KeolisAmey Metrolink Aline Frantzen Metrolink House Queens Road Manchester M8 0RY Oliver Stewart Senior Executive, RAIB Recommendation Handling RAIB The Wharf Derby DE21 4BA 8th March 2019 Dear Mr Stewart, Thank you for your e-mail dated the 28th January 2018, in which you have requested an update on KAMs initial response to recommendations 1 to 8, that was provided to you in May 2018. This response has been jointly reviewed by Transport for Greater Manchester (TfGM) and Keolis Amey Metrolink (KAM) and should be considered as a joint response. Recommendation 1 KAM and TfGM welcome the launch of the Light Rail Safety and Standards Board (LRSSB) and are committed to working with LRSSB to provide the step change in the governance within the light rail sector. KAM and TfGM look forward to seeing the output from the sub-committees originally established by UKTram, and in particular Sub-Committee one, which will support existing action plans for recommendations 3 to 8. Recommendation 2 KAM and TfGM have been working with Atkins to provide five years of accident and incident data, to support the population of the Safety Risk Model (SRM) template for Manchester Metrolink. Both KAM and TFGM are pleased that Manchester has been picked as the first location to implement the new model and our respective teams are fully committed to the work. A two day workshop has been scheduled for the 12th and 13th March, which includes representatives from both TfGM and KAM. The workshop will use the combined expertise to reach a consensus on the identification of hazards, precursors and the assessment of risks This work will lead to the identification of Manchester Metrolink’s risk profile. Recommendation 3 KAM and TfGM continue to explore potential options to automatically reduce the tram speed in higher risk locations. TfGM are working with their vehicle supplier, Bombardier, who are due to provide a presentation on an obstacle detection system, that is in the early stages of development. This is due by the end of quarter one 2019. A possibility is that the system, once proven, could be adapted to detect over-speeding as well. However, KAM and TfGM await the release of the report from Sub-Committee one, containing the review of currently available speed control systems on the market. This is anticipated by the end of March 2019. Keolis Amey Metrolink Limited Registered Office: Evergreen Building North, 160 Euston Road, London NW1 2DX Registered in England No: 09871073 Recommendation 4 A review of currently available driver vigilance devices and systems continue to be reviewed by Sub- Committee one, with the final report anticipated to be released by the end of March 2019. This will consider the benefits, drawbacks and potential impacts of each of the systems and will support the discussions currently underway with Bombardier, following a proposal for a Driver Vigilance Device, from Kiepe. Recommendation 5 KAM and TfGM advised that his recommendation had been closed in their response to the ORR in May 2018. Recommendation 6 Discussions continue with Bombardier on potential glazing solutions in the new fleet of Trams that will be procured by TfGM. The focus is on the review of the fitment of laminated glass in the new fleet. The output of the work from Sub-Committee one will support the review. Whilst it has now been identified that a retrofit of the glazing on the existing fleet would not be possible, the potential to use laminated film is being considered following the development of a change paper for this approach in Croydon. Recommendation 7 A review of on-board emergency lighting has been carried out, in the design of the new trams for Metrolink, which has resulted in the inclusion of LED lights, with an independent power source on some of the lighting units recommended. This solution will continue to be developed during the design reviews and procurement activities. We are therefore satisfied that the new trams will come with a solution that meets the intent of this recommendation and will look to develop a case to retrofit the existing fleet with the same LED lighting solution. The emergency lighting on the existing fleet will last for approximately 45 minutes with a set of full batteries. Recommendation 8 KAM and TfGM continue to support the work of the LRSSB in the identification of an appropriate industry standard for the rapid evacuation of a tram lying on its side, in which any changes to tram construction standards will be assessed and implemented as appropriate. We don’t currently believe that the installation of access hatches in the floor is feasible or desirable on the Metrolink fleet.
