Il monitoraggio del pluralismo sociale consiste nella rilevazione di tutti i soggetti che hanno spazio nei programmi televisivi (telegiornali e programmi diversi dai telegiornali). I soggetti del pluralismo sociale vengono classificati sulla base di un elenco tipologico costituito da 22 macro-categorie; ogni macro-categoria si articola in micro-categorie di soggetti tipologicamente omogenei. Tale elenco, definito dall’Autorità, viene sottoposto a verifica periodica e, ove necessario, aggiornato/modificato. Si riporta, di seguito, l’elenco delle categorie di soggetti. GENTE COMUNE Intervistati Altro DIREZIONE CONTENUTI AUDIOVISIVI CRITERI METODOLOGICI 3 CRITERI METODOLOGICI TELEGIORNALI I tempi rilevati Per rilevare la presenza in video dei soggetti sociali vengono computati i seguenti tempi: - Tempo di notizia: indica il tempo dedicato dal giornalista all’illustrazione di un argomento/evento in relazione ad un soggetto del pluralismo sociale, intendendo per soggetto il singolo esponente o la micro-categoria di appartenenza. - Tempo di parola: indica il tempo in cui il soggetto parla direttamente in voce. Per “soggetto” si intende in questo caso ogni singolo esponente. La somma dei tempi di parola dei singoli soggetti va a costituire il tempo di parola complessivo di ciascuna micro-categoria e, quindi, della macro-categoria di riferimento. Le edizioni monitorate Vengono monitorate tutte le edizioni dei seguenti telegiornali: Tg1, Tg2, Tg3, Rai News (in onda sul canale Rai News), Tg4, Tg5, TgCom24 (in onda sul canale Tgcom24), Studio Aperto, TgLa7 (in onda su La7 e su La7d), Nove Tg, Skytg24 (in onda su TV8, Cielo, SkyTg24). Data la struttura di tali programmi, si computa solo il “tempo di parola”, ovvero il tempo in cui il soggetto del pluralismo sociale parla direttamente in voce, e non il tempo di notizia. Le tabelle riportano per quanto tempo hanno avuto voce i soggetti del pluralismo sociale, considerandone la presenza sia nei programmi di rete e di testata, sia nelle fasce orarie della programmazione di ciascun canale. Nel report sono riportati i titoli dei programmi monitorati.     CELTIC INTERNATIONAL FUND BBC ALBA (with funding from MG ALBA), S4C, TG4 and Northern Ireland Screen’s Irish Language Broadcast Fund (ILBF) are delighted to announce the second round of the ‘Celtic International Fund’, a yearly joint-commissioning round between the indigenous Celtic language television broadcasters and funders of Scotland, Wales, Ireland and Northern Ireland The aim of the ‘Celtic International Fund’ is to promote co-development and then co-production through Scottish Gaelic, Welsh and Irish, and to encourage a broader European and worldwide internationalisation of productions which are originally conceived in those Celtic languages. The Celtic International Fund hopes to provide film-makers with an opportunity to co-develop and coproduce distinctive, ambitious works to enrich primetime programme schedules, to have a national impact with audiences in the territories of Scotland, Wales, Ireland and Northern Ireland and seek to reach audiences worldwide. This call-out encompasses three genres, Factual, Formats and Drama. For all projects, we envisage a development phase where funding would be provided to develop ideas but also to develop the co- production framework which must have a production element in Scotland, Wales and either Ireland or Northern Ireland. Abstract This chapter discusses public service media (PSM) in Ireland in the context of the recent financial crisis and major demographic changes. It considers some of the factors impacting domestic PSM that are similar to those in other mature media systems in Europe, such as declining funding streams and debates over PSM-funding reform. After introducing the Irish social and political-economic context and providing for a brief historical review of PSM in Ireland, the roles of the domestic PSM organizations RTÉ and TG4 in the Irish media market are discussed. The chapter addresses initial government support for the introduction of a German-style household media fee, a Public Service Broadcasting Charge. While the charge was intended for introduction in 2015, it was later ruled out by the Irish Government in 2016. Ireland: in search of reform for public service media funding Public Service Media (PSM) has a long-tradition in the Republic of Ireland (ROI, hereafter Ireland), dating back to the commencement of the state radio service 2RN in January 1926.1 The state’s involvement in broadcasting later gave way to the main public broadcaster RTÉ, which has broadcast simultaneously on television and radio since New Year’s Eve 1961, and latterly, delivered public service content online.

    TECHNICAL STANDARDS FOR DELIVERY OF TELEVISION PROGRAMMES TO This document is a complete guide to the common technical standards agreed by the BBC, BTSport, Channel 4, Channel 5, ITV, Sky, S4C and TG4. The first three pages of this document outline parts of the specification that are unique to TG4. The main body of the document outlines the main DPP specification as adopted by all members. The Standards include: Technical Specifications, i.e. the technical production methods which must be used, and the parameters which all material must meet to be acceptable by the broadcasters. Picture and Sound Quality requirements, which also form a binding obligation on producers of material. Assessment of quality is by nature subjective, and is highly dependent on the nature of the programme. Some of the Quality Requirements are expressed in relative terms (“reasonable”, “not excessive” etc), and it will be necessary to make a judgement as to whether the quality expectations of the intended audience will be fulfilled, and whether the broadcaster will feel that value for money has been achieved. Delivery Requirements, which specify the form and layout of the programme material. Every programme submitted for transmission must satisfy a Quality Control process specified by the Broadcaster. Any programme failing the QC process on tape or file may be rejected and returned to the supplier for repair.
