Area Assessment The area (about 1.6 ha) involves one “CDA” site mainly with two private industrial buildings, part of a private site occupying by temporary structures for storage use, and part of a private site left vacant (Plan E8). For the two industrial buildings on the site, one building is 2-storey high, 31 years old, in fair condition and predominantly for Warehouse/Storage use. Another building is 3-storey high, 44 years old, in fair condition and predominantly for Manufacturing/Workshop use. The overall vacancy rate of the two industrial buildings is 15.6%, which is relatively high than the territorial figure of 10.0% for all “CDA” areas and the average of 4.4% for the two areas in the Northwest New Territories. No subdivided unit was found in the concerned buildings. In terms of usage, Manufacturing/Workshop is the largest use, occupying about 53.3% of the GFA. Warehouse/Storage is the second largest use, taking up about 31.1% of the GFA. * Conversion factor from internal floor area to gross floor area is 1.3333. Ping Shan “CDA” Area 3 If taking into account all the 34 industrial buildings in the subject “CDA” area and the nearby San Hei Tsuen/Tong Yan San Tsuen and Ping Shan “I” areas together, the overall vacancy is about 2.5%. Warehouse/Storage becomes the largest use, occupying about 65.1% of the GFA, to be followed by Manufacturing/Workshop, taking up about 21.0% of the GFA. “Other Uses” account for 5.5% of the GFA. Office use occupies about 3.6% of the GFA only. In terms of employment, about 30 workers are estimated to be engaged in the occupied units of the industrial buildings in the area, including and about 15 workers (50.0%) in the manufacturing business and about 15 workers (50.0%) in the non-manufacturing business. The overall figure is very insignificant when compared to the total of 80,779 persons engaged (other than those in the civil service) in various business/industries in the Yuen Long identified by C&SD in June 2014. So far, the Board has not received any proposed MLP for the “CDA” site. The “CDA” site was rezoned from “R(E)1” by the Board in 2001 with an intention to encourage the phasing out of the existing industrial uses by redevelopment for residential use. It is considered that the comprehensive development on the site could allow for road widening of Ping Ha Road so as to address existing local traffic problem. Noting that findings/recommendations of the ongoing Hung Shui Kiu New Development Area Planning and Engineering Study (HSKNDA Study) may affect the planning circumstances of the subject site, the existing “CDA” zoning of the site should better be retained for the time being.     PalaeozoicRocks of the San Tin Group Classification and Distribution The sedimenmryrocks of this Palaeozoicbasin (the San Tin Group) occupy a northeasterly,curving, faulted, irregular belt at least 25 km long and up to a maximum of 4 km in width. This fault-bounded basinextends northwards into Shenzhenand Guangdong,and south throughTuen Mun. Bennett (1984c) outlined the basic structureof the areaas a narrow grabenbetween the CastlePeak and the Sung Kong granites,and noted the presenceof metasedimenmryrocks of the Repulse Bay Formation and the Lok Ma ChauFormation. The San Tin Group is divided into two formations; a lower, largely calcareousYuen Long Formation, and an upper, mostly arenaceous/argillaceousLok Ma ChauFormation (Langford et ai, 1989)(Figure5). Yuen Long Formation The Yuen Long Fonnation was named by Lee (1985) to distinguish the concealed marbles and limestonesof the Yuen Long area from the better known clastic rocks belonging to the establishedand exposed Lok Ma Chau Fonnation (Bennett, 1984b). The distinctive carbonate lithologies were originally recognised by Ha et al (1981), who suggested that they probably belonged to the CarboniferousPeriod. General supportfor a Carboniferousage was provided by the strike of the rocks which could be traced northeastwardsinto Shenzhen,where unpublished1:50 000 geologicalmapping of the Shenzhen,Special Economic Zone apparently showed similar lithologies classified as Lower Carboniferous(Visean) (Lai & Mui, 1985).
