EXECUTIVE SUMMARY The Clinton administration inherited a flawed Iraq policy from the Bush administration, but, in formulating a new policy, it has failed to accurately define those flaws. Its emphasis on "depersonalizing" the conflict with Iraq by shifting the focus from Saddam Hussein to Baghdad's compliance with relevant UN resolutions may mean that the Clinton administration will eventually, if reluctantly, come to terms with Saddam's dogged hold on power and accept a diluted form of Iraqi compliance with the resolutions. Although that may be far from the administration's intent, the present formulation of U.S. policy may weaken the coalition and lead to that result nonetheless. The Clinton administration has stated that it will enforce all UN resolutions, including Resolution 687, which, inter alia, provides for stripping Iraq of weapons of mass destruction, and Resolution 688, which demands that Baghdad cease to repress its population. -

Barry 2011 Abstract Throughout the North African and Sicilian campaigns of World War II, the battalion leadership exercised by United States regular army officers provided the essential component that contributed to battlefield success and combat effectiveness despite deficiencies in equipment, organization, mobilization, and inadequate operational leadership. Essentially, without the regular army battalion leaders, US units could not have functioned tactically early in the war. For both Operations TORCH and HUSKY, the US Army did not possess the leadership or staffs at the corps level to consistently coordinate combined arms maneuver with air and sea power. The battalion leadership brought discipline, maturity, experience, and the ability to translate common operational guidance into tactical reality. Many US officers shared the same ―Old Army‖ skill sets in their early career. Across the Army in the 1930s, these officers developed familiarity with the systems and doctrine that would prove crucial in the combined arms operations of the Second World War. The battalion tactical leadership overcame lackluster operational and strategic guidance and other significant handicaps to execute the first Mediterranean Theater of Operations campaigns. Three sets of factors shaped this pivotal group of men. First, all of these officers were shaped by pre-war experiences. -

The temptation is great to treat each issue as an immediate and isolated problem which once surmounted will permit the fundamental stability of the international order to reassert itself. But the crises which form the headlines of the day are symptoms of deep-seated structural problems. --Henry Kissinger, 19691 During Donald Trump’s presidency and after, both U.S. foreign policy and the international system are likely to be wracked by crises. The instability and violence caused by a militarily resurgent Russia’s aggressive behavior in Ukraine and elsewhere; the growing frictions and threat of conflict with an increasingly assertive China; the provocations of an insecure and progressively more dangerous North Korea; the profound Middle Eastern instability generated by a revolutionary, revisionist Iran as well as by persistent challenges from non-state actors—these and other challenges have tested U.S. officials and the basic stability of international affairs in recent years, and they are likely to do so for the foreseeable future. The world now seems less stable and more perilous than at any time since the Cold War; both the number and severity of today’s global crises are on the rise. Yet as Henry Kissinger wrote nearly a half-century ago, during another time of great upheaval in the international environment, making sense of crises requires doing more than simply viewing them—or seeking to address them—individually, for all are symptomatic of deeper changes in the structure of international relations. -

Ten Propositions Regarding Airpower¹ by Colonel Phillip S. Meilinger, USAF School of Advanced Airpower Studies, Maxwell AFB About six years ago when Air Force Manual 1-1, "Basic Aerospace Doctrine of the U.S. Air Force," was being re-written, then-Lt Gen Michael Dugan, the Deputy Chief of Staff for Plans and Operations, proposed an unusual idea. Doctrine manuals were fine, but he wanted something brief and succinct, something that encapsulated the essence of airpower. His ultimate goal: to produce a list of principles or rules of airpower so succinct they would fit on a wallet-size card that airmen could carry in their pocket. My first reaction was one of skepticism. As a historian I had been taught to eschew simple solutions, formulas, models, and similar gimmicks that attempted to deal with complex problems. Yet, as one observer phrased it: "The consistency of the principles of war indicates that despite the doubts expressed by military theoreticians concerning their validity, they satisfy a deep need in military thinking."2 These "needs" are a psychological search for guidelines when in chaos, the tendency to apply scientific concepts of cause and effect to daily activities, and the desire for an understandable belief system to use as an educational tool for young officers. The general's proposal faded, but in truth, it never left my mind. The more I thought about it, the more appealing it seemed. Truly good writing, in my view, should be short, swift, and to the point. As Mark Twain said: "If I'd had more time I would have written less." Capturing the essence of what airmen believe about airpower and putting it into a concise, understandable, but not simplistic format, was a challenge. -

Its purpose is to promote public understanding of, and support for, a strong and responsible national intelligence establishment. AFIO believes that effective intelligence is the nation's first line of defense against surprise from abroad and subversion at home and is indispensable for our national leaders in the conduct of foreign and defense policy. AFIO therefore holds that reliable intelligence is essential to the cause of peace. THE PRESS In its first years, AFIO was active in providing expert testimony to committees of Congress which were investigating various aspects in national intelligence. With a lessening of the amount of effort required to provide Congress with objective, expert AND testimony, AFIO is embarking on an education project designed to provide material which will support the teaching of the subject in American universities and colleges. This NATIONAL SECURITY SECRETS series of monographs is one aspect of that project. AFIO is independent and has no affiliation with the United States Government. Tim Hackler Publications of the Association, however, which could divulge sensitive information regarding sources, methodology and techniques, are cleared with the proper element of the intelligence community.
