綠匯學苑」(舊大埔警署)正式開幕 the Green Hub (Old Tai Po Police Station) Officially Launched Issue No.45 December 2015 大包米訊號塔、馬場先難友紀念碑和 西營盤舊精神病院立面列為法定古蹟 Blackhead Point Signal Tower, Race Course Fire Memorial and Façade of the Old Mental Hospital at Sai Ying Pun Declared Monuments 府於2015年10月23日宣佈,古物事務監 根據《古物及古蹟條例》,將尖沙咀大包米訊號塔、掃桿埔馬場先難友紀念碑和西營盤舊 政精神病院立面列為法定古蹟,令本港法定古蹟的數目增至督 111。 he Government announced on 23 October 2015 that, under the Antiquities and Monuments Ordinance, the Antiquities Authority had Tdeclared the Signal Tower at Blackhead Point, Tsim Sha Tsui, the Race Course Fire Memorial at So Kon Po and the façade of the Old Mental Hospital in Sai Ying Pun as monuments, bringing the total number of declared monuments to 111. 尖沙咀大包米訊號塔 Blackhead Point Signal Tower in Tsim Sha Tsui 歷史價值:訊號塔於1907年由香港天文台興建,以擺放原來置於 近前水警總部圓屋內的時間球, 是本港兩座專為向海員和市民準確報時而興建的建築物之一。原本樓高三層的訊號塔於附 1927年加建 一層,使其不致被周邊高樓遮蔽。訊號塔內的時間球自1908年起提供報時服務,直至1933年止。訊號 塔現已成為訊號山花園的獨特標誌。 建築價值:帶有濃厚的古典巴洛克色彩,並加入當時流行的愛德華式裝飾特色,以紅磚配上淺色石構件 保持原貌程度:大部份原有的建築文物特色和裝飾石件均保存完好,包括檐口、雕有楣飾的入口及 「吉布斯飾邊」的窗戶等 罕有程度:本港歷來兩座專為放置時間球而建的建築物之一 ;本港罕有的愛德華巴洛克式建築 社會價值:輔助海員航行,並準確發出報時訊號 組合價值:與前水警總部圓屋和香港天文台一同見證香港19世紀報時服務的發展 Historical Interest: The Signal Tower was built in 1907 by the Hong Kong Observatory to house a time-ball apparatus that was previously located in the nearby Round House of the Former Marine Police Headquarters. It was one of two buildings constructed in Hong Kong for signalling accurate time to mariners and the public. In 1927, a new level was added to the three-storey tower to enhance its visibility. The timeball service at the tower commenced in 1908 and ceased in 1933. Signal Tower has become a unique landmark of Signal Hill Garden. Architectural Merits: A heavy classical Baroque design incorporating popular Edwardian decorative features of the time, which combined red brickwork with contrasting lighter colour stone architectural features. Authenticity: Most of its original architectural heritage assets and decorative masonry features, such as moulded cornices, pedimented entrance, and windows with “Gibbs surrounds”, are intact. Rarity: One of the only two purpose-built structures in Hong Kong equipped with a time-ball device; rare example in the city of fine designed Edwardian Baroque architecture. Social Value: Offered navigational aid for mariners and precise time signal. Group Value: Closely connected with the Round House of the Former Marine Police Headquarters and the Hong Kong Observatory, testifying Hong Kong’s 19th century time service. 1 掃桿埔馬場先難友紀念碑 Race Course Fire Memorial at So Kon Po 歷史價值:馬場先難友紀念碑是本港唯一為悼念1918年2月26日跑馬地馬場 大火遇難者而建的紀念碑。事故導致華洋遇難者超過600人,災後經東華醫院 統籌及由民間募集經費,於1922年興建此紀念碑。 建築價值:頂層地台建有兩個涼亭,中層地台中央為紀念牌樓,底層地台 建有一對化寶塔,地台 部以花崗石條鋪砌;糅合西方古典建築與傳統中式 建築的元素 全 保持原貌程度:紀念碑及相關構築物基本上仍保持原貌 罕有程度:本港唯一為悼念馬場大火慘劇而建的紀念碑 社會價值:體現民間、東華醫院、政府三方即時大力賑災的行動 組合價值:與跑馬地馬場及 近的東華東院在歷史和社會意義上關係緊密 附 Historical Interest: The Race Course Fire Memorial is the only memorial in Hong Kong dedicated to the victims who died in the tragic Race Course Fire on 26 February 1918 at the Racecourse in Happy Valley. The fire claimed more than 600 lives of various nationalities. Organised by Tung Wah Hospital and with public donations, the Memorial was erected in 1922. Architectural Merits: Consists of two pavilions on the topmost terrace, the central Memorial Arch on the middle terrace and a pair of Pagodas built on the lowest terrace, with each terrace paved with granite slabs; combining Western classical and traditional Chinese architectural elements. Authenticity: The memorial site and structures are virtually in their original condition. Rarity: The only memorial in Hong Kong commemorating this tragic Race Course Fire. Social Value: Demonstrates generous and immediate response by the public, Tung Wah Hospital and the Government to a disaster-relief project. Group Value: Strong historical and social connection with Happy Valley Racecourse and nearby Tung Wah Eastern Hospital. 西營盤舊精神病院立面 Façade of the Old Mental Hospital in Sai Ying Pun 歷史價值:舊精神病院於1892年落成,最初用作國家醫院人員住所。大樓 於1939年至1961年期間用作精神病院女病房,以解決東邊街精神病院的人滿 之患。1961年,大樓改為日間精神科門診部,直至1971年開始空置,其後於 1998年改建為西營盤社區綜合大樓,並保留了極為罕有的花崗石立面。 