INSTITUTE FOR DEMOCRATIC INITIATIVES (IDI) ! REPUBLIC OF AZERBAIJAN EARLY PARLIAMENTARY ELECTIONS FEBRUARY 9, 2020 II INTERIM REPORT (January 17, 2020 - February 07, 2020) BAKU FEBRUARY 8, 2020 1 I. SUMMARY At this stage, IDI prepared a report by conducting monitoring on the pre-election environment, the election preparation process, the nomination and registration process, the activities of the election administration, preparation for the campaign, the status of complaints and appeals. No progress has been made in the pre-election campaign to ensure political freedoms, in particular, freedom of speech and press and freedom of assembly, and those who are considered as political prisoners were not released. During the reporting period, the Central Election Commission (CEC) continued its preparations for the forthcoming elections and technically carried out its activities according to the law and during the legal period. However, it could not ensure equal conditions for candidates during the pre-election campaign. The update of voter lists was finished on January 15 with 5,238,000 people in 125 constituencies. 25,098 voters were added to the list. The figure released by the CEC is still drastically different from the figure released by the State Statistics Committee. According to IDI observations, voter lists were not placed at precincts in some election constituencies or it is impossible to see those lists due to the areas they were placed. Furthermore, some polling stations were closed during working hours. 313 people withdrew their nominations within a very short time. Observations show that mass and immediate withdrawal of candidates creates doubt that the process will be carried out by instruction.

NIEMEIJER THE HAGUE - MAR TINUS NIJHOFF 1972 I.S.B.N.90.247.1334.X PREFACE The first incentive to write this book originated from a post-graduate course in Asian history which the University of Amsterdam organized in 1966. I am happy to acknowledge that the university where I received my training in the period from 1933 to 1940 also provided the stimulus for its final completion. I am greatly indebted to the personal interest taken in my studies by professor Dr. W. F. Wertheim and Dr. J. M. Pluvier. Without their encouragement, their critical observations and their advice the result would certainly have been of less value than it may be now. The same applies to Mrs. Dr. S. C. L. Vreede-de Stuers, who was prevented only by ill-health from playing a more active role in the last phase of preparation of this thesis. I am also grateful to professor Dr. G. F. Pijper who was kind enough to read the second chapter of my book and gave me valuable advice. Beside this personal and scholarly help I am indebted for assistance of a more technical character to the staff of the India Office Library and the India Office Records, and also to the staff of the Public Record Office, who were invariably kind and helpful in guiding a foreigner through the intricacies of their libraries and archives.

  • Pak-Turkey Trade Be Taken to High Level: Imran
4th January, 2019 Pak-Turkey trade be taken to high level: Imran ANKARA: Prime Minister Imran Khan Thursday said it was high time that Pakistan and Turkey should take their bilateral trade to a high level, citing Pakistan’s ideal geo-strategic location and its huge potential for investment in infrastructure and tourism. Addressing the Turkish businessmen at a business forum organised by the Union of Chambers and Commodity Exchanges of Turkey (TOBB) here, the prime minister said that Pakistan was a virgin territory as a lot of trade areas had not yet been exploited and hardly five percent of total mineral reserves could yet be explored. TOBB is the highest legal entity in Turkey representing the private sector with 365 member associations from local chambers of commerce and industry. The prime minister is in Turkey on two-day official visit, at the invitation of Turkish President Recep Tayyip Erdogan. Prior to landing in Turkish capital, he visited Turkish city of Konya where he visited the tomb of renowned jurists and Islamic scholar Maulana Jalaluddin Rumi and laid a wreath at the grave. He is accompanied by a high level delegation including Foreign Minister Makhdoom Shah Mahmood Qureshi, Finance Minister Asad Umar, Planning Minister Makhdoom Khusro Bakhtiar, Advisor on Trade Abdul Razak Dawood and Special Assistant to PM Zulfikar Bukhari. The prime minister said huge reserves of oil, gas, copper and coal were yet unexplored. He said as Pakistan was undertaking huge connectivity projects under China’s Belt and Road Initiative (BRI), the issue of huge distance impeding Pak-Turkish trade would be resolved.

  • Understanding External Policy Influences in Pakistani Higher Education
Understanding External Policy Influences in Pakistani Higher Education by Aamir Taiyeb A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Department of Leadership, Higher and Adult Education (LHAE) Ontario Institute for Studies in Education (OISE) University of Toronto © Copyright by Aamir Taiyeb 2019 Understanding External Policy Influences in Pakistani Higher Education Aamir Taiyeb Doctor of Philosophy Leadership, Higher and Adult Education University of Toronto 2019 Abstract Pakistan, the sixth most populous nation in the world, faces complex and multifaceted challenges as it seeks to achieve middle-income country status in the 21st century. To achieve this objective, Pakistan must address the quality, access and governance issues facing its higher education (HE) sector. With barely 1 in 10 Pakistanis being able to access tertiary-level studies, external agencies have stepped in to assist the Pakistani HE sector meets its development needs. Despite several decades of involvement, and hundreds of millions of dollars spent by international donors and aid agencies, little has been achieved. This dissertation examines the nature and extent of participation by international actors in Pakistan’s HE sector. The study explores the underlying dynamics between the external and the internal in the context of the sector, and seeks to identify points of convergence and divergence in terms of a preferred future. The central research question motivating the study is: How have external actors influenced Pakistan’s HE system, and in particular, its governance? To answer this question, 43 qualitative research interviews were conducted over 5 months in 3 large urban centres in Pakistan (Karachi, Lahore and Islamabad) with senior governors active in the Pakistani HE sector including representatives of Pakistani government agencies, international organizations and HE institutional leaders.
