INTERNATIONAL COMMITTEE OF THE RED CROSS ICRC President in Italy... The President of the ICRC, Mr. Alexandre Hay, was in Italy from 15 to 20 June for an official visit. He was accompanied by Mr. Sergio Nessi, head of the Financing Division, and Mr. Melchior Borsinger, delegate-general for Europe and North America. The purpose of the visit was to contact the Italian authorities, to give them a detailed account of the ICRC role and function and to obtain greater moral and material support from them. The first day of the visit was mainly devoted to discussions with the leaders of the National Red Cross Society and a tour of the Society's principal installations. On the same day Mr. Hay was received by the President of the Republic, Mr. Sandro Pertini. Other discussions with government officials enabled the ICRC delegation to explain all aspects of current ICRC activities throughout the world. Mr. Hay's interlocutors were Mr. Filippo Maria Pandolfi, Minister of Finance; Mr. Aldo Aniasi, Minister of Health; Mrs. Nilde Iotti, Chairman of the Chamber of Deputies; Mr. Amintore Fanfani, President of the Senate; Mr. Paulo Emilio Taviani, Chairman of the Chamber of Deputies' Foreign Affairs Commission and Mr. Giulio Andreotti, Chairman of the Senate Foreign Affairs Commission. Discussions were held also with the leaders of the Italian main political parties. On 20 June President Hay, Mr. Nessi and Mr. Borsinger were received in audience by H.H. Pope John-Paul II, after conferring with H.E. Cardinal Casaroli, the Vatican Secretary of State, and H.E. Cardinal Gantin, Chairman of the "Cor Unum" Pontifical Council and of the pontifical Justice and Peace Commission. -

The Persistence of Corruption in Italy: Politicians and the Judiciary since Mani Pulite Raffaele Asquer Department of Political Science University of California, Los Angeles Paper prepared for the WPSA 2013 ANNUAL MEETING March 28th, 2013 PRELIMINARY DRAFT – PLEASE DO NOT CITE OR CIRCULATE 1 Abstract Starting in 1992, the Mani Pulite (“Clean Hands”) anti-corruption campaign promised to eradicate corruption from Italian political life. For a brief, yet intense period, the public rallied behind the prosecutors, and punished the allegedly corrupt politicians and parties at the polls. However, twenty years later, Italy is still ranked as highly corrupt by Western standards. Why, then, did the Mani Pulite campaign fail to have a long-lasting effect? Relying on original data on the anti-corruption investigations in Milan, as well as on a variety of datasources from the existing literature, this paper argues, first, that the investigations left essentially untouched entire parts of the country where corruption was widespread. Overall, the Mani Pulite campaign had limited deterring effects because judicial inquiries were obstructed by the statute of limitations, and even in case of conviction the sentences were generally mild. Second, the paper finds that the structures of corruption networks have changed since the Mani Pulite season, becoming less vulnerable to further judicial inquiries. There now seem to be multiple sites for corrupt transactions, somewhat dispersed throughout the political system, whereas in the past such activities were centrally managed by a cartel of parties. We reach this conclusion by combining evidence from the literature with original data on two subnational legislatures, the Regional Council of Campania (1992-94) and the Regional Council of Lombardy (2010-12) in which political malfeasance in general seemed widespread. -

A day before it was released in Brussels, Pierre Werner sent the paper to the other Finance Ministers of the Member States, as a gesture of political courtesy. 2 The plan by stages still had pride of place in political discussions at the time and Werner, as chairman of the ad hoc committee, tirelessly defended the outcome of its work. 3 He raised it, for example, on 15 October with the President of the Commission, Franco Maria Malfatti, 4 who was on a working visit to Luxembourg, and expounded it in Paris 24 hours later at a dinner-debate to which the Cercle de l’Opinion 5 had invited him as guest of honour. To an audience of politicians and journalists, Pierre Werner set out the approach adopted in the report, highlighting the fact that the committee of experts had opted for ‘a middle way which was already indicated by the concept of moving forward by stages, gradually, and was confirmed by the parallel approach to economic development and monetary cooperation, with which political cooperation would align itself at a more advanced stage’. -
