EUROCLIO, the European Association of History Educators, was established in 1992 on request of the Council of Europe to build bridges between history education professionals from all parts of the then recently reunited Europe. EUROCLIO started as an umbrella organization gathering 14 Associations from 14 predominantly Western countries and grew to become a far-reaching network of 44 member Associations and 15 associated members from 52 countries today. EUROCLIO supports the development of responsible and innovative history, citizenship and heritage education by promoting critical thinking, multi-perspectivity, mutual respect, and the inclusion of controversial issues. The Association advocates a sound use of history and heritage education towards the building and deepening of democratic societies, connecting professionals across boundaries of communities, countries, ethnicities and religions. It seeks to enhance the quality of history and citizenship education through capacity building for educators and producing and implementing innovative teaching tools. The partnership between EUROCLIO and the history teachers associations in the region the countries of former Yugoslavia started in 2003, within the project History in action – preparations for the future of Bosnia- Herzegovina, Croatia and Serbia (2003-2008). In 2008, within this project, the unique, award-winning teaching resource “Ordinary People in an Extraordinary Country. Every Day Life in Bosnia and Herzegovina, Croatia and Serbia between East and West 1945‐1990” was published in 4 languages and over 500 history teachers were trained on its implementation. History in Action was implemented by EUROCLIO-HIP BiH (History Teachers Association of Bosnia), HUNP (Croatian History Teachers Association) and UDI-EUROCLIO (Serbian Association of History Teachers), in close cooperation with the Slovenian Association of History Teachers and ANIM (Association of History Educators in Macedonia). A New Project In 2011, this civil society partnership was expanded and deepened through a new project History that Connects. How to Teach Sensitive and Controversial History in the countries of former Yugoslavia? (2011-2014). New partners were involved on equal footing: HIPMONT (Association of History Teachers in Montenegro), SHMHK (History Teachers Association of Kosovo), and the cooperation with the Association of History Educators in Macedonia and with the History Teachers Association of Slovenia was strengthened. This joint effort centrally aimed to strengthen history education by cross-border peer-learning and capacity building and collaborative creation of educational tools, in short: for a History that connects. The effort also supports the challenging and encouraging development of history teaching, promotion of regional cooperation and professional development among associations, educators and historians at national and international level. For the students it supports the development of critical thinking, and understanding regional history and learning history through learning for skills and competences. For the wider society, in which education is a corner stone, this efforts supports mutual understanding, promotes peace, stability and democracy in the region. EUROCLIO and all member associations hope that by this the process of reconciliation is advanced. Within project activities, particular emphasis is given to development of modern methods of teaching history and the teaching process in general. By selecting painful and controversial topics, and presenting them in the form of comprehensive source- and inquiry-based based modules ready to be used in class, we intended to encourage the critical thinking and to develop the awareness that someone else might not have the same interpretation of “our glorious past”. This additional, innovative material for history teaching is intended for pupils of final grades of primary schools and students of gymnasiums and vocational secondary schools. It allows them to experience a positive approach to the regional history of the period 1900-1945. The methodological approach corresponds to the demands of modern history teaching in the perspective of development of regional cooperation, as is also recognized in Council of Europe (2001: 15 and 2009:1880) and UNESCO Recommendations, and the European Union Key Competences for Life Long Learning (2008). 4 An International Project International Trainers and Advisors from Finland, Iceland, Israel, South Africa, Switzerland and United Kingdom (England, Northern Ireland and Scotland) gave active training workshops in which they shared their insight into issues of history education in their countries, as well as trained the authors on how to work with educational material based on the sources and inquiry for learning outcomes. Representatives of History Teachers Associations of Albania, Bulgaria, Finland, Greece, Iceland, Italy, The Netherlands, Norway and Switzerland participated as observers in various workshops for Authors and Experts in the project, sharing their insights as experts and learners. The Authors, experts and developers in this project were able to improve their skills to implement a creative and modern approach to teaching history. Contributing to their capacity, they also shared and piloted the draft educational material in many different settings, including in Estonia, Israel, Northern-Ireland and Ukraine. During three years of working on the project, more than 260 participants were included in various activities, such as workshops, classroom piloting workshops, seminars, study visits, lectures, and international conferences. It enabled them to develop new skills and abilities, but also to strengthen capacities of organizations of civil society in the region. The collapse of Roman government in the western Roman empire in the late fifth century inspired a crisis of identity and political messaging in the eastern Roman empire of the same period. I argue that the Romans of the eastern empire, in particular those who lived in Constantinople and worked in or around the imperial administration, responded to the challenge posed by the loss of Rome by rewriting the history of the Roman empire. The new historical narratives that arose during this period were initially concerned with Roman identity and fixated on urban space (in particular the cities of Rome and Constantinople) and Roman mythistory. By the sixth century, however, the debate over Roman history had begun to infuse all levels of Roman political discourse and became a major component of the emperor Justinian’s imperial messaging and propaganda, especially in his Novels. The imperial history proposed by the Novels was aggressivley challenged by other writers of the period, creating a clear historical and political conflict over the role and import of Roman history as a model or justification for Roman politics in the sixth century.

After his accession, he abandoned the expansionist policy of his predecessor Trajan and focused on securing the frontiers of the empire and on maintaining its stability. Of the utmost importance was the further integration and participation in his program of the peoples of the Greek East, especially of the Greek mainland and Asia Minor. Hadrian now invited them to become active members of the empire. By his lengthy travels and benefactions to the people of the region and by the creation of the Panhellenion, Hadrian attempted to create a second center of the Empire. Rome, in the West, was the first center; now a second one, in the East, would draw together the Greek people on both sides of the Aegean Sea. Thus he could accelerate the unification of the empire by focusing on its two most important elements, Romans and Greeks. Hadrian channeled his intentions in a number of ways, including the use of specific iconographical types on the coinage of his reign and religious language and themes in his interactions with the Greeks. In both cases it becomes evident that the Greeks not only understood his messages, but they also reacted in a positive way.

