Geografskata polo`ba, prirodnite ubavini, svojstva i atraktivnosta na pobliskiot i po{irokiot prostor na idnata vodena akumulacija "Kozjak", davaat {iroki mo`nosti za razvoj, pred se na turizmot i rekreacijata a so toa i na vkupnoto stopanstvo. Postojat realni ocenki za zabrzan razvoj na ovoj region, a sekako najzna~aen pottik }e prestavuva izgradbata na regionalniot pat i blizinata na Grad Skopje, kako administrativen, kulturen i stopanski centar na Republika Makedonija, so golemi potrebi za sportski i rekreativen turizam. Prostorniot plan na regionot na akumulacijata Kozjak (vo ponatamo{niot tekst: prostoren plan), e izraboten soglasno Programata za izrabotka na prostorni i urbanisti~ki planovi na Vladata na Republika Makedonija; treba da obezbedi dolgoro~no ureduvawe na prostorot preku planska izgradba do 2020 godina, i da obezbedi odr`liv razvoj, so site neophodni merki za za{tita na `ivotnata sredina. Pri toa, se zemeni vo predvid osnovnite nasoki na Prostorniot plan na Republika Makedonija za ravnomeren razvoj; predlogot za oformuvaweto na nacionalen park "Solunska glava" i nasokite na Prostorniot plan na Makedonski Brod, za turisti~ki razvoj na ovaa podra~je. Prostoren plan na regionot na akumulacijata Kozjak Z2TT0199doc Javno pretprijatie za prostorni i urbanisti~ki planovi 3 PLAN ZA ORGANIZACIJA I KORISTEWENA PROSTOROT 1. POLO@BA I GRANICI NA OPFATOT Regionot na akumulacijata "Kozjak", pretstavuva specifi~na prostorna funkcionalna i ambientalna celina, koja ima karekteristiki na poseben mikroregion vo ramkite na po{irokiot region na Pore~jeto, kako i vo ramkite na administrativnoto podra~je na op{tinata Samokov. Opfatot na prostorniot plan, so vkupna povr{ina od 25. 510 ha, go zafa}a prostorot pome|u planinite Karaxica, Jakupica i Dautica od istok, Suva Gora od sever, Dobra Voda od zapad i Bu{ava Planina i Sa~ od jug. Vo opfatot vleguvaat naselenite mesta: Samokov, Kalu|erec, Kov~e, Dolno Zrkle, Ramne, Brest, Kosovo, Raste`, Trebovqe, Blizansko, Zduwe, Borovska Breznica, Ta`evo i Belica. Granicata na opfatot na prostorniot plan, e vo soglasnost so Nacrt prostorniot plan na Republika Makedonija, so toa {to negovata isto~na granica se sofpa|a so granicata na Loven rezervat "Jasen", koj e vo ramkite na idniot nacionalen park "Solunska Glava". Kriteriumite za definirawe na opfatot bea: specifi~nite prirodni, morfoo{ki i funkcionalni karaakteristiki na prostorot, koi jasno ja odbele`uvaat granicata na opfatot. Taa odi po srtovite na nabrojanite planini, gi opfa}a planinskite visoramnini nakloneti kon kawonot na rekata Treska i rekata Belica, na koi se locirani najgolem broj na naselenite mesta i go opfa}a kawonot so idnata akumulacija. Vo ovie ramki, kako potencijalno rekreativno, turisti~ko - ugostitelsko i sportsko rekreativno podra~je, vo neposredna blizina na glavniot grad na Republikata, se o~ekuva intenzivna urbanizacija i koristewe. 2. CELI I ZADA^I NA PLANOT Prostorniot plan ima za cel da go sogleda vlijanieto na akumulacijata "Kozjak" vrz prirodnite osobenosti, naselenite mesta, infrastrukturata i `ivotot i rabotata na naselenieto, vo dolinata i klisurata na rekata Treska i bliskoto i po{irokoto podra~je i predlo`i strategija i koncept za ureduvawe i koristewe na prostorot vo novite uslovi.     Methodology for Estimation of Maximum Probable Flood (MPF) Hydrograph in the Jadar River Basin Aleksandra Ilic1, Stevan Prohaska2, Vesna Tripkovic2 1Faculty of Civil Engineering and Architecture, Nis, Serbia 2Institute for the Development of Water Resources "Jarosalav Cerni", Belgrade, Serbia [email protected] Abstract This paper presents methodology for assessing the maximum runoff hydrograph on natural watercourses. The basis for the estimation of hydrograph is estimated maximum precipitation, as a dominant factor for the formation of high flows in natural conditions. Theoretically, maximum probable precipitation or MPP is the largest amount of rainfall for a specific duration, which is physically possible over catchment area in certain parts of the year. For determining maximum probability of rainfall, in the given case, a statistical approach developed by Hershfield (1961) was used. The approach was modified in 1965. For the assessment of maximum high flows we used deterministic “rainfall-runoff“ model, which is based on boundary intensity runoff method, which uses maximum precipitation as input data, taking into account most unfavorable combination of other critical factors that affect the river runoff. The paper will be illustrated through specific example of maximum probable hydrograph calculation in the Jadar river basin in the western part of Serbia. Keywords: maximum probable precipitation, maximum probable flood, boundary intensity runoff method Introduction Maximum probable flood (MPF) represents runoff that can be expected as a result of the most unfavorable combination of critical meteorological and hydrological conditions in the analyzed basin. The procedure for the determination of the maximum probable flood is based on previously obtained probable maximum precipitation (PMP), which can occur in critical climatic conditions.

The distribution of 1350 vaseular orophytes of the W. & Centrai Balkans was analysed. Eaeh speeies is attributed to one of the three basie ehorologieal groups (Eurasian, Centrai S. Euro­ pean to W. Asian, and Centrai S. European) and eight subgroups, on the basis of its distribution or, in the ease of endemie s, of the distribution of its c10sest relative. The analysis of the total orophytie flora (exeluding the aretie-alpine and boreal speeies) results in the establishment of the boundary between alpine-high-nordie and oromediterranean floristie regions, and of transi­ tional zones between them, in the mountains of the W. & Centrai Balkans. Introduction Various floristic influences meet and overlap on the mountains of the Balkan Penin­ sula, especially in the centraI ranges. The genesis of the orophytic flora of this part of the Balkans, both before and during the Ice Ages, was most strongly influenced, floristi­ cally, from the direction of the Alps, the Carpathians, the mountains of Greece and Asia Minor. Naturally, these influences were not unidirectional. The orophytic flora of the Balkans, a region known as an autonomous centre of origin for many high-mountain plants, contributed in tum to enriching the flora of the surrounding massifs.
