Tamils have to safeguard, read, protect and appreciate this rare treasure in their houses.

5 Kar Narpathu (fh® eh‰gJ), Ainthinai Aimbathu (IªÂiz I«gJ), Ainthinai Ezhupathu (IªÂiz vGgJ), Thinaimozhi Aimbathu (Âizbkhê I«gJ), Thinaimalai Nootraimbathu (Âizkhiy ü‰iw«gJ) are coming under objective poetry.

Kalavazhi Narpathu (fstê eh‰gJ) deals mainly on war among the objective poetry.

All these works of ethics, are mainly didactic in nature, eventhough these creations have three primary divisions namely virtue, wealth and love.

Thiruvalluvar was the first poet who wrote on people while all others were writing on the rulers and God.

Ancient proves the old saying that “literature is eternal”.

Tamil is hailed as one of the greatest classical languages of the world. The western scholars like

6 Veeramamunivar alias Beschi, G.U.Pope, etc have stated with awe and amazement that no other literature all over the world is like the Literature of Subjective Poetry (mf¤Jiw Ïy¡»a§fŸ) in Tamil.

No other language in the world has numerous devotional literature as in Tamil to purify the minds of the human beings. “While English is the language of trade, French is the language of mediation, German is the language of philosophy, Tamil is the language of devotion” says Thaninayagam Adigalar.

For the promotion and development of which have all the inborn characters as narrated above such as sweetness, simplicity, greatness and grandeur, the Tamil Development Department under the able and benign leadership of Hon’ble Chief Minister of Tami Nadu Puratchi Thalaivi Amma is undertaking several schemes and projects to add glorify to Tamil.

Tamil language has ancient literary treasure among the languages of the world and it is on par with Greek, Latin and Chinese in heritage and greatness. No one can deny that Tamil language which has youthfulness, sweetness, antiquity and divinity has ancient glory on one side and grows with the vigor of youth hood on the other side.

The Government under the leadership of the Hon’ble Chief Minister of Tamil Nadu Puratchi Thalaivi Amma is deeply committed in the development of Tamil language and is implementing various schemes for the same.

This department originated in 1957 as the official language Inspection committee with the aim of improving the application and usage of official language Tamil in the administration of Government. Later on, from 1968 onwards, this was restructured and emerged as Tamil Development Department. Inspection activities relating to

8 Official Language Implementation Scheme and other functions relating to Tamil Development are being undertaken by this Department.

Implementation of Official Language Scheme

Inspection

In accordance with the enactment of Tamil Official Language Act and with an objective that our mother tongue, Tamil should be actively used in the day-to-day functioning of all the departments of Government of Tamil Nadu. Inspection works on the implementation of official language Tamil is being undertaken.

Inspections are undertaken by the Secretary to Government, Tamil Development Department, in the case of offices of the Departments of Secretariat. In the case of the offices of Head of Departments, Boards and Government undertakings Head of Departments of Local bodies by the Director of Tamil Development, in the case

9 of the offices at Regional level by the Deputy Directors of Tamil Development and in the case of other offices by the Assistant Directors of Tamil Development, general guidance are given for correction, rectification of faults, mistakes and completion of inadequacies respectively.

Seminars on Official Language

Seminars on Official Language are conducted in all districts every year with the view to implement the scheme of Official Language in better ways.

In the year 2013-14, seminars on Official Language were conducted in 32 Districts at the cost of Rs.6,40,000/- (Rupees Six Lakh and Forty Thousand only) at the rate of Rs.20,000/- for each district.

Workshops on Official Language

Workshops on Official Language are conducted for two days in each district at the cost of Rs.30,000/- on the

Training on official language is given every year to the staff of all departments in Chennai District in the Directorate of Tamil Development once in two months. Staff Training Institute and in the departments of Police, Co-operation and Public Works by the officers of Tamil Development Department.

Prizes for the Best Drafts and Notes

With the view to encourage motive and also to give incentives to the Government staff who are implementing Official Language scheme with keen interest and devotion, prizes are given every year to Government staff who prepared best drafts and notes in Tamil. They are selected

An amount of Rs.2,25,000/- was spent in the year 2013-14 for giving prize to those who were selected in the year 2012 for writing best notes and drafts in Tamil.

12 Shields for Government Offices

Shields and certificates of appreciation are given to each office of Heads of the Department / Collectorates / Heads of Government undertakings which is implementing the Official Language scheme excellently every year. Likewise shield and appreciation certificates are given to one district level office which excels in the same. An amount of Rs.45,644/- was spent in the financial year 2013-14 for giving shields to the offices selected in the year 2012.

Administrative Glossary

Glossary is printed and issued free of cost to enable the writing of notes and drafts well in Tamil in the offices of Government departments, Organisations, and Corporations. Seventh edition has been published in the year 2013-2014 with more new words after a gap of thirteen years.