The Yugoslav language policy advocated a polycentric model of linguistic unity that strived for equal representation of the languages of the peoples (Serbo-Croatian, Macedonian and Slovenian), ethnicities (ethnic minorities) and ethnic groups, as well as both scripts (Latin and Cyrillic). Serbo-Croatian, spoken by 73% of people in Yugoslavia, was divided into the eastern and the western variety and two standard language expressions: Bosnian and Montenegrin. One linguistic system had sociolinguistic subsystems or varieties which functioned and developed in different socio-political, historical, religious and other circumstances. With the disintegration of Yugoslavia, the aforementioned sociolinguistic subsystems became standard languages (one linguistic system brought forth four political languages). We will describe the linguistic circumstances of the newly formed countries after 1991 in Croatia, Serbia, Bosnia and Herzegovina, and Montenegro.

    TRAMES, 2017, 21(71/66), 3, 251–271 JEWISH COMMUNITIES IN THE POLITICAL AND LEGAL SYSTEMS OF POST-YUGOSLAV COUNTRIES Boris Vukićević University of Montenegro Abstract. After the dissolution of Yugoslavia, the Jewish community within Yugoslavia was also split up, and now various Jewish communities exist in the seven post-Yugoslav countries. Although all of these communities are relatively small, their size, influence, and activity vary. The political and legal status of Jewish communities, normatively speaking, differs across the former Yugoslav republics. Sometimes Jews or Jewish communities are mentioned in constitutions, signed agreements with governments, or are recognized in laws that regulate religious communities. Despite normative differences, they share most of the same problems – a slow process of return of property, diminishing numbers due to emigra- tion and assimilation, and, although on a much lower scale than in many other countries, creeping anti-Semitism. They also share the same opportunities – a push for more minority rights as part of ‘Europeanization’ and the perception of Jewish communities as a link to influential investors and politicians from the Jewish diaspora and Israel. Introduction In 1948, the first postwar census in Yugoslavia counted 6,538 people of Jewish nationality, although many Jews identified as other nationalities (e.g. Croat, Serb) in the census while identifying religiously as Jewish, as seen by the fact that Jewish municipalities (or communities) across Yugoslavia had 11,934 members (Boeckh 2006:427). The number of Jews in Yugoslavia decreased in the following years after the foundation of the State of Israel.

Mira Stupica pamti jedno štrkljasto i visoko dete, krakato, okato, nosato i pomalo dremljivo, koje je kapke imalo uvek napola spuštene, kao roletne. I u sećanju Aleksandra–Luja Todorovića javlja se u istoj slici: visok, štrkljast, šiljat, neopisivo mršav. Vojislavu Kostiću je, tako visok i mršav, sa šišanom bradom, ličio na Don Kihota. Ivana Dimić je imala dvanaest godina kad ga je prvi put videla, na slavi na koju je došla s roditeljima. Među gostima se izdvajao visok, mršav, duhovit čovek koji je psovao. Ogroman, tamnog lica i brade, izgledao joj je kao neki Azijat. Aleksandar–Saša Gruden seća ga se kao klinca koji je s majkom došao kod očeve rodbine u Užice. Prilog opštem utisku: štkljast, nosat, s ogromnim kolenima. Kad su ga upitali kako je, odgovorio je: »Zaštopal mi se nosek.« Posle je objašnjavao da je imao jezički problem: »Govorio sam hrvatski.« Dolasku u Užice 1941. godine prethodi prva velika životna avantura. Od ranih dana naučio je da svet i ljude vidi u slikama. U slikama Zadra, u koji se porodica 1939. seli iz Zagreba, kada je otac Sreten postavljen za vicekonzula Kraljevskog konzulata, prelamaju se, između ostalih, prizori ogromnog stana u kome, po jednom dugačkom hodniku, vozi bicikl.

On July 29, 1913 the Great powers declared Albania a Hereditary and Sovereign Autonomous Principality. At the Peace Conference in 1919, Clemenceau and Lloyd defended the thesis of "inability of Albanians to Self Government" and offered the solution of sharing the governance responsibility between Yugoslavia and Italy to implement the Secret Treaty of London on 26 April 1915. The Congress of Durres was held after the conclusion of the First World War. It was led by Mehmet Konica and Myfit Libohova. Delegates elected the interim government and the delegation for representing Albania at the Peace Conference in Paris. The Congress of Lushnja came as an illuminating meteor in the dark and hopeless institutional environment. Its development destroyed the anti-Albanian political intrigues. After they toppled the government of Durres by voting against it, the congress delegates established all the powers of the state, according to the principles of Montesquieu. Through several transparent procedures they established "National Council", "Supreme Council" and the Cabinet. The evidence and acts sources of law served as the legal basis.

V širni in pestri gledališki Linhartovo srečanje ni le srečanje najbolj- tradiciji vsekakor ne manjka zgodb, ki jim je ših slovenskih ljubiteljskih gledališč, ampak vredno prisluhniti, ljubezen do gledališča ter je stičišče vedenja o gledališču; prostor, kjer se predanost mnogih pa omogočata, da vse te kakovostna produkcija srečuje z ustvarjalnimi zgodbe lahko tako živo in jasno zaživijo pred potenciali mladih, šele prihajajočih umetni- našimi očmi.
