Partial, late or poor implementation of Actions or Activities

14 Information note to beneficiaries (draft) • Aim: To provide information and increase transparency in cases of reduction in EU funding due to partial, late or poor implementation. • Main elements: • Rate of technical completion calculated by the date of submission of the final report (but eligibility of costs only by the GA end date) • Two possibilities to calculate the technical completion rate at activity level. • Illustrative examples. 20 From R&I to deployment ?

Deployment of Research & Innovation - Horizon 2020 infrastructure CEF

TRL H2020 CEF Projects achieving different results but = complementary to advance technology Complementary development and deployment. Areas identified: Alternative fuels, Electric Mobility, Maritime Safety and Logistics.

Example: Electric Mobility

EVA+Electric Vehicles Arteries in NeMo Italy and (2016-2019) (2016-2018) H2020 CEF H2020 Synergies where technologies have matured CEF = under previous research programs and are being implemented under CEF.

Areas identified: ITS, Waterborne: Maritime Progression transport & Logistics Industry, Charging for EVs and Air Traffic Management: SESAR.

Example: Air Traffic Management

FP7

SESAR JU – H2020

CEF Concrete steps toward synergies (1/2) • Increased H2020/innovation presence at TEN-T days and a CEF deployment presence at the Transport Research Arena (TRA) • Inclusion of CEF Actions in the “Transport Research and Innovation Monitoring and Information System” TRIMIS • Communication with project stakeholders • "Dedicated section on INEA's web-page on Synergies between H2020 and CEF: • Publications : Thematic publications providing input from both H2020 and CEF projects, e.g. ITS, Aviation 24 25 26 27 Concrete steps toward synergies (2/2)

• The 2018 CEF MAP call focused on digitalisation, hence an area of innovation. INEA identified 11 proposals referring to research results of specific H2020 actions. 8 of those proposals have been retained for funding. This is clear evidence of building a bridge between research and deployment. • MOVE and the incoming Finish Presidency are organising in the “Digital Transport Days”, 7-9 October 2019 in Helsinki. This will be a good opportunity for discussing cooperation with the research community.

28 6. EU support to Brenner Base Tunnel (BBT)

29 The BBT • BBT is one of the major cross-border infrastructure projects in the EU and an important part of the Scan-Med Corridor. • It comprises 64 km long double track railway tunnel between Austria and Italy. BBT part of the TEN-T policy • The project forms part of the TEN-T policy since the very beginning. It was among the 14 priority projects of the Essen list (1994) and was already an integral building bloc of Priority Project 1 (under the previous TEN-T Guidelines). • The EU added value is significant due to the cross- border nature of the project and its location. Τhe Brenner is a vital transport axis linking northern/central to southern Europe and thus of trans-European importance. BBT part of the Scan-Med Corridor

• The corridor stretches from Finland and Sweden in the North, to the island of Malta in the South, taking in Denmark, Northern, Central and Southern Germany, the industrial heartlands of Northern Italy and the southern Italian ports. • The Corridor represents a crucial north-south axis for the European economy. BBT part of the Scan-Med Corridor • The most significant ongoing projects on the corridor (Øresund Bridge completed) are the Fehmarnbelt Fixed Link and the BBT, including their access routes. • BBT is one of the pre-identified sections on the Scan- Med Corridor • The Work Plan for this corridor identifies BBT as a major bottleneck on the corridor and a main priority of the European Coordinator (Mr Pat Cox) for the realisation of the Corridor by 2030. EU financial support to BBT • The EU has financed the project from the early phases of feasibility and environmental studies under the TEN-T programme and currently under the CEF (40% co-funding rate for works). • The overall EU contribution under the TEN-T amounted to 432.46m€, including the southern and northern accesses (around 388m€ fort the Base Tunnel) • There are 2 ongoing CEF Actions co-funding the base tunnel. The total EU contribution amounts to 1,18bn€. Ninth INEA Advisory Group meeting BRENNER BASE TUNNEL
