Nelson, SOAS, University of London SUMMARY: Mainstream Islamist parties in Pakistan such as the Jama’at-e Islami and the Jamiat-e-Ulema-e-Islam have demonstrated a tendency to combine the gradualism of Brotherhood-style electoral politics with dawa (missionary) activities and, at times, support for proxy militancy. As a result, Pakistani Islamists wield significant ideological influence in Pakistan, even as their electoral success remains limited. About this Series: The Rethinking Political Islam series is an innovative effort to understand how the developments following the Arab uprisings have shaped—and in some cases altered—the strategies, agendas, and self-conceptions of Islamist movements throughout the Muslim world. The project engages scholars of political Islam through in-depth research and dialogue to provide a systematic, cross-country comparison of the trajectory of political Islam in 12 key countries: Egypt, Tunisia, Morocco, Kuwait, Saudi Arabia, Yemen, Syria, Jordan, Libya, Pakistan, as well as Malaysia and Indonesia. This is accomplished through three stages: A working paper for each country, produced by an author who has conducted on-the-ground research and engaged with the relevant Islamist actors. A reaction essay in which authors reflect on and respond to the other country cases. A final draft incorporating the insights gleaned from the months of dialogue and discussion. 1 Draft, Please Do Not Copy without Explicit Permission from Author The Question of Afghanistan and its Impact on U.S. Relations with Pakistan: The Need for Pragmatic Engagement Abstract: Relations between the U.S. and Pakistan have always been cyclical, oscillating from collaboration and friendship to noncooperation and enmity. A core reason for this is a failure by consecutive American administration to understand the nature of the Pakistani political system, in which social groups are central. Accordingly, U.S. policymakers have expectations and make demands that often manifest through the rubric of democracy promotion. The paper identifies two key obstacles to democracy promotion in Pakistan: ungoverned territories and social identity groups. The section examines these elements in respect to Afghanistan. The reason for that is because the second section expands the argument by shifting attention to U.S. policymakers who appear to have place Afghanistan at the heart of U.S. engagement in South Asia. In doing so, it is argue that as long as Afghanistan remains key to U.S. national security concerns, American interaction with Pakistan remains limited because the relations are not about the U.S. and Pakistan per se, but rather on how Pakistan can help the U.S. meet its national security interests in Afghanistan. Students of history and politics quickly learn that nothing is certain nor absolute, as even definite and incontrovertible evidence may obscure deeper complexities that define inter-state relations, as far too often, common interests trump values. This may explain why foreign policy analysis tends to be grounded in case studies, and less in theoretical scrutiny. -

The Afghanistan-Pakistan Wars, 2008–2009: Micro-geographies, Conflict Diffusion, and Clusters of Violence John O’Loughlin, Frank D. W. Witmer, and Andrew M. Linke1 Abstract: A team of political geographers analyzes over 5,000 violent events collected from media reports for the Afghanistan and Pakistan conflicts during 2008 and 2009. The violent events are geocoded to precise locations and the authors employ an exploratory spatial data analysis approach to examine the recent dynamics of the wars. By mapping the violence and examining its temporal dimensions, the authors explain its diffusion from traditional foci along the border between the two countries. While violence is still overwhelmingly concentrated in the Pashtun regions in both countries, recent policy shifts by the American and Pakistani gov- ernments in the conduct of the war are reflected in a sizeable increase in overall violence and its geographic spread to key cities. The authors identify and map the clusters (hotspots) of con- flict where the violence is significantly higher than expected and examine their shifts over the two-year period. Special attention is paid to the targeting strategy of drone missile strikes and the increase in their number and geographic extent by the Obama administration. April 30, 2015 Political Polarization and Religious Extremism in Bangladesh Prepared statement by Alyssa Ayres Senior Fellow for India, Pakistan, and South Asia Council on Foreign Relations Before the Committee on Foreign Affairs, Subcommittee on Asia and the Pacific United States House of Representatives 1st Session, 114th Congress Hearing on “Bangladesh’s Fracture: Political and Religious Extremism” Chairman Salmon, Ranking Member Sherman, and Members of the Subcommittee, Thank you very much for the invitation to appear before you on the critically important issue of political and religious extremism in Bangladesh. I am honored to be part of this distinguished panel, and am grateful that you have chosen to focus on this significant country, one that remains relatively under-studied. Bangladesh has been in the news for terrible reasons recently. On March 30 a young blogger, Washiqur Rahman, was hacked to death in Bangladesh's capital city, Dhaka. That attack came on the heels of a similar murder the month before: another blogger, an American citizen named Avijit Roy, was stabbed and hacked to death February 26 as he left the Dhaka book fair. Two years earlier, in 2013, a blogger named Ahmed Rajib Haider was attacked in Dhaka and hacked to death with machetes. All three were targeted by radical Islamists for holding atheist views and writing about them openly. As I have argued elsewhere, these assasinations have opened a new front between the values of a syncretic, secular, humanistic Bangladeshi culture against a rigid worldview incapable of allowing difference to coexist. These murders have been all the more troubling given Bangladesh’s comparative moderation and its well-known economic and development successes. -

Alexander Downer, Answer to Question on notice, 18 March 2003. 1. Citizenship is delivered in a brown paper bag at Australian ceremonies. You apply beforehand, and, if lucky, you are asked to attend a ceremony, where you are invited to take an oath (whether to God or otherwise), and witness the spectacle of having citizenship thrust upon you. ‘There has never been a better time to become an Australian citizen’ is marked on the package, which is signed by the Immigration Minister. Brown bags signify this entire process: we await the displays, the cameo aboriginal troupe intent on welcoming the naturalised citizen with a fire ceremony that misfires (or never fires), a lady with a speech impediment who deputises for the minister for Citizenship, and the various tiers of government expounding the virtues of civic responsibility. In short, the entire ceremony is a generous selfmocking; it is citizenship as comedy, a display of cultural symbols that are easily interchanged and shifted. The mocking of citizenship lies at the centre of Australia’s discourse on what it means to be an Australian citizen. It is parodic; it does not take itself seriously, which, some might argue, is its great strength.