建築價值:大量採用早期巴洛克式細節,包括寬闊的拱形遊廊和立面下方的 粗琢花崗石塊 保持原貌程度:至今仍保持花崗石立面原貌 罕有程度:立面歷史悠久,見證香港精神科醫療服務發展;罕有的早期巴洛 克式建築 社會價值:本地居民稱為「舊精神病院」及「高街鬼屋」,是西環著名地標 組合價值:與高街沿路的中低層建築和諧協調;為西營盤醫院歷史建築群中 的重要部分 Historical Interest: The Old Mental Hospital was originally constructed as the Medical Staff Quarters of the Government Civil Hospital in 1892. The building served as the wards for the mentally-ill female patients from 1939 to 1961, in order to ease over-crowding at the Mental Hospital at Eastern Street. The building was converted into an out-patient clinic for the mentally-ill in 1961 and used until 1971 when it was vacated. In 1998, it was redeveloped into the Sai Ying Pun Community Complex, with its exceptional granite façade keeping intact. Architectural Merits: Heavy early-Baroque features, such as wide arched verandah and lower level of rusticated granite blocks. Authenticity: Granite façade remains authentic. Rarity: One of the oldest surviving structures in Hong Kong testifying to the development of mental care services in Hong Kong; this style of early Baroque architecture is rare in Hong Kong. Social Value: Locally known as the “Old Mental Hospital” and the “High Street Haunted House”, and a well-known landmark in Western District. Under Batch II of the “Revitalising Historic Buildings Through Partnership Scheme”, the Development Bureau has collaborated with Kadoorie Farm and Botanic Garden (KFBG) to transform the heritage site into the Green Hub. The opening ceremony took place on 6 November 2015 and the site is now open to the public. Officiating guests at the ceremony included Mr CY Leung, the Chief Executive of the Hong Kong Special Administrative Region; Mr Paul Chan, Secretary for Development; Mr Bernard Chan, Chairman of the Advisory Committee on Revitalisation of Historic Buildings; Mr Ruy Barretto S. C., Board Member of KFBG, and Mr Andy Brown, Executive Director of KFBG. In his speech, the Chief Executive said the revitalisation would transform the Old Tai Po Police Station into an ecological landmark for Hong Kong. The revitalisation takes advantage of its historic and architectural value and uses Tai Po’s rich cultural and ecological resources for a meaningful cause. He hoped to see more revitalisation projects bringing life to the historic buildings, neighbourhood and community. Another officiating guest, Mr Barretto, said the Green Hub would serve to meet the community’s need to harmonise its relationship with the environment. “This project will not only enhance sustainable living at the local level but in the long run also play a regional role in creating a new dimension and depth for sustainable development,” he added.     Historic Building Appraisal 1 Tsang Tai Uk Sha Tin, N.T. Tsang Tai Uk (曾大屋, literally the Big Mansion of the Tsang Family) is also Historical called Shan Ha Wai (山廈圍, literally, Walled Village at the Foothill). Its Interest construction was started in 1847 and completed in 1867. Measuring 45 metres by 137 metres, it was built by Tsang Koon-man (曾貫萬, 1808-1894), nicknamed Tsang Sam-li (曾三利), who was a Hakka (客家) originated from Wuhua (五華) of Guangdong (廣東) province which was famous for producing masons. He came to Hong Kong from Wuhua working as a quarryman at the age of 16 in Cha Kwo Ling (茶果嶺) and Shaukiwan (筲箕灣). He set up his quarry business in Shaukiwan having his shop called Sam Lee Quarry (三利石行). Due to the large demand for building stone when Hong Kong was developed as a city since it became a ceded territory of Britain in 1841, he made huge profit. He bought land in Sha Tin from the Tsangs and built the village. The completed village accommodated around 100 residential units for his family and descendents. It was a shelter of some 500 refugees during the Second World War and the name of Tsang Tai Uk has since been adopted. The sizable and huge fortified village is a typical Hakka three-hall-four-row Architectural (三堂四横) walled village. It is in a Qing (清) vernacular design having a Merit symmetrical layout with the main entrance, entrance hall, middle hall and main hall at the central axis. Two other entrances are to either side of the front wall.

