Desde entonces la Comision ha porfiado por mantener y extender el imperio de la ley y. movilizar la opinion juridica mundial cuando se ha producido una violation sistematica y general de los principios representados por el imperio de la ley. Por ejemplo, ha expresado su resuelta oposicion contra las violaciones del imperio de la ley y de los derechos humanos en el Africa del Sur, Espana y Portugal. Merecen especial mention los esfuerzos desple- gados por la Comision en 1957 con respecto a la tragedia de Hungrla.1 En vista de lo ocurrido recientemente en el Tibet, la Comision consi- dera su deber presentar a la opinion juridica mundial su Informe preliminar sobre « la cuestion del Tibet y el imperio de la ley ». La Comision Internacional de Juristas es una organizaci6n no gubernamental y apolitica. Es una asociacion privada mundial, formada por jueces, abogados y profesores de derecho a la que prestan su apoyo unos treinta mil juristas de mas de cincuenta paises. En varios de ellos, los simpatizantes estan organizados en agrupa- ciones y secciones nacionales. A pesar de las diferencias de opinion que les separan en las esferas poli'tica, economica y social, estos juristas integran una comunidad espiritual basada sobre creencias e ideales analogos. Coinciden en los principios basicos de libertad y justicia bajo la ley y en las reglas comunes que debieran servir al hombre como normas de conducta 1 V6anse los tres mformes sobre Hungria publicados por la Comisi6n: La situation en Hungria y la regia de derecho, El persistente desafio de la situacidn hungara al Estado de Derecho, y La justicia en la Hungria de hoy. I en sus relaciones con el projimo. A su juicio, el concepto del imperio de la ley reviste tanta importancia en los ordenamientos juridicos intemos como en las relaciones internacionales : el imperio de la ley debiera prevalecer en ambos casos. La Comision, que tiene el caracter de entidad consultiva del Consejo Economico y Social de las Naciones Unidas, organizo un Congreso Internacional de Juristas en enero de 1959, en Nueva Delhi. Tomaron parte en el jurisconsultos y abogados de cincuenta y tres pafses; la mayoria de los congresistas procedi'a de Asia y de Africa. El Congreso se esforzo por definir y aclarar el concepto del imperio de la ley y todas sus aplicaciones practicas en los terrenos institucional, procesal y doctrinal2. Los distinguidos hombres de leyes congregados, entre los que habia una importante selection de jurisperitos asiaticos, aprobaron por unanimidad una serie de conclu- siones relativas a las instituciones, procedimientos y principios. Como se deduce de lo antedicho, la Comision persigue un doble proposito : proteger y fortalecer el imperio de la ley y movilizar la opinion juridica mundial cuando se viole de manera sistematica y general el imperio de la ley. La segunda tarea exige mantenerse cons- tantemente en guardia. Se comprende pues el gran interes sentido por la Comision, como muchas personas y organizaciones en todo el mundo, cuando en marzo del ano actual se desarrollo en el Tibet una secuencia de dramaticos acontecimientos. En vista de la gravedad de la situation, la Comision estim6 que le incumbia la responsabilidad y el deber de investigar la cuestion. Asf lo ha hecho. Este Informe tiene por objeto someter a la opinion piiblica y a los gobiernos los resultados de la encuesta preliminar. De conformidad con su procedimiento habitual, la Comision llevo a cabo, con vistas a establecer los hechos, un estudio cuidadoso y objetivo

SMITH 1 TIBET UNDER CHINESE COMMUNIST RULE A Compilation of Refugee Statements 1958-1975 Tibet Under Chinese Communist Rule is a collection of twenty-seven Tibetan refugee statements published by the Information and Publicity Office of His Holiness the Dalai Lama in 1976. At that time Tibet was closed to the outside world and Chinese propaganda was mostly unchallenged in portraying Tibet as having abolished the former system of feudal serfdom and having achieved democratic reforms and socialist transformation as well as self-rule within the Tibet Autonomous Region. Tibetans were portrayed as happy with the results of their liberation by the Chinese Communist Party and satisfied with their lives under Chinese rule. The contrary accounts of the few Tibetan refugees who managed to escape at that time were generally dismissed as most likely exaggerated due to an assumed bias and their extreme contrast with the version of reality presented by the Chinese and their Tibetan spokespersons. The publication of these very credible Tibetan refugee statements challenged the Chinese version of reality within Tibet and began the shift in international opinion away from the claims of Chinese propaganda and toward the facts as revealed by Tibetan eyewitnesses. As such, the publication of this collection of refugee accounts was an important event in the history of Tibetan exile politics and the international perception of the Tibet issue. Normalized Difference Vegetation Index (NDVI) is an important index for investigating the change of vegetation cover, which is widely used as the representation value of vegetation cover. In this study, the NDVI is adopted to explore the vegetation condition in the Yarlung Zangbo River Basin during the recent 17 years, and the relationship between NDVI and meteorological variables has also been discussed. The results show that the annual maximum value of NDVI usually appears from July to September, in which August occupies a large proportion. The minimum value of NDVI appears from January to March, in which February takes up most of the percentage. The higher values of NDVI are generally located in the lower elevation area.

