SAYYIDAHSAN READER DEPARTMiNT OF ISLAMIC STTUDISS ALI6ARH MUSLIM UNIVERSITY ALIGARH (INDIA) 20Di STff^o % ABSTRACT In tenth century, the Turks of central Asia had converted to Islam and by the eleventh century they began to push their way into South-Eastern Russia and Persia. The Ottoman State emerged consequent to an Islamic movement under Ghazi Osman (1299-1326), founder of the dynasty, at Eskisehir, in North- Eastern Anatolia. Sufis, Ulema and Ghazis of Anatolia played an important role in this movement. For six centuries the Ottomans were almost constantly at war with Christian Europe and had succeeded in imposing the Islamic rule over a large part of Europe. The later Sultans could not maintain it strictly. With the expansion of the Ottoman dominions the rulers became more autocratic with the sole aim of conquering alien land. To achieve this the rulers granted freedom and cultural autonomy to his non-Muslim subjects and allowed the major religious groups to establish self governing communities under the leadership of their own religious chiefs. The recent work is spread over two parts containing eight chapters with a brief introduction and my own conclusions. Each part has four chapters. Part I, chapters I to IV, deals with the political mobilization of the Turkish peasants from the beginning of the modernization period and to the war of Independence as well as the initial stages of the transition to comparative politics.

Their inclusion in tins \olume would, Lhererore. serve no useful purpose The commentary is confined to the Ottoman Land Code, ihough of course the notes contain frequent references to subsequent legislation. It differs lrom the ordinary legal text book in that it does not contain references to decided cases. 7 his is due to the fact that, in the absence of an adequate system of law reporting, it is impossible to ascertain either, what decisions have been passed, or what decisions are operative on any given point.

Bu ustalığı, özellikle onun yaşadığı dönemle bütünleşen bir şair olmasından gelir. Nedîm, Divan‟ında pek çok mimari tasvir yapar, bir beyitinde kendini hünerli bir mimara benzetir. O, mimarinin yaratıcı kudretine hayrandır. Bu sebeple yazdığı pek çok şiirde döneminin yapılarıyla ilgili ayrıntıları görebiliriz. Devrinin diğer şairleri gibi onun da Divanı‟nda pek çok târîh vardır. Nedîm‟in mimari tasvirleriyle daha çok onun târîhlerinde karşılaşırız. Nedîm târîhlerini, Lâle Devri‟nin ünlü kasırlarının yanında devrin çeşme, sebil vb. imar faaliyetleri için yazmıştır. Ayrıca Damat İbrahim Paşa‟nın Nevşehir‟de yaptırdığı cami, medrese, han ve çeşmeler için de târîh yazmıştır. Nedîm târîhlerinde çok defa hakkında târîh düşürdüğü olayı anlatır. İnşasının tamamlanması üzerine târîh yazdığı yapının niçin ve nasıl yapıldığı hakkında bilgi verir. Nedîm‟in târîhleri devrini aydınlatması bakımından önemlidir. Bu tez çalışmasında Nedîm‟in özellikle târîhlerindeki mimari tasvirler tespit edilmeye çalışılmıştır. Ayrıca Nedîm‟in dört kasidesindeki ve Şevk-âbâd hakkında yazdığı nazmındaki mimari tasvirler üzerinde çalışılmıştır. Bu çalışmanın amacı, Lâle Devri‟nin ruhunu günümüze taşıyan Nedîm‟in, devrinde inşa edilen mimari eserleri algılama ve bunu şiirlerine yansıtma tarzını irdelemektir.

It mainly focuses on the period between 1839 when the Tanzimat was promulgated and 1908 when the Young Turk Revolution took place. The subject has usually been neglected by the existing literature and treated within the general assumptions relying on dichotomous and simplistic analyses. This study aims to demonstrate that the history of Istanbul madrasas is more complex than the existing literature has suggested, primarily using the archival documents from the Prime Ministerial Ottoman ArchivesBa$bcikanhk (. Osmanh Ar§ivleri) as well as the §eyhulislamate Archives(Me§ihat Ar§ivi) in Istanbul, memoirs and biographical works. The subject has been dealt with in two main parts. Each part is composed of two chapters. In the first part, madrasa teachers are the focal point of analysis. The first chapter examines the professional, institutional and intellectual aspects of madrasa teachers. In the second chapter, the social, cultural and educational composition of Istanbul dersiams has been explored statistically through the information extracted from their personnel files. The third chapter attempts to draw a comprehensive picture of madrasa students in the period in Istanbul. Taking into account their educational activities as well as career patterns in non­ religious fields, it is also aimed to demonstrate their responses/re actions to shifting circumstances that occurred as a result of the reforms and some other factors such as international relations in the period.

It can be read profitably in the context of anti-colonialism, Sub-altern studies, Russian and Soviet studies. He presents the issues on world-wide bases. Ahmet Zeki Velidi Togan (1890-1970) provides the details of his pursuits and en- vironment in his own words. As he points out, in his own preface, he was not content to solely depend on his memory or even notes; he made use of secondary sources and collective recollections of his colleagues, especially to verify the political events. However, in rendering his words into English, the following provisions were borne in mind: 1. Gnosis: Togan was well read and in depth. At one point he delves into his own use of the term “Moslem.” Two of the arguments he presents are worth noting here: Now, we are learning the German organizations which are close to the same aims, with Azimbek.     Jun AKIBA 125 A NEW SCHOOL FOR QADIS: EDUCATION OF THE SHARIA JUDGES IN THE LATE OTTOMAN EMPIRE* I n 1855, a new school for qadis opened in Istanbul to give professional training to future judges recruited from among medrese students. Mu‘allimhane-i Nüvvab, or the Naibs’ College, as the school was first named, remained open until the end of the Ottoman Empire under vari- ous names — Mekteb-i Nüvvab, Mekteb-i Kuzat and then Medresetü’l- Kuzat — while expanding its role in producing Sharia judges for the Empire. The school marked an important innovation in the history of education in the Ottoman Empire as well as in the long tradition of Islamic education. The history of the Naibs’ College not only shows the emergence of new approaches to the education of judges in the Empire, but also reflects the centralizing efforts of the ≤eyhülislâm’s Office (Bab-ı Me≥ihat) and the ulema’s struggle for survival in this changing environment.     The Muslim Community on Cyprus and British Colonial Policy, 1878-1915: The Significance of the Cyprus Evkaf in the Colonisation Process ELENI BOULETI Abstract Certain key factors interacted for the forming of the early years of British administration in Cyprus. A significant element that affected the new regime was the form that the Cyprus Convention assumed, mainly due to the conditions under which it was signed. As far as the Muslim community was concerned, the Ottoman government made an effort through special articles in the Convention to safeguard its position in the new regime and maintain its role as the ruling community of the island. However that effort was made by the Ottoman government in haste, thus the British administration was given the opportunity to actually intervene more easily in the community’s affairs and to gradually control and ‘colonialise’ it, from within. The community’s reaction, although not unanimous, was manifested early, initially by the Cypriot Muslim elite of the Ottoman administration. The initial anti-colonial sentiments of the Muslim community were triggered by the infiltration of the British into its social, economic and religious core. In that general context, an effort is made to follow and depict that process in its initial steps until the outbreak of World War One.