13 Special Glossary

The work related to the compilation of special glossaries of 75 departments of Government of Tamil Nadu have been compiled and the compendium will be brought out and published as a single volume.

Word Bank

The purpose of this scheme is to create Tamil words equivalent to the words of English and words of other languages which are newly coming into usage and release them for the use of public, Government offices and Media.

Awards

Awards are given in appreciation of Tamil scholars who have rendered their services in support of the development of Tamil language and literature. Awards are given on Thirunal and Chithirai Mudal Nal (Tamil New Year Day). The awardees are given the

20 Financial Assistance for Publication of Books

In order to encourage the publication of best books in Tamil, a scheme to extend financial assistance to the authors is implemented. On the basis of the estimate by the Government press, 60% of the printing expenditure or Rs.50,000/- whichever is less is given in two installments as financial assistance for publication of the book. Further, the annual income should be below Rs.50,000/- for getting financial assistance under this scheme.

Rs.7,09,666/- was given to 40 authors under this scheme in the financial year 2013-2014.

Thirukkural Prize

On consideration of the benefits derived from the Kural ideas being strongly impressed in student days, a cash prize of Rs.10,000/- is given to every student who get by heart and recite all the 1330 kural couplets. Orders have been issued for giving prizes to 36 students for Kural recital in the year 2013-2014.

21 Competitions on Poetry & Essay writings and Elocution

To encourage the efficiency in elocution and writing among the students of school and colleges, competitions on poetry and essay writing and elocutions are conducted every year. Prizes are distributed as given below:

22 Tamil Literary workshop for youth (Ilanthamizar Illakia Pattarai)

Training Classes on poetry writing, Essay writing, Elocution were conducted for one week at Srirangam at a cost of Rs.10.00 lakh.

As the budding Tamil youth showed greater interest in this training, now it is given for 200 students annually at a cost of of Rs.20.00 lakh.

Nationalisation of Books

The Books of 146 Tamil Scholars were nationalised so far, and Honorarium amount was given to the legal heirs to enrich and add glory to Tamil language by making their books available to all. The printing and publishing of the books which were nationalised is being undertaken by the International Institute of Tamil studies.

An amount of Rs.19,03,285/- was provided to the International Institute of Tamil studies in the year 2013-14 and 22 books were printed and published.

23 Financial Assistance for Aged Tamil Scholars

This scheme is being implemented with the good intention of assisting the Tamil Scholars in their old age, who have rendered service to Tamil throughout their lifetime. Monthly Financial Assistance of Rs.2000/- is given to Tamil Scholars who have completed 58 years of age and whose annual income is below Rs.24000/-, throughout their life time. After their demise, the same amount of assistance is given to their legal heirs. Financial Assistance was sanctioned for 30 aged Tamil Scholars newly in the financial year 2013-14. Financial Assistance is being provided to 671 Tamil Scholars and their legal heirs under this scheme so far.

Financial Assistance for Tamil Scholars

Financial Assistance of Rs. 3,000/- and Rs. 15/- medical allowance is being provided to those who have rendered yeoman service for the cause of Tamil language

24 and throughout their life. After their demise, Financial Assistance of Rs.1500/- and Medical allowance of Rs.15/- per month is given to the legal heirs. In the Year 2013-14 Financial Assistance has been sanctioned to 89 Tamil Scholars and their legal heirs.

Financial Assistance for Border Saviors

Financial assistance of Rs.4,000/- and medical allowance of Rs.15/- per month is being provided to the border saviors, who have struggled for saving the borders of Tamil Nadu. After their demise, Financial assistance of Rs.2,000/- and medical allowance of Rs.15/- per month is given to their legal heirs. Financial Assistance is sanctioned to 28 Border saviors and their legal hairs in the year 2013-14.

Translation is a fine art. Music loses its sheen when the song isn’t played according to the musical notes; likewise, dance won’t be the same if it is not performed in the desired expression. 28 DIRECTORATE OF TAMIL ETYMOLOGICAL DICTIONARY PROJECT

The work of bringing out the Comprehensive Etymological Dictionary of the Tamil Language has been completed. The Dictionary (13,327 pages in all) has been brought out in 12 volumes, comprising in all 31 parts. This Directorate has now taken up the work of bringing out a revised version of the entire compendia. The work on the 3 parts, comprising volume I, has been completed and proof corrections were carried out. The next 3 parts are now being processed.

This Directorate proposes to prepare and publish a concise version of the 31 parts work for the easy and convenient use of students, teachers, professors of Tamil and research scholars everywhere.

This directorate also proposes to take up the preparation of a Comprehensive dictionary of Tamil verbs,

29 since Tamil is one of the most ancient Classical languages of the world and the work will contribute to the development of historical and comparative linguistics bearing on Dravidian, Indo-European and other language families also.

