This report is extraordinary in more ways than one. On the one hand it is highly frustrating to read about simple matters being addressed in months or even years because of the machinations, delaying tactics, obstructions, and hypocrisy of certain politicians, bureaucrats, and development agencies/organisations. On the other hand I am awe struck by the persistence, sacrifice, commitment, and energy displayed by the AASHA team against the most daunting obstacles. Where most people give up in frustration AASHA persisted, even to the extent of spending full days sitting in the Senate galleries even though they were not allowed to communicate with any one. AASHA has displayed a high level of intelligence, strategic thinking, and excellent planning and management skills. Consequently this report is replete with important lessons for policy advocacy. Just to mention a few: • Establishing neutrality and a non-partisan approach, thereby bringing diverse stakeholders on board, including those normally ignored by advocacy groups (e.g. the lower staff in the Senate) • Sophisticated and continuous stakeholder analysis, leading to lobbying targets and tactics • Constantly reviewing, strategizing, followed by detailed planning and advance preparations, thereby saving time and staying ahead of the opposition • Development of an active intelligence network within relevant government ministries and departments, with real time access to crucial information (exercising the right to information) • Mastering the art of file movement/chasing/pushing • Giving credit and exposure to those that matter, rather than hogging the lime light • Promoting volunteerism at all levels, including the clever use of media at no cost One of the characteristics of entrepreneurs is that they are able to motivate people to adopt and work for their goals and causes. Fouzia Saeed sometimes, light-heartedly, calls this 'facipulation' (facilitative manipulation). In my view she has an extraordinary ability to inspire 7 The AASHA Experience--A Decade of Struggle Against Sexual Harassment in Pakistan people to adopt and pursue her goals, and I, for one, am more than happy to be facipulated by her. Even before the publication of this report a number of authors have used AASHA as a case study on feminist movements and advocacy strategies. Thus AASHA has helped to put Pakistan on the map of positive development literature, which will no doubt expand its influence and inspire and guide people and organisations across the world to learn and benefit from the AASHA experience. This report will, of course, contribute to this cause in a direct way. While I have been a rather passive supporter of AASHA, I am glad that at least I was able to convince Fouzia to document the highly valuable AASHA experience. This is a remarkable story, a true roller coaster, one which will keep you on tenterhooks. So read on and, as they say, enjoy the ride.     CURRICULUM VITAE FOUZIA SAEED, PhD Summary of Professional Experience Fouzia Saeed is among one of the known folklorists in Pakistan. She has always taken pride in her folk culture and has propagated throughout her work and living. This has been an important dimension of her life. She has been actively engaged in pursuit of traditional culture. Among her writings on culture the most prominent is a book Forgotten Faces: the daring women of Punjabi theatre, tracing lives of women who acted in the folk theatre in 60 and 70s. This came about after research over several years. This to date has remained Lok Virsa’s only contribution in women in folklore that they proudly show off. Her other research and publications include both material and non-material culture. Her book on the lacquered work of Dera Ismail Khan remains to be a reference for that kind of intricate woodwork. Her interest in folk theatre, folk music and dancing spans over 4 decades where she not only herself is an excellent folk dancer but has written about it in many places including a piece for an encyclopedia. Her other prominent successful contribution to the folklore of Pakistan was leading a movement for Manganhaar music for over ten years, committed to make their music popular in the country. Young boys and girls from their community were encouraged systematically to join the profession, learn from their elders in their baithaks and then the best among them took part in a competition. This took the shape of a very successful annual mela in Karachi witnessed by media and the elite.

Two weeks ago, at a party in Dubai to celebrate her 50th birthday, the exiled former Prime Minister chose to honour the occasion with a self­penned poem. The nine pages of closely typed print, written as a commemorative account of both past achievements and unfolding glories, make for enlightening reading. Recalling Pakistan, a country now governed by General Pervez Musharraf, she writes: My spirit is in one place My body in another My mind torn asunder The Elections were so Unfair Made of Broken Promises Billions spent in marketing A dictatorship as a democracy. The words appear to indicate an arrogant conceit; as if Bhutto feels she was destined to lead her country for ever. Or perhaps, having been in exile now for four years, she simply has too much time on her hands. Later, however, she writes as if dreaming of a return: We will raise buildings Where there are deserts And stop the weeping of the women of the land. Cry not. For Bhutto, a return to Pakistan must now seem more distant a prospect than ever. On Tuesday an investigating magistrate in Switzerland found Bhutto and her husband, Asif Ali Zardari, guilty of money­laundering.

It precisely focuses on women’s status, individual autonomy, family inter-personal relationships, and economic empowerment. The study was conducted by using the sequential, mix-method design. Initially data from 376 women were collected through survey followed by 26 in-depth interviews. The current paper is based on qualitative data acquired from 26 respondents from three-03 different domains of expertise (Parliamentarians, Journalists, and high-profile academicians/deans, vice-chancellors). The data was analyzed thematically, and transcripts were examined by the verbatim transcription analytical approach to look for themes and sub- themes. The findings show that women remain subjugated in Pakistan as they continue to be deprived of their rights and experience low status. Men remain in positions of power and prestige as they are the ones to occupy and utilize resources. Women remain under-represented in politics. However, in recent times, higher education and job opportunities have brought comfort to women’s lives but they have to struggle hard to get empowered. The study concludes that providing women with higher education and work opportunities is inevitable if we really want to empower women in Pakistan.