Dezember 2015 1 Einleitung Die Schweizerische Flüchtlingshilfe hat verschiedene Fragen zur aktuellen Situation, zum Alltag und der Lebenswelt der lokalen Bevölkerung in Tibet erhalten. Diese Auskunft behandelt Fragen zu den unterschiedlichen Namen geographischer Orte, den administrativen Einheiten Tibets sowie den Kenntnissen der lokalen Bevölke- rung dazu. Diese Auskunft basiert auf Expertenauskünften 1 und auf eigenen Recher- chen. 2 Schwierigkeiten bezüglich allgemeingültiger Aussagen Generalisierungen nicht möglich. Nach Angaben verschiedener Expertinnen und Experten zu Tibet können Angaben zu diversen Fragen des Alltags der ti betischen Bevölkerung meist nicht in generalisierender Form gemacht werden. Nach der am 31. März 2015 gemachten Einschätzung von Geoff Barstow 2 von der Otterbein Uni- versität in Westerville USA, kann sich die Situation in den verschiedenen Gebieten sehr stark unterscheiden.3 Die Beantwortung von Fragen zum Alltag sowie der ver- schiedenen Aspekte des Lebens der Tibeterinnen und Tibeter innerhalb des Auto- nomen Gebiets Tibet (AGT) sowie in den Gebieten ausserhalb des AGT ist deshalb äusserst komplex. Diese Angaben machte eine Kontaktperson 4 mit Expertenwissen zu Ost-Tibet am 28. April 2015 aufgrund der vielfältigen regionalen Unterschiede sowie den Unterschieden zwischen den ländlichen und urbanen Gebieten. Eine Ge- neralisierung und Übertragung einzelner Erkenntnisse, die für eine spezifische Re- gion gelten, auf andere Regionen und Provinzen im Autonomen Gebiet Tibet sowie auf die ausserhalb liegenden tibetischen Gebiete, ist laut der Kontaktperson nicht möglich.5 Anne Carolyn Klein, Professorin vom Department of Religion der Rice Uni- versity in Virginia betont in einer Publikation aus dem Jahr 2008 ebenfalls, dass die grosse Vielfalt in Tibet es unmöglich macht, Generalisierungen zu ganz Tibet zu 1 Entsprechend den COI-Standards verwendet die SFH öffentlich zugängliche Quellen.

    TIBET INSIGHT April 1-15, 2021 1 News in/from Tibet Autonomous Region (TAR) Shigatse transfers 240,000 farmers and herdsmen for employment generation March 26, 2021 The Human Resource and Social Security Bureau of Shigatse reported that 240,000 farmers and herdsmen were transferred within and outside of Shigatse through the mediation of 31 labour dispatch organizations, 1662 labour cooperatives, 1547 village labour brokers, 125- county level and 38 Municipal and 9 District level transfer bases. After completion of “vocational skill training” at the Skill Service Centre based in Shigatse, trainees comprising farmers and herdsmen are transferred to different cities in the Tibet Autonomous Region (TAR). “Skill training” includes breeding, forest resource and waste picking, planting, woodwork and cooking in addition to tailoring skills to the needs of new and emerging industries. Under the auspices of the TAR Party Committee, Shigatse plans to build 30 more employment bases in Shigatse alone by 2021 and generate “employment” to 10,000 more farmers and herdsmen. Law EnforCement Team of TAR People’s Congress ConduCts inspeCtions in Shigatse and Lhoka March 10, 2021 Coinciding with the 62nd anniversary of the Tibetan National Uprising Day, the Law Enforcement Team of TAR People’s Congress conducted several inspections in Shigatse (Ch: Xigaze) and Lhoka (Ch: Shannan. Led by the Deputy Secretary of TAR People’s Government and Deputy Director of the Standing Committee of TAR People’s Congress, Doto (Tibetan), the inspections were carried out in villages, counties and cities in Shigatse and Lhoka. One purpose of the inspections was to oversee the progress of ethnic unity under the theme “Regulations on the Establishment of Ethnic Unity in TAR” and how the regulation is being implemented by the Local Enforcement Committees.

    JUUE-ANN CLYMA & ROGER PAYNE Chomolhari - One Perfect Day he magnificent Chomolhari (7326m) was first climbed in 1937 by Freddy TSpencer Chapman and Sherpa Pasang Dawa Lama. Chapman's team of five set off from Gangtok in Sikkim and in seven days walked to Phari on the plains of Tibet from where they carried out a reconnaissance of the south ridge. They found that the glacier and icefall that led to the ridge was impassable, so spent another four days making a detour into Bhutan and then continued on directly to make an alpine-style ascent of the mountain in just seven more days. The line of ascent started on the broad south-east spur and for the last few hundred metres merged with the exposed upper part of the south ridge. Chomolhari received its second ascent in 1970 by a joint Bhutan-Indian military expedition led by Col 'Bull' Kumar. This team started in Bhutan and followed Chapman's route. The third ascent was in 1996 by a joint Japan-China expedition. This team climbed Chapman's impassable icefall to a col and then followed the south ridge to join the original route below the sharp crest of the summit ridge. The lack of activity on this notable summit is due to access restrictions on the Bhutanese side and the difficulty of access into Yadong County on the Tibetan side. We first sought permission for an expedition to the north-west ridge of Chomolhari in 2002. After discussions with the Chinese Mountaineering Association, we got the necessary endorsement letter in 2003.
