(b) As per funding mandate enunciated in the ordinance, HEC allocates funds to the universities on äneed and performance basis through a funding formula approved by the Commission, which assigns different weightages to (i) type of enrollment in different disciplines like Arts / social sciences, Basic/Natural Sciences, Engg:/Medical etc, and (ii) level of studies undergraduate/ postgraduate (iii) Need of university, region/location backwardness, income disparity compensation, impact of completed development projects (iv) on performance output based on parameters like Ph.D Faculty, Research Publications in impact factor journals, QEC Reports, etc.

26 Sir, yesterday at our meeting of the Senate Defence Committee, we passed the Bill unanimously. I am very grateful, especially, to Senator Farhatullah Babar who played a leading role in that and gave some very concrete suggestions. I am also grateful to Senator Ishaq Dar sahib who was there. The Ministry of Defence, Ministry of Finance, Ministry of Law and the Establishment Division were also present there. This Bill, basically, has no financial implications. This pertains to the Airport Security Force which is a 9,000 persons strong force, which is the first defence line for passenger's safety and security at 26 airports in Pakistan. We have also decided, having passed the Bill unanimously, that within 90 days, we have directed the Defence Ministry and the Airport Security Force to present a report for the restructuring of the Airport Security Force because their pay scales are not at par with the law enforcement agencies and also the nomenclature is only being changed, but it needs restructuring and capacity building. So, we will ensure that. I think that our efforts will ensure, Insha-Allah, in the future, better security and safety of passengers and security of the airports. Sir, not only that tantamount to misconduct and misbehaviour of the I.G Punjab, he also created hurdles to resolving problems of the public.
