Network Centric Warfare Chief of Defence Norway has decided that network centric warfare will be the basis for a study on the future development of the Norwegian Armed Forces. The decision was made due to the development of NCW within major NATO Allies and Norwegian partners. The purpose of this paper is to provide substantiation that the Norwegian Forces can, with difficulty, transform themselves into a truly network centric force. It will illustrate how obstacles related to Norwegian ambitions, Command and Control, technological requirements, interoperability, and finally, just ability to lead and command, can be overcome. It shows that the greatest challenge to NCW for Norway will be the contemporary mindset among its senior military leaders, and that this obstacle can be overcome. A qualitative study about the process of reintroducing a professional Other Ranks (OR) structure into the Norwegian Army today Tore Stirling Bade 2 3 Abstract Although the Norwegian Army once contained a professional Non-Commissioned Officer (NCO) or Other Ranks (OR) structure, it was abolished for reasons that did not take into account future needs or the ultimate consequences of such change. As the only Army in NATO at present, that lacks such a structure, many consider the Norwegian Army to be at odds with a world that requires a very different emphasis today. Although efforts have been made to effect such change, various factors have contributed to the status quo. This study identifies a number of factors that have played a role in shaping the process to reintroduce a professional Other Ranks structure in the Norwegian Army today. The key findings indicate that political ideology is far less influential today than has been the case historically. The idea of officership as profession appears to play a role, as do the aspects of ownership, timing and a holistic approach. The study also shows that gradual change is now evident and it is therefore considered likely that the Norwegian Army will also develop its own professional OR structure in the foreseeable future. 4 Summary The issue of a professional OR structure in the Norwegian Armed Forces has been controversial for a number of years. The disbandment which was a political decision came about largely due to contention over ideology and class perspectives.

The policy the Government settled on, however, was to contribute to the war effort primarily by making use of the naval and air forces at its disposal. Meanwhile, the Army would be given a low priority, barely having reached a size of 4,000 by the end of the war. This thesis looks at the decisions and factors that influenced the creation, organisation and employment of the Norwegian Army-in-exile. The questions it seeks to answer is why the Army remained numerically small in size, why it was barely used in combat operations and whether this was a continuation of Norwegian defence policy in the interwar years.

    BIOGRAPHY General Carter F. Ham, U.S. Army, Retired General Ham is the president and chief executive officer of the Association of the United States Army. He is an experienced leader who has led at every level from platoon to geographic combatant command. He is also a member of a very small group of Army senior leaders who have risen from private to four-star general. General Ham served as an enlisted infantryman in the 82nd Airborne Division before attending John Carroll University in Cleveland, Ohio. Graduating in 1976 as a distinguished military graduate, his service has taken him to Italy, Germany, Kuwait, Saudi Arabia, Macedonia, Qatar, Iraq and, uniquely among Army leaders, to over 40 African countries in addition to a number of diverse assignments within the United States. He commanded the First Infantry Division, the legendary Big Red One, before assuming duties as director for operations on the Joint Staff at the Pentagon where he oversaw all global operations. His first four-star command was as commanding general, U.S. Army Europe. Then in 2011, he became just the second commander of United States Africa Command where he led all U.S. military activities on the African continent ranging from combat operations in Libya to hostage rescue operations in Somalia as well as training and security assistance activities across 54 complex and diverse African nations. General Ham retired in June of 2013 after nearly 38 years of service. Immediately prior to joining the staff at AUSA, he served as the chairman of the National Commission on the Future of the Army, an eight-member panel tasked by the Congress with making recommendations on the size, force structure and capabilities of the Total Army.

For det første gikk utvalget ut med et tilbud til alle gjenlevende veteraner fra Alta bataljon som var bosatt i Finnmark og enkelte andre steder, om en omfattende helseunder- søkelse utført av spesialister i psykiatri og allmennmedisin. Analysen av datamaterialet fra disse undersøkelsene har tatt lenger tid enn forutsatt. Med tanke på at saken gjaldt et omstridt spørsmål som har versert i en årrekke og som har opptatt veteranene og mange etterlatte i lang tid, la utvalget vekt på å få un- dersøkt alle aspekter som kunne tenkes å være av betydning for deltakernes pen- sjonsrettigheter. En del av utvalgets medlemmer og noen av de impliserte legene gjennomførte i au- gust 1997 en befaring i stridsområdet nord for Narvik. Befaringen ble lagt opp og ledet av oberstløytnant Hans Børsheim ved Krigsskolen Linderud. Også oberstløyt- nant S E L Ramberg, Alta bataljons siste sjef, deltok i befaringen.

Militærhistorie og dens særegenheter er sentralt i avhandlingen. Studien er todelt. For det første er den en kildebasert rekonstruksjon av et utvalg av hendelser og tematikk. Denne rekonstruksjonen bygger på innsikter fra strategiske studier og internasjonal militærhistorie. For det andre er den en historiografisk undersøkelse av hvordan felttoget ved Narvik er blitt studert og fremstilt. Den historiografiske analysen er en innholdsanalyse av et utvalg fra den store mengden med militærhistoriske studier som er utgitt, og som omhandler Narvik 1940. Utvalget favner bredt og inkluderer faghistoriske, fagmilitære og dokumentariske studier. Studien konkluderer langs tre linjer. For det første viser den realhistoriske rekonstruksjonen at det er tematikk og innsikter som er misoppfattet, og at det fortsatt er mulig å finne nye perspektiver og tilføre ny tematikk. Den historiografiske undersøkelsen har avdekket at den eksisterende overordnede fremstillingen for det meste har vært uforandret siden de første fremstillingene etter andre verdenskrig. Det kommer stadig ut ny litteratur om hendelsen, og mye av denne er med på å gjøre fremstillingen mer nyansert. Videre har den historiografiske undersøkelsen også avdekket at det i stor grad er dokumentarister som studerer felttoget ved Narvik.
