Next question, Mrs. Nuzhat Sadiq question No.12. 12. *Senator Nuzhat Sadiq: Will the Minister for Communications be pleased to state: (a) the present status of roads connecting Gawadar Port; (b) the amount spent on the said roads since March, 2008 with year-wise and road-wise break up; (c) whether it is a fact that the said roads have not been completed within stipulated period, if so, the reasons thereof; and (d) the steps being taken by the Government for completion of road projects at the earliest? Dr. Arbab Alamgir Khan (Minister for Communications) : (a) National Highway Authority (NHS.) has planned construction of following four roads for providing connectivity to Gwadar Port. (2) Major increase in scope of work based on lessons learnt after cyclones/flash floods of 2005, 2007 & 2010. (3) Inadequate provision of PSDP funds. 3 (d) (1) A separate PC-1 of one billion rupees (approx) is in process for provision of comprehensive/ foolproof security coverage on above projects through creation of a dedicated wing of FC. (2) Prime Minister has also approved mobilization of FWO on Gwadar-Turbat-Hoshab (M-8) for completion of balance works with an appropriate security package. (3) FWO is also willing to re-mobilize on National Highway (N-95) after settlement of various contractual issues which are being attended to. There is nothing either Super or the Highway both have disappeared and this is the main arterial road from the Karachi Port connecting it with the rest of the country. For the last five years not a single inch has been either enlarged or repaired. Will the Minister be pleased to state whether the Government has any proposal for really making it into a Super Highway, widening its Highways and when the work would start, whether a PC-I has been completed, planned or otherwise, Sir. Two weeks ago, at a party in Dubai to celebrate her 50th birthday, the exiled former Prime Minister chose to honour the occasion with a self­penned poem. The nine pages of closely typed print, written as a commemorative account of both past achievements and unfolding glories, make for enlightening reading. Recalling Pakistan, a country now governed by General Pervez Musharraf, she writes: My spirit is in one place My body in another My mind torn asunder The Elections were so Unfair Made of Broken Promises Billions spent in marketing A dictatorship as a democracy. The words appear to indicate an arrogant conceit; as if Bhutto feels she was destined to lead her country for ever. Or perhaps, having been in exile now for four years, she simply has too much time on her hands. Later, however, she writes as if dreaming of a return: We will raise buildings Where there are deserts And stop the weeping of the women of the land. Cry not. For Bhutto, a return to Pakistan must now seem more distant a prospect than ever. On Tuesday an investigating magistrate in Switzerland found Bhutto and her husband, Asif Ali Zardari, guilty of money­laundering.

    Newsletter – April 2010 Prime Minister Yusuf Raza Gilani Represents Pakistan at the Nuclear Security Summit in USA The Prime Minister Yusuf Raza Gilani and Foreign Minister Shah Mehmood Qureshi paid a brief visit to London on 10 April on their way from Pakistan to the United States to attend the Nuclear Security Summit 12-13 April 2010. Heads of State and Government from 47 countries attend the Nuclear Security Summit in the Convention Centre, Washington DC, which focused on ways to enhance nuclear security around the world. Pakistan held out assurance to the world that its nuclear program was secure and that foolproof arrangements had been made for its safety. Communiqué stated the need for capacity building for nuclear security and cooperation at bilateral, regional and multilateral levels for the promotion of nuclear security culture through technology development, human resource development, education and training; and stress the importance of optimising international cooperation and coordination of assistance. The United Kingdom was the only official nuclear weapons state (as recognised under the NPT) not to be represented by its Head of Government. British Prime Minister Gordon Brown did not attend as the summit took place during the 2010 General Election Campaign in the UK. The summit was instead attended by Foreign Secretary David Miliband.     University of Reading Pakistan’s Alliance Making with People’s Republic of China From 1990-2010: Challenges and Counter-Measures Doctor of Philosophy Department of Politics and International Relations Safdar Hussain April 2018 Abstract This empirical research sets out to explore the complex domestic dynamics that shape Pakistan’s contemporary alliance making with China. The study examines the actual and potential domestic political challenges to the endurance of Pakistan-China alliance. The research also aims to assess Pakistani security elites’ efforts and strategies to overcome those challenges. The leading approaches in international politics that seek to explain the logic of external alliances – Realism, Liberalism, and Constructivism – do not elucidate Pakistan-China alliance in depth. While there is an inordinate amount of literature concerning the Pakistan-China relations, the literature on maintenance of this alliance is relatively scarce. Besides, scholars have neglected the way in which Pakistan has promoted its alliance with China domestically. This work aims to fill this gap in the literature. Interpreting from the perspective of Security Elite Domestic Propaganda and International Alliance (SEPIA), this study will show that while the alliance with China is essential for Pakistan to contain the military threat posed by India, such an alliance meets with overt challenges from the Pakistani society. Specifically, the Pakistani popular support for Uighur separatism and terrorist attacks against Chinese targets confront the Pakistani security elites with the need to promote the alliance on the domestic level through a robust propaganda campaign. This study, therefore, evaluates the propaganda strategies of the security elites to cultivate the Chinese alliance within the national society.
