Common political will to do the high investment -25 years without success!
Wastewater Treatment and investment in the beginning without any national law – even in the whole catchment area!
National transposition of all decisions of the comission!
All countries speak the same language and have the same economic interests (tourism, recreation for inhabitants, water supply)!
Good personal contact of the experts because of periodical meetings (5/year)

Lessons learned –critical discussions:
Different transposition of technical guidelines: national law or only national guideline
Different speed of transposition of measures: canalisation and wastewater treatment
In the 1990s discussion about emission-requirements for wastewater treatment: Phosphorus: 3 or 5 mg/m³
After reaching the P-goal discussion about the need of the comission
Permanent discussions with fishermen since 1995: „The lake ist too clean!“