In order to make this monumental and encyclopedic work readily available to the Tamils throughout the world, (besides researchers in diverse field of Linguistics) the Directorate in co-operation with the Tamil Virtual Academy is engaged incorporating the entire work (31 parts) in PDF form on the worldwide website.

The International Institute of Tamil Studies was established by Government of Tamil Nadu in the year 1970 under the Societies Act.

• To develop an Academic environment which will be conducive to encourage higher research in Tamil studies

32 Governing Council

The International Institute of Tamil Studies is functioning as an autonomous Institute, with the mission of providing a remarkable quality Tamil research and development. The Minister for Tamil Official Language and Tamil Culture is the Chairman of Governing Council along with Ex-officio Vice chairmen, members and the council being organized as high level decision making body. The 47th Governing Council meeting was held during the year with the chairmanship of the Hon’ble Minister for School Education.

A bilingual, biannual journal carries a title ‘Journal of Tamil Studies’ has been brought out from the Institute since September 1972. It makes a bridge between scholars of Tamil and English not only in India but also in foreign countries as well. The Government of Tamil Nadu is releasing grants to the Institute to meet over the expenditures every year. The Government has sanctioned an amount of Rs. 147.80 lakh for the financial year 2013-14 to meet out regular expenditure and Rs. 29.60 lakh as pensionary grant.

50 Translation of Thirukkural, Bharathiar and Bharathidasan Poems in Chinese Language

Under the project on translation of Thirukkural, Bharathiar Poems and Bharathidasan Poems into Chinese language, Government of Tamil Nadu has sanctioned Rs.41.70 Lakh in the first phase and Rs.36.00 Lakh in the second phase. Translation of Thirukkural has been completed and printing works is in progress under the aegis of Department of Directorate of Tamil Development, Government of Tamil Nadu.

Selected Poems of Bharathiar have been translated and printing work would commence under the supervision of the Directorate of Tamil Development.

Master plan for construction of Tamil alphabet letters ‘j’,‘ä’,‘œ’,‘eh’,‘L’ shaped buildings was prepared. Under this plan `œ’ building was already completed and in use and ‘ä’ and ‘L’ shaped buildings are nearing completion.

A grant of Rs.12.00 lakh was sanctioned by Government of Tamil Nadu for Development of Tamil through Computer and other research activities. Under the scheme, 1770 pages of data were updated into the website.

Department of Information Technology, Government of India had sanctioned Rs.30.74 lakh for the integrated project on Dravidian Word Net. First phase of this project will be completed on 2014.

Department of Telecommunication, Government of India has sanctioned Rs.47.00 lakh for Indian Language Corpora Initiative project. First Installment of Rs.19.21 was received and 3500 sentences were collected and 18000 sentences from Hindi were translated into Tamil.

21 students from Department of Linguistics, Tamil University were selected for Fellowship under ‘Indian Mother Tongue field survey project’ funded by Ministry of Home Affairs, Government of India.

Tamil University had forwarded proposal for 12th Five year plan to UGC. UGC has sanctioned Rs.8.12 crore. First Installment of Rs.3.24 crore was received and works are being undertaken.

Publication of Books and Sales

In the year 2013-2014, new books and reprint edition books were published. Tamil University publications were sold every day through sales outlet at Thanjavur and at various Books Exhibition held throughout Tamil Nadu. During 2013-2014, books worth Rs. 6.16 lakh were sold.

60 WORLD TAMIL SANGAM, MADURAI

INTRODUCTION

Former Hon’ble Chief Minister of TamilNadu Dr.M.G.R had organised the 5th World Tamil Conference in January 1981 in Madurai. In that conference, Honourable Chief Minister of Tamil Nadu Dr.M.G.R announced World Tamil Sangam (WTS ) will be established in Madurai. It is also announced that the WTS will coordinate the Tamils and Tamil organisations all over the world.

According to this announcement, 14.15acres of land is allotted for World Tamil Sangam in Madurai. The land is located in between Madurai Law college and Corporation Swimming pool.

Dr.M.G.R. had inaugurated World Tamil Sangam at Madurai Medical College ground in the Tamil New Year day 14th Apr 1986. In the inaugural function, cultural

The plan (blueprint) for the construction of the master plan complex for World Tamil Sangam was prepared and the same was approved by Amma. Institute of Asian Studies was established in the year 1982 with the following significant objectives:

More than 150 rare titles that deal with Tamil studies have been published; a number of them with the participation of scholars from abroad. Students from several foreign countries learn Tamil language and study Tamil literature in the Institute. This centre has trained a number of foreign scholars in advanced Tamil research, while it collaborates with international organizations like the UNESCO in promoting Tamil studies.
