Iran’s intelligence apparatus, similar to other control and governance apparatuses in the Islamic Republic, is characterized by power plays, rivalries and redundancy. The Intelligence Organization of the IRGC, which answers to the supreme leader, operates alongside the Ministry of Intelligence, which was established in 1984 and answers to the president. The redundancy and overlap in the authorities of the Ministry of Intelligence and the IRGC’s Intelligence Organization have created disagreements and competition over prestige between the two bodies. In recent years, senior regime officials and officials within the two organizations have attempted to downplay the extent of disagreements between the organizations, and strove to present to domestic and foreign audience a visage of unity. The political system in post- Khomeini Iran is not based on political parties. The authoritarian regime in Iran has not developed into a ruling party system as in Egypt under Mubarak. Instead, through its different stages of institutionalisation, the Islamic Republic of Iran (IRI) has gradually degenerated from what looked like a single party system during the ascendancy of the Islamic Republic Party (IRP) in the first and second Majlis (the Islamic Consultative Assembly of Iran), to an anti-party, factional system that has continued to the present. -

In two prior articles,1 we looked at the Islamic Republic of Iran’s Ministry of Intelligence and Security (MOIS = Farsi: VEVAK=Vezarat-e Ettela'at va Amniat-e Keshvar). The following essay is a third installment in what looks to be a growing research project. Reference to the earlier papers is suggested for those new to the subject. Founded in 19842 and ranked by experts as one of the world’s largest and most active intelligence agencies in the Middle East and possessing a global reach,3 VEVAK’s activities and structure are shrouded in mystery, but its presence has been felt keenly with over 450 acts of terrorism carried out in less than a quarter of a century. With an almost unlimited budget, and a command structure reporting direct to the Supreme Leader (Farsi: faqih) Ayatollah Ali Khamenei, the secretive agency is one of the key pillars of the theocratic regime.4 Led from 1999 until mid-2005 by the notorious hanging judge Hojjatol-Islam Ali Younesi,5 it is now headed by President Mahmoud Ahmadinejad’s appointee, Hojjatol-Islam Gholam-Hossein Mohseni Ezhei, 51, formerly Prosecutor and Judge of the Special Tribunal for Clergy, and formerly Special Prosecutor in the MOIS, as well as a founding official and member of the staff selection board for MOIS6 Although a government ministry, because of its secret budget and lack of accountability to either the cabinet or the Majlis (parliament), VEVAK remains above the law, being accountable only to the Supreme Leader. -

A unique state institution, the presidency in Iran is at once hampered by constitutional restrictions on the power and authority of its incumbent and a desired target for factions internal to the political regime and ambitious politicians alike. The eleventh presidential elections of the Islamic Republic were held on June 15 2013 and presented several marked differences with respect to the previous presidential contest of 12 June 2009. The most visible of these was the absence of any sizable instances of violence, both before and after the poll, and of any intra-elite strife. None of the campaign teams furthermore produced complaints on broad or systematic fraud, and accepted the results swiftly. All of this is in marked contrast with four years ago, when two of the four final candidates, Mir-Hossein Mousavi and Mehdi Karroubi, voiced concern about the possibility of wide scale falsification of the electoral results prior to the vote and then effectively never recognized the validity of the results released by the Interior ministry, setting off the wave of protest, strife and inner-regime crisis that are yet to be fully resolved. -

A Neoclassical Realist Account
ABSTRACT The present monograph examines post-revolutionary Iran’s grand strategy by way of its adjustments at three key inection points. The rst spans the end of the Iran-Iraq war, the collapse of the bipolar order and the First Gulf War, along with internal structural changes following Ayatollah Khomeini’s death (1988-91). The second inection point encompasses the events of 11 September and the US invasions of Afghanistan and Iraq (2001-3). The third corresponds to the more recent Arab uprisings and the increasing internal and external pressures Iran faced over its nuclear program (2011-15). Given the epistemic challenges inherent in any reckoning of intentions or ends, as opposed to capabilities or means, a strict focus on the notion of ‘grand strategic adjustments’ instead permits an empirically-grounded COVER analysis of grand strategy as opposed to a more sweeping but potentially speculative reading. In examining these inection points, the author adopts Neoclassical Realism as a theoretical framework to structure the narrative, furnishing a systematic account linking systemic pressures and incentives (independent variable), via domestic lters (intervening variables), to nal outcomes or grand strategic adjustments (dependent variable). Given the prominence and predominance of ideas and the structure of rule in the Islamic Republic, the focus of domestic factors specically falls on the ‘ideational-constitutive’ (national identity, regime ideology, status aspirations and Grand strategic adjustments in state interests) and ‘institutional-competitive’ (elite interfactional bargaining) aspects. The author concludes that while Iran’s leaders have over the decades proven the capacity to both reconcile ends and means, and identify and respond to grand strategic threats and opportunities, they have ultimately yet to transcend the vicious post-revolutionary Iran: circle of self-manufactured challenges. -
