AIDA Switzerland Update.I Country Report: Switzerland 2016 Update Acknowledgements & Methodology This report was written by Seraina Nufer, Sarah Frehner, Adriana Romer, Marie Khammas and Constantin Hruschka, legal unit of the Swiss Refugee Council, and was edited by ECRE. This report draws on jurisprudence of the Federal Administrative Court, publicly available statistics by the State Secretariat for Migration (SEM), press releases of the SEM and the Federal Council, information and statistics provided by the SEM upon request, newspaper articles, documents from the political process, and the experience of the Swiss Refugee Council from its daily work in different functions, especially the coordination of the different legal advisory offices. The Swiss Refugee Council would like to thank the organisations and authorities that provided us with information for the purpose of this report. The information in this report is up-to-date as of 31 December 2016. The Asylum Information Database (AIDA) The Asylum Information Database (AIDA) is coordinated by the European Council on Refugees and Exiles (ECRE). It aims to provide up-to date information on asylum practice in 20 countries. This includes 17 EU Member States (AT, BE, BG, CY, DE, ES, FR, GR, HR, HU, IE, IT, MT, NL, PL, SE, UK) and 3 non-EU countries (Serbia, Switzerland, Turkey) which is accessible to researchers, advocates, legal practitioners and the general public through the dedicated website www.asylumineurope.org. The database also seeks to promote the implementation and transposition of EU asylum legislation reflecting the highest possible standards of protection in line with international refugee and human rights law and based on best practice. This report is part of the Asylum Information Database (AIDA) funded by the European Programme for Integration and Migration (EPIM), a collaborative initiative of the Network of European Foundations. August 2020 Antrag Der Stadtrat beantragt dem Gemeinderat, er wolle beschliessen: 1. Den Stimmberechtigten von Bülach wird die Zustimmung zur Dotationskapitalerhöhung um CHF 16‘741‘000.00 (Anteil Bülach CHF 2‘671‘863.60) und zur damit verbundenen Anpassung des Anstaltsvertrags empfohlen. 2. Mitteilung an a) Stadtrat b) Daniel Knöpfli, Leiter Soziales und Gesundheit c) Markus Wanner, Leiter Finanzen und Informatik 2 Bericht/Weisung Das Wichtige in Kürze Die Gemeinden im Kanton Zürich sind gesetzlich verpflichtet, die Pflegeversorgung ihrer Einwohnerinnen und Ein- wohner sicherzustellen. Das KZU Kompetenzzentrum Pflege und Gesundheit (KZU) erbringt diese Leistung für 20 Trä- gergemeinden, u.a. Bülach. Zu diesem Zweck baut und betreibt es Pflegezentren und bietet ambulante Pflege- und Therapieleistungen sowie spezialisierte, diagnosespezifische Angebote an. Eine umfassende Zustandsanalyse an allen noch nicht sanierten Liegenschaften ergab für werterhaltende und betriebskostensenkende/energetische Massnah- men bis 2028 einen Investitionsbedarf von rund 17 Millionen. Aufgrund des Kostendeckungsprinzips konnte und kann das KZU aus den meisten von ihren angebotenen Leistungen keinen Gewinn erzielen. Um aber die anstehenden Inves- titionen zu tätigen und weiterhin solide finanziert zu bleiben, beantragt das KZU eine Erhöhung des Dotationskapitals von CHF 16‘741.00 (Anteil Bülach CHF 2‘671‘863.60). Diese Erhöhung hat eine Anpassung des Anstaltsvertrages zur Folge. Zugleich werden noch weitere Artikel im Anstaltsvertrag angepasst, welche der Regierungsrat bei der Geneh- migung des aktuellen Anstaltsvertrages als Auflage für eine nächste Revision verbunden hat.

Natürlich unter optimalem Ressourceneinsatz und unter Einhaltung der zur Verfügung stehenden Mittel. Wir freuen uns, dass dies erreicht, ja sogar übertroffen wurde. Dafür bedankt sich der Verwaltungsrat bei allen Beteiligten von ganzem Herzen! Juli 2011 erteilte das Bausekretariat der Gemeinde Embrach dem KZU die Baufrei- gabe für den Umbau der Pavillons 5 und 6. Somit konnte die Baukommission ihre Arbeit für das herausfordernde Projekt aufnehmen. Ein knapp 26 Millionen Franken teurer Umbau André Müller Marlies Petrig erfordert eine enge und gut vernetzte Zusammenarbeit zwischen dem Architekturbüro und dem Auftraggeber. Die gewählte dreistufige Organisationsstruktur mit einem schlagkräftigen Projektleitungs- Geschäftsleitung team, der Baukommission und dem Verwaltungsrat hat sich bewährt. In nur 22 Monaten wurde ein Resultat erzielt, das wir mit Stolz präsentieren dürfen.
