The issues of identity of the population of Afghanistan, which is viewed as a complex self- developing system with the dissipative structure are studied in the article. The factors influencing the development of the structure of the identity of the society of Afghanistan, including natural and geographical environment, social structure of the society, political factors, as well as the features of the historically established economic and cultural types of the population of Afghanistan, i.e. the Pashtuns and Tajiks are described. The author of the article compares the mental characteristics of the bearers of agriculture and the culture of pastoralists and nomads on the basis of description of cultivated values and behavior stereotypes. The study of the factors that influence the formation of the identity of the Afghan society made it possible to justify the argument about the prevalence of local forms of identity within the Afghan society. It is shown that the prevalence of local forms of identity results in the political instability. Besides, it constrains the process of development of national identity and articulation of national idea which may ensure the society consolidation. The relevance of such studies lies in the fact that today one of the threats of Afghanistan is the separatist sentiments coming from the ethnic political elites, which, in turn, negatively affects the entire political situation in the region and can lead to the implementation of centrifugal scenarios in the Central Asian states. -

1 Draft, Please Do Not Copy without Explicit Permission from Author The Question of Afghanistan and its Impact on U.S. Relations with Pakistan: The Need for Pragmatic Engagement Abstract: Relations between the U.S. and Pakistan have always been cyclical, oscillating from collaboration and friendship to noncooperation and enmity. A core reason for this is a failure by consecutive American administration to understand the nature of the Pakistani political system, in which social groups are central. Accordingly, U.S. policymakers have expectations and make demands that often manifest through the rubric of democracy promotion. The paper identifies two key obstacles to democracy promotion in Pakistan: ungoverned territories and social identity groups. The section examines these elements in respect to Afghanistan. The reason for that is because the second section expands the argument by shifting attention to U.S. policymakers who appear to have place Afghanistan at the heart of U.S. engagement in South Asia. In doing so, it is argue that as long as Afghanistan remains key to U.S. national security concerns, American interaction with Pakistan remains limited because the relations are not about the U.S. and Pakistan per se, but rather on how Pakistan can help the U.S. meet its national security interests in Afghanistan. Students of history and politics quickly learn that nothing is certain nor absolute, as even definite and incontrovertible evidence may obscure deeper complexities that define inter-state relations, as far too often, common interests trump values. This may explain why foreign policy analysis tends to be grounded in case studies, and less in theoretical scrutiny. -

Toynbee )1 Introduction No region of the British Empire afforded more grandeur, influence, power, status and prestige then India. The British prominence in India was unique and incomparable. For this very reason the security and safety of India became the prime objective of British Imperial foreign policy in India. India was the symbol of appealing, thriving, profitable and advantageous British Imperial greatness. Closely interlinked with the question of the imperial defence of India was the tribal belt2 or tribal areas in the North-West Frontier region inhabitant by Pashtun ethnic groups. The area was defined topographically as a strategic zone of defence, which had substantial geo-political and geo-strategic significance for the British rule in India. Tribal areas posed a complicated and multifaceted defence problem for the British in India during the nineteenth and twentieth centuries. Peace, stability and effective control in this sensitive area was vital and indispensable for the security and defence of India. ORF ISSUE BRIEF NOVEMBER 2014 ISSUE BRIEF # 82 Post-Election Challenges for the New Government in Kabul Aryaman Bhatnagar Introduction ith a new President—Ashraf Ghani—finally in place in Kabul, attention can shift from the protracted electoral process to the challenges likely to confront the new government. WThe ability of this government to deal with various political and security challenges will depend to a large extent on how it manages its relations with a variety of stakeholders. Reviving the peace process with the Taliban is likely to be among the top priorities of the new government. The need for a political settlement with the insurgents has become all the more important given the impending drawdown of foreign forces from the region by the end of 2014 and persisting doubts about the capability of the Afghan National Security Forces (ANSF). The military drawdown, likely to be accompanied by a similar waning of interest and financial commitment, also makes it imperative for the new leaders in Kabul to persuade regional countries like India, Iran and China to increase their engagement with Afghanistan. Among the neighbours, dealing with Pakistan and its policy towards Afghanistan is likely to be a formidable challenge for the new government. While all these problems confronted the previous regime in Kabul as well, President Ghani could face a possible new threat from within the government itself. As difficult as the other challenges may be, keeping the government together and maintaining a good working relationship between the President and the Chief Executive will likely prove to be an extremely onerous task. -

Old Habits, New Consequences Old Habits, New Khalid Homayun Consequences Nadiri Pakistan’s Posture toward Afghanistan since 2001 Since the terrorist at- tacks of September 11, 2001, Pakistan has pursued a seemingly incongruous course of action in Afghanistan. It has participated in the U.S. and interna- tional intervention in Afghanistan both by allying itself with the military cam- paign against the Afghan Taliban and al-Qaida and by serving as the primary transit route for international military forces and matériel into Afghanistan.1 At the same time, the Pakistani security establishment has permitted much of the Afghan Taliban’s political leadership and many of its military command- ers to visit or reside in Pakistani urban centers. Why has Pakistan adopted this posture of Afghan Taliban accommodation despite its nominal participa- tion in the Afghanistan intervention and its public commitment to peace and stability in Afghanistan?2 This incongruence is all the more puzzling in light of the expansion of insurgent violence directed against Islamabad by the Tehrik-e-Taliban Pakistan (TTP), a coalition of militant organizations that are independent of the Afghan Taliban but that nonetheless possess social and po- litical links with Afghan cadres of the Taliban movement. With violence against Pakistan growing increasingly indiscriminate and costly, it remains un- clear why Islamabad has opted to accommodate the Afghan Taliban through- out the post-2001 period. Despite a considerable body of academic and journalistic literature on Pakistan’s relationship with Afghanistan since 2001, the subject of Pakistani accommodation of the Afghan Taliban remains largely unaddressed.
