Fred Halliday Revolution in Afghanistan On 27 April 1978 the world heard that there had been a successful military coup in Afghanistan. The régime headed by Mohammad Daud, which had itself come to power through a coup in July 1973, had been suddenly overthrown by tanks and jet planes that struck in the Afghan capital, Kabul. At first it seemed as if this was yet another military intervention which, although violent and abrupt, involved no major shift in the policies, social character or international alignment of those in power: a change comparable to Daud’s own coup, or to others in neighbouring Pakistan, Bangladesh, and the Arab world. Yet within days it became clear that the announcements of radical change coming over Radio Kabul were more than just the ritual demagogy of military coups: something rather more substantial had occurred. In the first place, the coup, although carried out by the military, reflected much wider political forces. It had been preceded by mass popular demonstrations in Kabul, and as thousands of people flocked to inspect Daud’s conquered palace, 3 now renamed the House of the People, it became evident that it had ousted a hated régime and at least temporarily embodied the hopes of a wide section of the population. At the same time it became clear that the coup was not just the product of a conspiracy within the military, but had been carried out on the instructions of an underground Marxist political organization whose membership was overwhelmingly civilian. This at once distinguished the new rulers from other radical military régimes in the Arab world, South Asia or Ethiopia. -

FOREWORD by P.J . Simmons, Editor ust over two years ago, then U.S. Permanent Representative to the United Nations Madeleine K. Albright Jargued that “environmental degradation is not simply an irritation, but a real threat to our national security.” As Secretary of State, Ms. Albright has already indicated that she intends to build upon the pathbreaking initia- tive of her predecessor, Warren Christopher, to make environmental issues “part of the mainstream of American foreign policy.” On Earth Day 1997, Albright issued the State Department’s first annual report on “Environmen- tal Diplomacy: the Environment and U.S. Foreign Policy.” In it, Secretary Albright asserted that global environ- mental damage “threatens the health of the American people and the future of our economy” and that “environ- mental problems are often at the heart of the political and economic challenges we face around the world.” Noting that “we have moved beyond the Cold War definition of the United States’ strategic interests,” Vice President Gore argued the Department’s report “documents an important turning point in U.S. foreign policy— a change the President and I strongly support.” Similar sentiments expressed by officials in the United States and abroad indicate the growing interest in the interactions among environmental degradation, natural re- source scarcities, population dynamics, national interests and security.* The breadth and diversity of views and initiatives represented in this issue of the Environmental Change and Security Project Report reflect the advances in research, contentious political debates and expanding parameters of this important field of academic and policy inquiry. As a neutral forum for discussion, the Report includes articles asserting strong connections between environment and security as well as more skeptical analyses. -

Ostermann and Mircea Munteanu Series Editors This paper is one of a series of Working Papers published by the Cold War International History Project of the Woodrow Wilson International Center for Scholars in Washington, D.C. Established in 1991 by a grant from the John D. and Catherine T. MacArthur Foundation, the Cold War International History Project (CWIHP) disseminates new information and perspectives on the history of the Cold War as it emerges from previously inaccessible sources on “the other side” of the post-World War II superpower rivalry. The project supports the full and prompt release of historical materials by governments on all sides of the Cold War, and seeks to accelerate the process of integrating new sources, materials and perspectives from the former “Communist bloc” with the historiography of the Cold War which has been written over the past few decades largely by Western scholars reliant on Western archival sources. It also seeks to transcend barriers of language, geography, and regional specialization to create new links among scholars interested in Cold War history. Among the activities undertaken by the project to promote this aim are a periodic BULLETIN to disseminate new findings, views, and activities pertaining to Cold War history; a fellowship program for young historians from the former Communist bloc to conduct archival research and study Cold War history in the United States; international scholarly meetings, conferences, and seminars; and publications. -

Jimmy Carter: A Moral Hero (Student Essay) Danny Haidar (Utica Academy for International Studies) Abstract. Following the end of Jimmy Carter’s first and only term as President of the United States, historians scrambled to put his presidency in the proper context. More than thirty years later, Carter has become associated with failed presidencies. To be compared to him is to be insulted. Even so, Jimmy Carter has had one of the most prolific, philanthropic post-presidential lives of any former American president. This is inconsistent with the image of his single term in office that the media has painted—a good man should have been a good president. To better understand this irony, this investigation shall seek to answer the following question: how did Jimmy Carter’s pre-presidential experiences affect his leadership as President of the United States of America (1977-1981)? This article will draw on apolitical, supportive and critical accounts of Carter’s presidency, as well as Carter’s own accounts of his beliefs and childhood experiences. While historians interpret Carter’s life events differently, each interpretation reveals important influences on Carter’s leadership in the White House. I will argue that Carter held too tightly to his morals to be suited to presidency. Carter’s childhood and pre-presidential political experiences created a man who was, indeed, unfit for the White House. The problem was less with his political vision than it was with his execution of that vision. Carter’s tragic presidential tale serves as a reminder that moral malleability is a necessity in the highest office of a government. -

The Chimera of the 'International University'
The chimera of the ‘International University’ FRED HALLIDAY No one who teaches in a British university can be unaware of the pressure to become more ‘internationally’ aware: encouragement to admit more overseas (i.e. non-EU) students is accompanied by calls for increased international competitiveness and assessment, and by the announcement of new courses, on a range of topics, that have ‘international’ in their title. The term ‘international’ covers, however, a variety of issues and meanings. It is at once a spur and a sales gimmick, an appeal that issues as easily from the mouth of the financial manager as from the lips of the cosmopolitan scholar. It may be time to question this fetish, not least for fear that an unconsidered pursuit of the international can lead to a less, rather than a more, effective international contribution. Exchange of ideas, and academic cultures, rests more on specialization, a division of labour, than on a pursuit of modish homogeneities. An internationalized crisis The debate on the international character of universities has been transformed in the s by a set of changes in context and direction. Anyone reading the education press will be familiar with the term: ‘world-class’ status, ‘global’ campuses, plans for worldwide distance learning and so forth. The Economist has speculated on the university of the future, with a restricted physical campus and a network of computer-linked outlets and students—a ‘virtual’ or ‘cyber-university’ or, as it engagingly entitled it, ‘core-and-cloud’. Other universities are exploring the implications of technology for this new, internationalized, teaching. -

It includes peacekeeping and humanitarian missions as well as Operation Enduring Freedom and Operation Iraqi Freedom—all missions in which the U.S. Air Force has been integrally involved. It will also document developments within the Air Force and the Department of Defense. GREAT GAME TO 9/11 GREAT GAME TO 9/11 was initially begun as an introduction for a larger work on U.S./coalition involvement in Afghanistan. It provides essential information for an understanding of how this isolated country has, over centuries, become a battleground for world powers.
