It takes into account the network of entities that, under the leadership and oversight of ETA, have developed the political, economic, cultural, support and propaganda agenda of their terrorist project. The study focuses in particular on the periods 1993-2002 and 2003-2010, in order to observe the changes in the financing of terrorism after the outlawing of Batasuna , ETA's political wing. The results show the significant role of public subsidies in finance the terrorist network. It also proves that the outlawing of Batasuna caused a major change in that funding, especially due to the difficulty that since 2002, the ETA related organizations had to confront to obtain subsidies from the Basque Government and other public authorities. How Can a Modern History of the Basque Country Make Sense? on Nation, Identity, and Territories in the Making of Spain
HOW CAN A MODERN HISTORY OF THE BASQUE COUNTRY MAKE SENSE? ON NATION, IDENTITY, AND TERRITORIES IN THE MAKING OF SPAIN JOSE M. PORTILLO VALDES Universidad del Pais Vasco Center for Basque Studies, University of Nevada (Reno) One of the more recurrent debates among Basque historians has to do with the very object of their primary concern. Since a Basque political body, real or imagined, has never existed before the end of the nineteenth century -and formally not until 1936- an «essentialist» question has permanently been hanging around the mind of any Basque historian: she might be writing the histo- ry of an non-existent subject. On the other hand, the heaviness of the «national dispute» between Basque and Spanish identities in the Spanish Basque territories has deeply determined the mean- ing of such a cardinal question. Denying the «other's» historicity is a very well known weapon in the hands of any nationalist dis- course and, conversely, claiming to have a millenary past behind one's shoulders, or being the bearer of a single people's history, is a must for any «national» history. Consequently, for those who consider the Spanish one as the true national identity and the Basque one just a secondary «decoration», the history of the Basque Country simply does not exist or it refers to the last six decades. On the other hand, for those Basques who deem the Spanish an imposed identity, Basque history is a sacred territory, the last refuge for the true identity. Although apparently uncontaminated by politics, Basque aca- demic historiography gently reproduces discourses based on na- - 53 - ESPANA CONTEMPORANEA tionalist assumptions. -

The first thing that springs to mind is that this is a book that takes numerous risks. Its diary format is a risk on the current writing scene. Such a realistic narrative form implies the likelihood of a minority reception right from the outset. The elimination of any fictional perspective is cur- rently a sort of literary suicide. Anyone who writes a book free of fantasies could be said to walk a fine line with their readers. The majority want to read simulations. The book also has a feminist air to it, which together with the ostentation of scepticism may initially cause readers to shy away from these pages. Obviously, I write this hypothesis from a masculine point of view and in it I’m attempting to express my first impression when the book I had in my hands was fresh out of the oven. Nonetheless, as I knew the writer person- ally I was inclined to take the theoretical risk. I have to admit here, that I opened the pages of this account out of curiosity about my friend, though this didn’t prevent a certain degree of scepticism on my part and a slight willingness to be distracted when faced with the first undigested page. -

The role played by some sectors of the Roman Catholic Church in the mediation efforts leading to this positive outcome has long been underestimated, as has the internal pluralism of the Church in this regard. This article specifically examines the transnational dimension of this mediation, including its symbolic aspect. The call to involve the Catholic institution transnationally was not limited to the tangible outcomes of mediation. The mere fact of involving transnational religious and non-religious actors represented a symbolic gain for the parties in the conflict struggling to impose their definitions of peace. Transnational mediation conveyed in itself explicit or implicit comparisons with other ethnonationalist conflicts, a comparison that constituted political resources for or, conversely, unacceptable constraints upon the actors involved. Lakin bu seçimler yılının gelecekte İspanya siyasi tarihinde önemli bir yere sahip olacak olmasının sebebi ise Abertzale (Yurtsever) solun tekrar Bask siyasi yaşamında bir aktör haline gelmesi ve genel ve yerel seçimlerde oldukça parlak sonuçlar almasıdır. Bask bölgesinde hükümet koalisyonunu oluşturan merkez partilerin oy kaybı yaşadığı, gelenekçi sağ Bask milliyetçisi PNV’nin ise duraklamaya girdiği 2011 seçimlerinde Abertzale solun çekirdeğinde yer aldığı Bildu ve Amaiur koalisyonlarının yerel ve genel seçimlerde yaşadıkları oy patlaması ve elde ettikleri başarı ETA’nın zayıflatıldığı ve ateşkes ilan ettiği bir dönemde Bask sorununun siyaset mecrasında çözülmekten başka bir çözüm yoluna sahip olmadığını göstermektedir. Under the Bildu and Amaiur coalitions Abertzale left gained a huge success at both general and local elections. While centralist parties PP and PSE were loosing votes and autonomist-traditionalist PNV was making no headway, with the results which Bildu and Amaiur coalitions got Abertzale left had shown that in this era which ETA is weakened politics is the only solution for the Basque problem.
