The By-law was enacted by Council on November 9, 2016 and is meant to repeal By-law No. 2014-435. This By-Law provides delegated authority to officers within the Transportation Services Department to perform various operational activities, and requires that use of delegated authority be reported to the appropriate standing committee at least once per year. DISCUSSION Traffic Services and Transportation Planning are the two Service Areas of the Transportation Services Department that report to the Transportation Committee. To meet the reporting requirements as identified in Schedule “G” Transportation Services of By-Law 2016-369, each Service Area has produced a consolidated list which highlight the use of delegated authority in 2017 (see Documents 1 and 2). CONCLUSION The Transportation Services Department will continue to report to Transportation Committee once per year on Schedule “G” – Transportation Services of By-Law 2016- 369. (1) – Intersection and Road Modifications: In 2017, Traffic Services completed intersection and road modifications by way of delegated authority for the installation of one (1) road realignment, one (1) traffic signal, and 14 Pedestrian Crossovers (PXO). Title Ward # Description Road Realignment Apple Orchard 20 Realignment of Apple Orchard Road to form Road/Parkway Road at a proper 4-way intersection. Construction Stagecoach Road was completed in 2017. Traffic Signal Longfields Drive at Paul 22 Implementation of a traffic signal to replace Metivier Drive a side street stop control accompanied by minor geometric modification. Construction was completed in 2017. Pedestrian Crossovers (PXOs) In 2017, a total of 42 pedestrian crossovers (PXOs) were installed, 24 of which were funded and managed by the Transportation Services’ Pedestrian Crossover Program. Three (3) different types of crossovers were implemented, however it is important to note that not all installations required roadway modifications. Roadway modifications are not necessary when the appropriate existing curbside depressions are already in place (i.e. pathway connections, roundabouts, school crossing guard locations, etc.) or when an exemption to the Integrated Accessibility Standards Regulation (IASR) and the City’s Accessibility Design Standards (ADS) has been approved through the departmental exemptions review/approval process. Type B PXOs Type B PXOs require the installation of side mounted poles with flashers, PXO signs overhead along with necessary pavement markings. In 2017, five (5) Type B PXOs 4 were installed, and all locations required delegation of authority for required roadway modifications. Implementation locations are listed below: Title Ward # Description Type B Pedestrian Crossovers Blair Road at 11 Work included the implementation of a PXO midblock Appleford Street crossing. Curb and sidewalk modifications took place to implement curb depressions and Tactile Walking Surface Indicators (TWSIs). New streetlights were also implemented to provide proper lighting. Dalhousie Street at 12 Work included the implementation of a PXO crossing St. Andrew Street on the south side of the intersection. Curb and sidewalk modifications took place to implement curb depressions and TWSIs. Preston Street at 14 Work initiated in 2017 included the implementation of Balsam Street a PXO crossing on the north side of the intersection. Curb and sidewalk modifications took place to implement curb depressions and TWSIs. Final construction is scheduled to be complete in spring 2018. Data Centre Road at 17 Work included the implementation of a PXO midblock approximately 140 m crossing. Curb and sidewalk modifications took place north of Heron Road to implement curb depressions and TWSIs. Russell Road at 18 Work included the implementation of a PXO crossing Perley and Rideau on the south side of the intersection. Curb and Veterans’ Health sidewalk modifications took place to implement curb Centre depressions and TWSIs. Lighting was upgraded to provide proper lighting. Type C PXOs 5 Type C PXOs require the installation of side mounted poles with flashers, PXO signs along with necessary pavement markings. In 2017, two (2) Type C PXOs were installed, however only one (1) required delegation of authority to implement the required roadway modifications. This location is listed in the table below: Title Ward # Description Type C Pedestrian Crossovers Longfields Drive 3 Work included the implementation of a PXO between midblock crossing. Curb and sidewalk modifications Mountshannon Drive took place to implement curb depressions and and Silver Sage Avenue Tactile Walking Surface Indicators (TWSIs). A new street light was also installed to provide proper lighting. Type D PXOs All Type D PXOs require the installation of PXO signs along with the necessary pavement markings. In 2017, a total of 17 Type D PXOs were installed. Ten (10) of these installations were completed in 2017 and the remaining seven (7) will be completed in 2018. Only eight (8) of these locations required delegation of authority to implement the required roadway modifications. Construction is scheduled to be complete in spring 2018. Seyton Drive 8 Work initiated in 2017 included the implementation of between Forestview a PXO midblock crossing. Curb and sidewalk Crescent and Seyton modifications took place to implement curb Drive depressions and TWSIs. Springfield Road at 13 Work initiated in 2017 included the implementation of Putman Avenue a PXO crossing on the south side of the intersection. Curb and sidewalk modifications took place to implement curb depressions and TWSIs. Construction is scheduled to be complete in spring 2018. Lanark Avenue at 15 Work included the implementation of a PXO crossing Beechgrove Avenue on the west side of the intersection. Curb and sidewalk modifications took place to implement curb depressions and TWSIs. Greenfield Avenue at 17 Work included the implementation of a PXO crossing Concord Street on the north side of the intersection. Curb and sidewalk modifications took place to implement curb depressions and TWSIs. A lighting upgrade was conducted to improve lighting levels. Randall Avenue at 18 Work initiated in 2017 included the implementation of Ridgecrest Place a PXO crossing at an existing school crossing guard location on the east side of the intersection.
