Open Letter to His Excellency, Dr Julius Maada Bio President of the Republic of Sierra Leone March 30th, 2020 The finalization of the Investigation Report on the Malen land dispute is a constructive step towards a resolution of the conflict We, an international coalition of civil society organizations, welcome the finalization of the Investigation Report which concludes the investigative phase of the conflict resolution process concerning the land conflict between the multinational palm oil company SOCFIN and communities in the Malen Chiefdom of Sierra Leone. As organizations that have closely followed this case over the years, in close communication with the affected communities and our Sierra Leone civil society organisation partners, we view the completion of this report as an important step towards finding a resolution to the long-standing land dispute. Although tensions within SOCFIN's plantations have increased in recent months and the criminalization of community representatives and civil society organisation partners has intensified, the report seems to provide a solid enough basis upon which to continue the dialogue (mediation) process, as proposed by the Vice-President of Sierra Leone in 2019. We are encouraged to see that the main findings of the Technical Committee highlight several of the allegations voiced by the affected communities since 2011. They confirm, among others, that the land lease agreements are unlawful; that payments of lease rent and other land charges were or inadequate or paid to the wrong persons; that the parcels of land were not properly surveyed and demarcated; that buffer zones between communities and SOCFIN plantations have not been respected and that this has negatively impinged upon the communities' capacity to live in dignity; that the Paramount Chief's conduct was inappropriate and potentially illegal; that SOCFIN's development projects in the communities were inadequate; and that there are serious pollution concerns linked to the company's activities. -

He is coauthor (with Simon Gikandi) of The Columbia Guide to East African Literature since 1945 (Columbia University Press, 2007) and the author of Africa Writes Back to Self: Metafiction, Gender, Sexuality (forthcoming, State University of New York Press). Coor din ates: 8°3 0′N 1 1 °3 0′W Sierra Leone Sierra Leone (/siˌɛrə liˈoʊn, -ˈoʊni/, UK also /siˌɛərə-, [6] Republic of Sierra Leone ˌsɪərə-/), officially the Republic of Sierra Leone, is a country in West Africa. It is bordered by Guinea to the northeast, Liberia to the southeast and the Atlantic Ocean to the southwest. It has a tropical climate, with a diverse environment ranging from savanna to 2 rainforests. The country has a total area of 7 1,7 40 km Flag Coat of arms (27 ,699 sq mi)[7] and a population of 7 ,07 5,641 as of Motto: "Unity, Freedom, Justice" the 2015 census.[2] Sierra Leone is a constitutional republic with a directly elected president and a Anthem: High We Exalt Thee, Realm of the Free unicameral legislature. Sierra Leone has a dominant unitary central government. The country's capital and largest city is Freetown (population 1,050,301). The second most populous city is Kenema (population 200,354) located 200 miles from Freetown. Sierra Leone is made up of five administrative regions: the Northern Province, North West Province, Eastern Province, Southern Province and the Western Area. These regions are subdivided into sixteen districts, which are further divided into 190 chiefdoms.[8][9] Sierra Leone was a British colony from 1808 to 1961. Prato Urbanities, Vol. 9 · Supplement 2 · April 2019 On Legitimacy: Multidisciplinary Reflections © 2019 Urbanities A Modest Rejoinder from a Historian Peter Jones (University of Leicester, U.K.) [email protected] It is a pleasure to participate in this debate on legitimacy. I cannot match the range of learning and scholarship that has gone into the fascinating work edited by Italo Pardo and Giuliana B. Prato (2019); and, therefore, I have concentrated on Giuliana Prato’s illuminating chapter ‘On the Legitimacy of Democratic Representation: Two case studies from Europe’ (2019), which takes a ‘turning point’ in European history: the post-1989 collapse of the Soviet Union and its client state empire in Eastern Europe. The collapse represented a crisis of legitimacy not only of the Soviet Empire as a political entity but also a crisis for the revolutionary ideology of Marxism and the various Communist Parties of Western Europe and, especially, in Italy. We are probably familiar with Francis Fukuyama’s, The End of History and the Last Man (1992) which suggested that the fall of the Berlin Wall marked a final stage in the evolution of liberal democracy and the ‘end point of mankind’s [sic] ideological evolution’ (see also Fukuyama (1989). Such optimism now seems hollow as even Western European states struggle to eliminate corruption and electorates have in some states turned to populist-nationalist political programmes. In this sense, however, Giuliana Prato’s fieldwork illustrates that the processes of change are more complex and drawn-out than the political headlines of the journalist and even sometimes of historians and political scientists. -

Guinea Ethnicity in Guinea Group selection The Malinke, Peul and Susu are politically relevant groups in Guinea. The remaining 10% of the population (besides the three big politically relevant groups) is made up of several small ethnic groups, none of which is politically organized/represented and thus politically irrelevant according to the definition of EPR. Group sizes according to figures provided by the CIA World Factbook (2245). 2245 [CIA World Factbook] Power relations 1958-1984, Sekou Toure’s rule Toure, a Malinke, who led the country to independence was known for his personal commitment to a transethnic, united Guinean na- tion (2246; 2247). Although his party (PDG) - the country’s single 2246 [Schmidt, 2005] ruling party until the military coup in 1984 - was sometimes por- 2247 [O’Toole, 2005] trayed/seen as a Malinke and Susu and anti-Peul party by political opponents, its leaders made a great personal effort to construct a party and government that included all of the country’s ethnic groups and to maintain an ethnic balance (2248) - despite the highly 2248 [Schmidt, 2005] personalized rule of Toure. Representation of all regions and ethnic groups in the party leadership was emphasized (2249). 2249 [Schmidt, 2005] Nevertheless, the more distrustful and authoritarian Toure be- came over the years, the more he was inclined to rely on a small clique of family members and Malinke associates which in the end formed the inner power circle of the regime (2250). I thus coded the 2250 [O’Toole, 2005] Malinke as "senior partner" and the Susu and Peul as “junior part- ners”. -

Abstract The purpose of this project is to examine the role of rituals in the Mau Mau struggle for Kenya’s independence. Traditionally, research on the Mau Mau has focused on the political and socio-economic aspects of Kenya’s anti-colonial struggle. As a result, the place of spirituality and, in particular, the role of rituals in the Mau Mau struggle has largely been ignored in existing literature. Initially, when KLFA rituals were studied at the height of the Mau Mau struggle, the task was undertaken by colonial anthropologists and psychologists who were often unable to escape the snare of racist and Eurocentric prejudices in their analyses. Subsequent revisionist studies have attempted to be more objective in their analyses, but the focus has mainly been on the elements and details surrounding the actual ceremonies, at the expense of how these rituals impacted individual freedom fighters.