    KCRC EAST RAIL EXTENSIONS SPECIAL ISSUE 3/2007 The Arup Journal Foreword After 10 years' planning, design, and construction, the opening of the Lok Ma Chau spur line on 15 August 2007 marked the completion of the former Kowloon­ Canton Railway Corporation's East Rail extension projects. These complex pieces of infrastructure include 11 km of mostly elevated railway and a 6ha maintenance and repair depot for the Ma On Shan line, 7.4km of elevated and tunnelled route for the Lok Ma Chau spur line, and a 1 km underground extension of the existing line from Hung Hom to East Tsim Sha Tsui. Arup was involved in all of these, from specialist fire safety strategy for all the Ma On Shan line stations, to multidisciplinary planning, design, and construction supervision, and, on the Lok Ma Chau spur line, direct work for a design/build contractor. In some cases our involvement went from concept through to handover. For example, we were part of a special contractor-led team that carried out a tunnel feasibility study for the Lok Ma Chau spur line across the ecologically sensitive Long Valley. At East Tsim Sha Tsui station we worked closely with the KCRC and numerous government departments to re-provide two public recreation spaces - Middle Road Children's playground at the foot of the historic Signal Hill, and Wing On Plaza garden - examples that show the importance of environmental issues for the KCRC in expanding Hong Kong's railway network. This special issue of The Arup Journal is devoted to all of our work on the East Rail extensions, and our feasibility study for the Kowloon Southern Link, programmed to connect West Rail and East Rail by 2009.

    立法會CB(1)778/16-17(02)號文件 《古物及古蹟(暫定古蹟的宣布)(紅樓)公告》小組委員會 議員在 2017 年 3 月 31 日會議要求提供的資料 (1) 古物諮詢委員會(下稱「古諮會」)在 1981 年將紅樓評為 一級歷史建築的評估,以及古諮會及後檢視評級的相關 文件 古物諮詢委員會(下稱「古諮會」)先後在 1981 年、1985 年、1995 年、2009 年和 2011 年考慮紅樓的文物價值。古諮會 自 2005 年 9 月起,開放例會讓市民列席旁聽,並把公開會議 的討論文件和會議記錄上載古諮會網頁。由於在古諮會公開會 議前(即 2005 年 9 月前)的討論文件和會議記錄屬內部限閱文件, 因此只提供有關會議的摘要如下。 2. 古諮會自 1980 年起採用歷史建築評級制度:一級歷史 建築指具特別重要價值的建築物;二級歷史建築指具特別價值 的建築物;以及三級歷史建築指具若干價值的建築物。紅樓當 時被納入中式建築的名單內,其暫定評級為二級歷史建築。 3. 古諮會在 1981 年 1 月 13 日舉行的第 22 次會議上指出 紅樓的建築特色屬西式建築,並且認為應把紅樓評為一級歷史 建築。古諮會在 1981 年 3 月 31 日舉行的第 23 次會議上考慮 應否建議向古物事務監督根據《古物及古蹟條例》第 3(1)條把 紅樓宣布為法定古蹟。委員不支持宣布紅樓為法定古蹟,認為 紅樓與孫中山先生沒有直接關係。 4. 古諮會在 1985 年 4 月 30 日舉行的第 43 次會議上檢視 已評為一級歷史建築的情況。委員當時維持紅樓一級歷史建築 的級別。古諮會沒有建議把紅樓列為法定古蹟。 5. 古諮會在 1995 年 2 月 28 日舉行的第 85 次會議上檢視 古諮會早前給予紅樓的評級。當時對紅樓的文物價值的分析與 載於立法會參考資料摘要(檔號:DEVB/CHO/1B/CR/14/39)附件 B 的類同,包括難以考實紅樓的建築年份、未能確定紅樓與孫中 山先生領導的革命活動是否直接有關等。委員考慮到紅樓具備 1 1920 及 1930 年代建築物的特點;而現有紅樓與 1900-1905 年 測繪圖對照之下,其位置及形制並不相同。委員認為紅樓最早 不會建於 1920 年代之前,因此坊間流傳紅樓這幢建築本身(相 對青山農場整體而言)與革命活動直接有關的說法,未必屬實。 委員沒有調整古諮會早前對紅樓的評級。 6. 自 2005年,以下六項準則,即歷史價值、建築價值、組 合價值、社會價值和地區價值、保持原貌程度以及罕有程度, 一直被用作評估歷史建築的文物價值。古諮會對上一次覆檢紅 樓的評級,是在按上述評審準則為1 444幢歷史建築(包括紅樓) 評級時一併進行。當時已全面考慮所有研究所得有關紅樓的資 料,以及在公眾諮詢期間收到的意見及補充資料。在2009年 12 月 18日舉行的第141次會議上,古諮會參考獨立的歷史建築評 審小組的評審結果、根據六項評審準則對紅樓文物價值所得的 評估報告,並考慮集體回憶這個重要因素後,確認維持紅樓一 級歷史建築的級別。根據慣常做法,評估報告已上載古諮會網 頁。 7. 在 2011年 6月 15日舉行的第154次會議,古諮會應個別委 員提出審議把紅樓列為法定古蹟的建議。當時古諮會認為,鑑 於不能確定紅樓是否建於辛亥革命之前,因此紅樓與辛亥革命 相關的程度亦難以確定,除非有新證據證明紅樓與革命活動直 接有關,否則暫時不會考慮宣布紅樓為法定古蹟。 8. 按現行準則(即上文第 6 段提及的六項準則)以評審紅樓 文物價值的報告,請參閱立法會參考資料摘要( 檔號: DEVB/CHO/1B/CR/14/39)的附件 B。古諮會在 2009 年 12 月 18 日 舉行的第 141 次會議涉及紅樓的討論文件及會議記錄載於附 件 I,而 2011 年 6 月 15 日舉行的第 154 次會議涉及紅樓的會 議記錄載於附件 II。 (2) 就紅樓進行獨立評估 9. 按照現行制度,古諮會在參考獨立歷史建築評審小組就 個別建築物作出的文物價值評估,以及在公眾諮詢期間接獲市 民及相關建築物業主的意見及補充資料後,把個別歷史建築評 定為一級、二級、三級(或不予級別)。 2 10.

