Wissenschaftliche Dienste Deutscher Bundestag Aktueller Begriff Vierzig Jahre Deutsche Vereinigung für Parlamentsfragen Ende der sechziger Jahre wurde in Wissenschaft und Öffentlichkeit zunehmend über Wissens- und Verständnisdefizite in den Debatten über Parlamentarismus in der Bundesrepublik Deutsch- land geklagt. Auch wenn die parlamentarische Demokratie bereits zwei Jahrzehnte erfolgreich praktiziert worden war, mangelte es der wissenschaftlichen und öffentlichen Parlamentarismus- diskussion nach Ansicht zahlreicher Beobachter nicht nur an fundierten Kenntnissen über die parlamentarischen Gegebenheiten, sondern auch an einem schnellen und leichten Zugriff auf Daten und Informationen über aktuelle Entwicklungen des Parlamentarismus. Dies hatte in den Augen der Kritiker die sachbezogene Beobachtung, Kritik und Mitwirkung – also essentielle Grundbedingungen jeder parlamentarischen Demokratie – in der Bundesrepublik beeinträchtigt. Vor diesem Hintergrund fanden sich Wissenschaftler, Parlamentarier, Journalisten und Mitarbei- ter der Bundestagsverwaltung zur Gründung einer Vereinigung zusammen, die durch die Bereit- stellung zuverlässiger parlamentsbezogener Informationen, Daten und Analysen die wissen- schaftliche und öffentliche Diskussion über Funktionsweise, Reformbedarf und Reformmöglich- keiten des parlamentarischen Systems befördern sollte. This was followed by a relatively short government formation process towards an unprecedented ‘Swedish’ federal cabinet. The electoral cycle took place in the context of a still quite difficult socioeconomic situation and ethnolinguistic tensions at the elite level. ELECTION REPORT Regional Elections: 25 May 2014 Most parties did not present a separate regional and federal manifesto (De Winter and Van Wynsberghe forthcoming), therefore blurring regional and federal issues. Remarkably, following the electoral results at the regional level (Blaise et al. 2014b), the regional government formations brought regionalist parties in power in three of the five regional/community governments. In Flanders, the N-VA became the predominant party in the Flemish region, replacing the CD&V, and thus legitimately claimed the leadership of the formation of the Flemish executive, which resulted in the formation of the Bourgeois I government with the N-VA, the CD&V and the Open VLD. At the Walloon elections, of the three incumbent coalition parties (PS, CdH and Ecolo) only the latter lost heavily, with the fourth traditional party (MR) regaining some ground, as well as the newcomers PTB and PP. The new Walloon government was formed as a left-centre coalition of the PS and CdH, under the leadership of P. Magnette (PS), while the executive of the Francophone community government was headed by the incumbent R. -

Belgian Polities in 1985 « No T urning Back » * by Jozef SMITS, Licentiate in Polltical Science. * Belgian politica! life in 1985 was completely dominated by the parliamentary elections, for the Christian-Democrat and Liberal coalition under the leadership of Wilfried Martens (CVP) was in its last year. The Martens V government almost succeeded in completing the parliamentary term as it bas intended. They Heysel drama caused an unexpected rupture in the cabinet, so elections were set for October, while normally they would have been held in December. The electoral battle was completely dominated by the three major politica! families : on the one side, the Christian Democrats and the Liberals, who defended the recovery policy of the previous four years based on a transfer of financial resources from individuals to businesses ; on the other side were the Socialists, who stressed the negative effects of the « income cutback » policy. The polarization of the electoral campaign was symbolized the most clearly by the campaign of the largest majority party. With the slogan Geen Ommekeer (No Turning Back) and with outgoing Premier Martens as the figurehead, the CVP tried to com municate to the electorate that there was no alternative to the unpopular socio-economie recovery policy and that this policy had to be continued in order to solve the country's problems definitively. Against expectations and to its own astonishment, the majority emerged strengthened from the ballot box. Consequently, nothing stood in the way of a new edition of Martens V, and on 28 November, the new Christian-Democrat/Liberal government was formed. They also adopted without discussion (as an A item) a decision on the conclusion of a new EU-US PNR agreement . Other terrorism related issues included a debate on a proposal for a regulation on the marketing and use of explosives precursors which aims to limit the access to these chemicals by members of the general public, as well as the adoption of conclusions on de-radicalisation and disengagement from terrorist activities. On migration, the Council approved an action paper intended to ensure a coherent EU response to continued migratory pressures . Ministers also discussed conclusions on the Global Approach to migration and mobility which are to be adopted by the General Affairs Council in May. A policy debate took place on readmission agreements . Regarding the establishment of a Common European Asylum System , the Council looked at the state of play of negotiations on the four outstanding legislative proposals. -
