SUBJECT: Report on the use of Delegated Authority during 2017 by the Transportation Services Department as set out in Schedule “G” Transportation Services of By-law 2016-369

PURPOSE The purpose of this memorandum is to report to the Transportation Committee on the use of delegated authority for 2017 under Schedule ‘G’ – Transportation Services of ByLaw 2016-369.

BACKGOUND By-law 2016-369 is “a by-law of the City of Ottawa respecting the delegation of authority to various officers of the City”. The By-law was enacted by Council on November 9, 2016 and is meant to repeal By-law No. 2014-435.

This By-Law provides delegated authority to officers within the Transportation Services Department to perform various operational activities, and requires that use of delegated authority be reported to the appropriate standing committee at least once per year.

DISCUSSION Traffic Services and Transportation Planning are the two Service Areas of the Transportation Services Department that report to the Transportation Committee. To

meet the reporting requirements as identified in Schedule “G” Transportation Services

of By-Law 2016-369, each Service Area has produced a consolidated list which highlight the use of delegated authority in 2017 (see Documents 1 and 2).

CONCLUSION The Transportation Services Department will continue to report to Transportation Committee once per year on Schedule “G” – Transportation Services of By-Law 2016- 369.

Pedestrian Crossovers (PXOs)

In 2017, a total of 42 pedestrian crossovers (PXOs) were installed, 24 of which were

funded and managed by the Transportation Services’ Pedestrian Crossover Program.

Three (3) different types of crossovers were implemented, however it is important to note that not all installations required roadway modifications. Roadway modifications are not necessary when the appropriate existing curbside depressions are already in place (i.e. pathway connections, roundabouts, school crossing guard locations, etc.) or when an exemption to the Integrated Accessibility Standards Regulation (IASR) and the

City’s Accessibility Design Standards (ADS) has been approved through the

departmental exemptions review/approval process.

Type B PXOs

Type B PXOs require the installation of side mounted poles with flashers, PXO signs overhead along with necessary pavement markings. In 2017, five (5) Type B PXOs

were installed, and all locations required delegation of authority for required roadway modifications. Implementation locations are listed below:

Ten (10) of these installations were completed in 2017 and the remaining seven (7) will be completed in 2018. Section G 3. (1) and (2) Signs, Traffic Signals, Pavement Markings and Street Lighting In 2017, Section G 3. (1) and (2) – Signs, Traffic Signals, Pavement Markings and Street Lighting was used to install, operate and maintain the following:
 52,400 signs;  2,089,394 meters of longitudinal pavement markings;  1,171 signalized intersections, of which 77.6% are equipped with audible signals;  48 active red light cameras across the City;  242 traffic cameras; and,  71,700 street lights.

Costs associated to the above items are the following:
 $8,019,366.30 for work undertaken on behalf of other departments or external agencies
 $4,415,624.96 for sign maintenance and production  $7,661,613.00 for signal maintenance and production  $2,952,536.00 for pavement markings  $14,703,840.99 for streetlighting

Note: Costs pertaining to the installation of signs and pavement markings associated to the 24 PXOs installed in 2017 are included in sign maintenance and production and pavement markings as listed above.

Section G 5. (1) – Temporary Traffic and Parking Control In 2017, Section G 5. (1) – Temporary Traffic and Parking Control was used to respond and manage:
 Over 1,205+ traffic accidents managed with moderate to high impacts on the flow of traffic;
 964 Special Event Permits and Work Orders, which include demonstrations, festivals, parades, etc.
 1080+ incidents that required temporary lane or road closures.

The work associated with temporary traffic and parking control work related to special events, including demonstrations, festivals, parades and temporary road closures/emergency events totalled $254,236.00.

Transportation Planning – Capital Projects

The following roadway modifications were approved in 2017, under Section 2 –

Intersection and Road Modifications of Schedule “G” of By-law 2016-369. The approvals

for these functional design studies were initiated by the Transportation Planning Service Area or were for projects stemming from Integrated Road-Water-Sewer Renewal, Intersection Control Measures and Network Management programs. These are all projects with Council-approved capital budgets. Infrastructure Services in the Planning, Infrastructure and Economic Development Department manages the construction of these projects, as well as the capital budget of the renewal program.

The change does not meet the City’s criteria required for a ward boundary change. Specifically, on December 9, 2020 City Council approved ward boundary changes that included the transfer of the University of Ottawa’s Lees Avenue campus from Capital Ward to Rideau-Vanier. This transfer was introduced by an unknown party near the end of the lengthy ward boundary consultation process but the Old Ottawa East Community Association and the Old Ottawa East community were not made aware of the change until after FEDCO had blessed it. Specifically, the “Recommendations Report” for Council recommended: “Move the Gee-Gees sports field from W6-19 (Capital) to W6-17 (Rideau-Vanier). The reasons given refer to a better boundary (the River rather than Highway 417) and the area’s association with sports facilities directly to the north in Rideau-Vanier. In the recommended ward boundary configuration, the Gee-Gees sports field is moved from W6-19 to W6-17. There are no residents in this area.” (p23) The report later says: “At Robinson Park and Gee Gees Field, #417 is not a big boundary; use the River instead.” (p34) …/2 - 2 - The fundamental criterion for making ward boundary changes is to “achieve voter parity." The transfer of the Lees campus will be detrimental to voter parity because Rideau-Vanier is forecast to grow faster than Capital.

    Phase II: Clemow Estate Heritage Study: area analysis and recommendations 1 Phase II Clemow Estate Heritage Conservation District Study – Area Analysis and Recommendations 1.0 Background In 2004, Ottawa’s City Council recommended undertaking a multi-phased Heritage Conservation Study of three areas of the Glebe surrounding Central Park. The intention was to provide an overall understanding of the history and cultural heritage character of the area and, to determine if a Heritage Conservation District would be an appropriate planning tool to recognize and protect the area by managing change over time. In 2011, the first phase of the study resulted in the designation of the Clemow Estate East Heritage Conservation District under Part V of the Ontario Heritage Act. For Phase II, Council’s original direction was to study the properties adjacent to Linden Terrace and Patterson Creek to the Rideau Canal. However, the research for Phase I indicated that the original Clemow Estate also included the western section of Clemow Avenue from Bronson Avenue to Bank Street. The research also showed that there was a historical and physical association between Clemow and Monkland Avenues, as part of Ottawa’s parkway and driveway network. Accordingly, the study area that was part of the original terms of reference was amended to include Monkland Avenue. 2.0 Description of the Study Area The Phase II study area includes three streets in the Glebe neighborhood: Clemow Avenue between Bronson Avenue and Bank Street, Monkland Avenue and Linden Terrace between O’Connor Street and the Rideau Canal. The area also includes Patterson Creek and its associated park land.
