Understanding External Policy Influences in Pakistani Higher Education by Aamir Taiyeb A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Department of Leadership, Higher and Adult Education (LHAE) Ontario Institute for Studies in Education (OISE) University of Toronto © Copyright by Aamir Taiyeb 2019 Understanding External Policy Influences in Pakistani Higher Education Aamir Taiyeb Doctor of Philosophy Leadership, Higher and Adult Education University of Toronto 2019 Abstract Pakistan, the sixth most populous nation in the world, faces complex and multifaceted challenges as it seeks to achieve middle-income country status in the 21st century. To achieve this objective, Pakistan must address the quality, access and governance issues facing its higher education (HE) sector. With barely 1 in 10 Pakistanis being able to access tertiary-level studies, external agencies have stepped in to assist the Pakistani HE sector meets its development needs. Despite several decades of involvement, and hundreds of millions of dollars spent by international donors and aid agencies, little has been achieved. This dissertation examines the nature and extent of participation by international actors in Pakistan’s HE sector. The study explores the underlying dynamics between the external and the internal in the context of the sector, and seeks to identify points of convergence and divergence in terms of a preferred future. The central research question motivating the study is: How have external actors influenced Pakistan’s HE system, and in particular, its governance? To answer this question, 43 qualitative research interviews were conducted over 5 months in 3 large urban centres in Pakistan (Karachi, Lahore and Islamabad) with senior governors active in the Pakistani HE sector including representatives of Pakistani government agencies, international organizations and HE institutional leaders. -

Abstract In 2009, the Pakistani Supreme Court began granting rights to gender ambiguous people who are locally known as khwaja siras. The Court organized this population into taxonomic groups and ordered the government to ‘mainstream’ them. These actions were based on certain cultural assumptions and occurred amid uncertainties about who khwaja siras really were. Meanwhile, khwaja siras began to mobilize in an effort to control their public image. Based on fourteen months of ethnographic fieldwork on the identity politics of khwaja siras in Karachi, this dissertation seeks to understand the ways in which gender ambiguous people constructed, negotiated and represented themselves both within their social networks and in the wider society, as well as the factors underpinning their public portrayals. I conceive khwaja sira politics as a ‘game’, that is, as the art of manipulation and concealment. I argue that the games of secrecy and deception in which this minority population engaged were responses to the stigma they experienced in everyday life. -

1. Politics of Pragmatism in Pakistan, Iqbal Chawala
The Politics of Pragmatism inPakistan:A Case Study of thePakistan People’s Party Muhammad Iqbal Chawla ∗ Aman Ullah ∗∗ ABSTRACT The recent comeback of PPP on the national political scene has attracted the attention of many writers and historians to analyze this phenomenon. The PPP had suffered a decline following the 2013 elections and its support of the PML (N) for continuation of the democratic era in Pakistan. So its recent revival and re-emergence on the national scene in which it was a partner in toppling the Balochistan government and participated actively in the Senate elections of 2018 is being looked at closely by the political analysts and pundits. From here on, it seems that the PPP might end up playing a frontline role in the 2018 elections. Therefore, this study attempts to understand the role of Pakistan People’s Party, hereafter the PPP, in the political history of Pakistan. The underlying hypothesis of the study is that though in the era of Z. A. Bhutto (1967-1979) the PPP might have been regarded as an ideological party but after its founder leader’s death it adopted an approach of ∗ Dean, Faculty of Arts & Humanities, Chairman, Department of History & Pakistan Studies, University of the Punjab, Lahore, Pakistan. ∗∗ Assistant Professor, University Law College, University of the Punjab, Lahore. 2 Pakistan Journal of History and Culture, Vol.XXXIX, No.1, 2018 pragmatism. The PPP completed its fifty years in 2017 and since its inception,it has either been the ruling or the main opposition party of the country. Since the party’s initiation, the politics of Pakistan has revolved around it in one way or the other. -
