All radial roads already completed; however, development of circumferential roads still incomplete; Three expressways, namely NLEX, SLEX and the Manila- Cavite Toll Road presently functioning independently and not formed as a network; Heavy traffic is the norm in Metro Manila; and Travel speed in most major roads in Metro Manila quite slow at less than 20 kph and even less than 10 kph in some major roads including Aguinaldo Highway in Cavite Province. 6 EXISTING AND PROPOSED EXPRESSWAYS : 200 Km SPHERE OF METRO MANILA 7 PROJECTS FOR IMPLEMENTATION IN 2011 Cavite-Laguna Expressway (Cavite Side) NAIA Expressway, Phase II NLEX-SLEX Link Expressway (Unsolicited Proposal) 8 Proposed PPP Projects 1. Alzate* ABSTRACT The Government of the Philippines continues to pursue its policy of encouraging the private sector to participate in the financing, construction, management and operation of infrastructure services and facilities in the country. Through the BOT Law, (Republic Act No. 7718), the Government has put together a portfolio of approximately US$ 25 billion in infrastructure projects involving private sector investments. A number of these are big- ticket transport projects which could not be funded solely from government coffers in view of the magnitude of the capital investments required. To ensure the steady promotion of infrastructure projects that are ready for private sector investments, the Government established the Build-Operate- Transfer Center (BOT Center), whose mandate is to find technical, legal, financial, economic and institutional solutions to help government implementing agencies to make BOT projects work. This paper focuses on the role of the BOT Center in promoting private sector projects and also discusses BOT as a contractual arrangement under the BOT Law and considerations that the private sector makes in undertaking a BOT project.
