Chaudhry Ahmad Mukhtar: On 29th December, 2010, MD PIA and CEO of Turkish Airlines signed a äRecord of Discussionã (RoD. The RoD does not have any legal validity as its name suggests. Hence, question to transport PIA passengers through Turkish airlines does not arise. Moreover, it has also been formally announced by the Minister for Defence on the electronic media that there is no
2 agreement and that any proposal received from the aeronautical authorities of Turkey to the Ministry will be examined thereafter. As of today none has been received.

Mr. Chairman! my supplementary on this is that does the Government of Pakistan and does the Ministry of Defence go by what the media or certain statements in the media or what certain statements are made by political parties? Do they take decision on that basis or do they take a decision which is in the larger interest of the organization and the country? I donãt agree with the decision which was taken. We have not said that we are not going to look forward towards opportunities that should be made available to PIA. I agree with the honourable Senator that it was a good move but the reason why we did not do it. It was because number one; it did not come through proper channel. The request should have come from the Ministry of Aviation, Turkey, to the Ministry of Defence and they should have actually moved it keeping in view the various ASA agreements which we sign with different Airlines at different times. We have never had such lovely help and advice from the various unions and we will definitely consider their points and the view point also. I think that after listening to the various members of the House we should restart the whole process. We all agree individually that this is a very good policy and we should do it. So, we are in the process of advertising for finding a firm which can do the basic work for us and let us know whether this is feasible project for PIA or not. If it is not then we will drop it and if it is feasible for PIA then we will take the House and the employees of the PIA with us and then do it. 11 Ch. Ahmad Mukhtar: Mr. Chairman, this airport for which we are talking is a very important and this is one of the big projects which the Government of Pakistan has undertaken. This was to be made and completed by the year 2012 at the cost of 25 billion rupees, there have been excesses done in that. Now, the prices have gone up to 35 billion rupees and the Civil Aviation Authorities are telling us now that it may take more than 35 billion. It may end up somewhere within 50 to 55 billion rupees. It is very alarming also and we are trying to find out the reasons why this happened, a new system was evolved by the previous regime where this airport was divided into 8 categories and different categories were allotted to different people. Why this was done? I donãt know. Normally I have never seen like this, different things are happening, I think, it will be right and unless somebody should inquire of these issues.
