GRAWERT SUMMARY Jordan, with a population of about ten million, hosts 1.3 million Syrians of whom 670,000 are UNHCR-registered refugees, as well as nearly 85,000 registered refugees from other countries and is thus one of the countries with the highest proportion of refugees in the world. Most of them (83 per cent) are staying outside camps and many have rented flats mainly in the Jordanian capital Amman and its surroundings. The particular conditions for refugees from Syria staying in a receiving area among peo- ple with a history of protracted displacement are in the focus of this Working Paper. How do refugees from Syria secure their livelihood in the neighbourhoods of Palestinians who share the experience of a volatile legal status and limited economic rights? Does the EU–Jordan Compact improve Syrians’ livelihoods? These questions are addressed by an analytical livelihood approach that includes social relationships as a significant conducive or constraining factor for refugees’ agency (abil- ity to act) in making use of local livelihood options. The findings generated in field re- search between November 2016 and July 2017 reveal dynamics within the Palestinian re- ceiving community that have shifted from empathy and solidarity to more ambiguous interaction up to the exploitation and seclusion of refugees. The Paper shows how self-or- ganised assistance groups of Jordanians with Palestinian origin take care of refugees from Syria in dire need for help, no matter what legal status they have. -

Project Insights ENHANCING THE LEGAL FRAMEWORK FOR SUSTAINABLE INVESTMENT SUSTAINABLE FOR FRAMEWORK LEGAL THE ENHANCING ENHANCING THE LEGAL FRAMEWORK Enhancing the FOR SUSTAINABLE INVESTMENT Lessons from Jordan Legal Framework for Over the last few years, Jordan has been challenged by an unstable and fragile regional context and has engaged in a global reform agenda to enhance its economic growth and stability. Sustainable Investment Jordan is actively committed to improving its business and investment environment. Major Lessons from Jordan legal and institutional investment reforms undertaken in this context include the adoption of a modernised Investment Law in 2014 and creation of a unified Investment Promotion Agency. To guarantee long-lasting impact, all of these measures require efficient implementation. Under the Jordan Investment and Competitiveness Project (2014-2017), the OECD supported the reforms of Jordan’s domestic investment legal framework, which focused on investors’ JORDAN FROM LESSONS : protection and the revision of the FDI restrictions regime. The Project also built capacities among investment policy stakeholders, and delivered advice and training to help modernise the Jordanian international investment framework. Enhancing the legal framework for sustainable investment: Lessons from Jordan presents an analysis of the recent investment reforms and the lessons learnt in the process. Fax & Tel: xx972-4-9886040 Accepted 5 November, 2013 The Jordanian case represents the duality of the effectiveness of the political process as a result of the procedural elections. On one hand, the electoral process – despite its limitations – promises future possibilities. On the other hand, holding democratic processes under conditions in which the concept of citizenship has yet to mature finds certain sectors and leaderships resorting to primordial identities – on the expense of the joint citizenship - as part of the selection process during the elections. During the last decades, basic contradiction between democratic and anti-democratic characteristics has shaped the Jordanian public sphere. The uniqueness of the ”democratic incentives" and concomitant changes in various domains exist simultaneously with gradually intensifying anti-democratic regime responses that have the effect of immobilizing or freezing the political structure of the regime. Amman / Jerash / Ajloun Castle This morning begin exploring Amman in the ‘down-town’ area of Amman, the Roman Theatre, and the Citadel. Continue on to the ancient city of Jerash with its unbroken chain of human occupation dating back more than 6,500 years. The city's golden age came under Roman rule, during which time it was known as Gerasa, and today it is one of the world’s finest preserved Roman provincial towns. Hidden (and protected) for centuries in sand before being excavated and restored over the past 70 years, Jerash is a excellent example of the grand, formal provincial Roman urbanism and comprises paved and colonnaded streets, hilltop temples, impressive theatres, spacious public squares and plazas, baths, fountains and city walls. B,L,D. Continue on to Ajloun Castle: (Qal'at Ar-Rabad) built by one of Saladin's generals in 1184 AD to control the iron mines of Ajloun, and to deter the Franks from invading Ajloun. Ajloun FULLITINERARY Castle dominated the three main routes leading to the Jordan valley and protected the trade and commercial routes between Jordan and Syria. It became an important link in the defensive chain against the Crusaders, who never conquered the castle or the nearby village.
