Press Release, 2-3 December 2010 COUNCIL OF THE EUROPEAN UNION EN 16918/10 PROVISIONAL VERSION PRESSE322 PRCO41 PRESS RELEASE 3051stCouncilmeeting Justice and Home Affairs Brussels,23December 2010 Presidents Mr Melchior Wathelet StateSecretaryincharge ofMigrationandAsylumPolicy Mrs Annemie Turtelboom MinisterforHomeAffairs Mr Stefaan De Clerck MinisterforJustice P R E S S Rue de la Loi 175 B – 1048 BRUSSELS Tel.: +32 (0) 2 281 8914 / 6319 Fax: +32 (0)2 281 8026 [email protected] http://www.consilium.europa.eu/Newsroom 16918/10 1 EN PROVISIONAL VERSION 2.3.XII.2010 Main results of the Council Home affairs ministers adopted negotiation directives for PNR agreements with Australia, Canada and the United States of America . This allows the Commission to start negotiating with these three countries. Further discussions on the fight against terrorism focused on: - the EU counter-terrorism coordinator's latest report and discussion paper , - the question of sharing information on terrorist threat levels between the member states, and - the recommendations of the ad hoc High Level Group on cargo security/civil aviation . Other home affairs items included a discussion on the Commission's communication on concrete actions regarding the EU's Internal Security Strategy. Home affairs ministers also adopted conclusions on preventing and combating identity-related crimes and on the fight against crimes committed by mobile (itinerant) criminal groups as well as an action plan to combat illegal trafficking in so called “heavy” firearms . During the asylum and migration part of the Council, ministers focused on the progress made in this area in the past six months as well as on the way forward during the next four EU presidencies. Ministers also discussed the state of implementation of the Greek national action plan on asylum reform and migration management . Justice ministers adopted, among other things, harmonised rules on the law applicable to divorce and legal separation . It is the first enhanced cooperation in the history of the EU in which currently 14 member states are taking part. On data protection, the Council adopted a negotiation mandate for a EU-US agreement on protection of personal data and the Commission presented its communication on data protection with a view to a legislative proposal to overhaul the existing EU legislation in this area dating from 1995. Ministers then confirmed the agreement reached on EU wide minimum rules concerning the fight against trafficking in human beings . If everything goes as planned, the rules should be adopted by the Council and the Parliament in first reading in the coming weeks. Among the other justice items, the Council reached a general approach, thus opening the way for negotiations with the European Parliament, on two directives regarding: - the fight against sexual exploitation of children , and - the right to information in criminal proceedings ("Letter of rights"). 16918/10 2 EN PROVISIONAL VERSION 2.3.XII.2010 CONTENTS 1 PARTICIPANTS................................................................................................................................5 ITEMS DEBATED PNRagreementswiththirdcountries...................................................................................................7 Fight againstterrorism..........................................................................................................................8 Strengtheningaircargosecurity...........................................................................................................8 Sharinginformationonterroristthreatlevels.......................................................................................8 EUcounter-terrorismcoordinator ........................................................................................................9 EU InternalSecurityStrategy.............................................................................................................12 Identityfraudandidentity management - Conclusions ......................................................................13 Fight againstcrimescommittedbymobilecriminalgroups - Conclusions .......................................14 Combatingillegaltraffickinginsocalled“heavy”firearms - Action Plan .......................................15 BelgianPresidency programmeonasylum andmigration.................................................................16 Divorceandlegalseparation ..............................................................................................................17 Traffickinginhumanbeings ..............................................................................................................20 Sexualexploitationofchildren...........................................................................................................23 Righttoinformationincriminal proceeding......................................................................................24 EuropeanInvestigationOrder ............................................................................................................26 EU-USdata protectionagreement......................................................................................................27 Data protectioncommunication .........................................................................................................28 e-Justice..............................................................................................................................................29 1 Wheredeclarations, conclusionsorresolutionshave beenformallyadoptedbytheCouncil, thisisindicated intheheadingfortheitemconcernedandthetextis placedbetweenquotationmarks. Belgium (2014 – published 2015) Benoît Rihoux1, Audrey Vandeleene1, Lieven De Winter1, Pierre Baudewyns1, Serge Deruette2 1 Centre de Science Politique et de Politique Comparée (CESPOL), Université catholique de Louvain, Belgium; 2Université de Mons, Belgium INTRODUCTION The year 2014 was particularly dense, with simultaneous regional, parliamentary and European Parliament elections on 25 May. This was followed by a relatively short government formation process towards an unprecedented ‘Swedish’ federal cabinet. The electoral cycle took place in the context of a still quite difficult socioeconomic situation and ethnolinguistic tensions at the elite level. ELECTION REPORT Regional Elections: 25 May 2014 Most parties did not present a separate regional and federal manifesto (De Winter and Van Wynsberghe forthcoming), therefore blurring regional and federal issues. Remarkably, following the electoral results at the regional level (Blaise et al. 2014b), the regional government formations brought regionalist parties in power in three of the five regional/community governments. In Flanders, the N-VA became the predominant party in the Flemish region, replacing the CD&V, and thus legitimately claimed the leadership of the formation of the Flemish executive, which resulted in the formation of the Bourgeois I government with the N-VA, the CD&V and the Open VLD. At the Walloon elections, of the three incumbent coalition parties (PS, CdH and Ecolo) only the latter lost heavily, with the fourth traditional party (MR) regaining some ground, as well as the newcomers PTB and PP. The new Walloon government was formed as a left-centre coalition of the PS and CdH, under the leadership of P. Magnette (PS), while the executive of the Francophone community government was headed by the incumbent R.

  • Belgian Polities in 1985 « No T Urning Back » *
Belgian Polities in 1985 « No T urning Back » * by Jozef SMITS, Licentiate in Polltical Science. * Belgian politica! life in 1985 was completely dominated by the parliamentary elections, for the Christian-Democrat and Liberal coalition under the leadership of Wilfried Martens (CVP) was in its last year. The Martens V government almost succeeded in completing the parliamentary term as it bas intended. They Heysel drama caused an unexpected rupture in the cabinet, so elections were set for October, while normally they would have been held in December. The electoral battle was completely dominated by the three major politica! families : on the one side, the Christian Democrats and the Liberals, who defended the recovery policy of the previous four years based on a transfer of financial resources from individuals to businesses ; on the other side were the Socialists, who stressed the negative effects of the « income cutback » policy. The polarization of the electoral campaign was symbolized the most clearly by the campaign of the largest majority party. With the slogan Geen Ommekeer (No Turning Back) and with outgoing Premier Martens as the figurehead, the CVP tried to com municate to the electorate that there was no alternative to the unpopular socio-economie recovery policy and that this policy had to be continued in order to solve the country's problems definitively. Against expectations and to its own astonishment, the majority emerged strengthened from the ballot box. Consequently, nothing stood in the way of a new edition of Martens V, and on 28 November, the new Christian-Democrat/Liberal government was formed. Wilfried Martens again had the leadership of • A part of the information given in this article is taken from the article written by M.

  • Nomination Et Composition Des Commissions Permanentes