Providing well-maintained and up-to-date facilities that meet the needs of our community remains our top priority. The Tiu Keng Leng Sports Centre and Public Library was one of the brand-new facilities that came into service during the year. We completed turf reconstruction at the Hong Kong Stadium, and carried out a major renovation of the Hong Kong Space Museum. We also pressed ahead with the upgrading and faceli of the Hong Kong Museum of Art, designed not only to increase the museum's exhibition space but also to enhance its visibility, accessibility, customer orientation and branding. Meanwhile, we were excited to begin construction of the new and much anticipated East Kowloon Cultural Centre. We continued to stage many colourful arts and cultural events during the year. One of the highlights was the first Muse Fest in the summer of 2015, which offered a rich celebration of all 14 museums under the auspices of the LCSD through a wide array of fun-filled activities and enriching experiences for the community. As part of the Appreciate Hong Kong campaign, free admission to museums was offered in the month of January 2016, resulting in an increase of over 40% in the number of visitors when compared with that in January 2015.

    LC Paper No. CB(1)778/16-17(02) Subcommittee on Antiquities and Monuments (Declaration of Proposed Monument)(Hung Lau) Notice Members’ request for information made at the meeting of 31 March 2017 (1) Relevant documents relating to the assessment of Hung Lau and classification of the building as a Grade 1 historic building by the Antiquities Advisory Board (“AAB”) in 1981, and AAB’s subsequent reviews on the grading The heritage value of Hung Lau was considered by the Antiquities Advisory Board (“AAB”) in 1981, 1985, 1995, 2009 and 2011. Since September 2005, AAB has opened up its regular meetings and make available the discussion papers and minutes of the open meetings on its website. As the discussion papers and the minutes of AAB meetings prior to the opening up of meeting (i.e. September 2005) are restricted internal documents, a summary of the relevant meetings is provided below. 2. The grading system for historic buildings has been adopted by AAB since 1980: Grade 1 buildings are those of outstanding merit; Grade 2 buildings are those of special merit; and Grade 3 buildings are those of some merit. Hung Lau was then included in the list of buildings of Chinese style, and was tentatively given a Grade 2 status. 3. At the 22nd AAB meeting of 13 January 1981, it was pointed out that architecturally, Hung Lau was in Western style, and that it should be accorded a Grade 1 status. At the 23rd AAB meeting of 31 March 1981, the AAB considered whether to recommend the Antiquities Authority to declare Hung Lau as monument under section 3(1) of the Antiquities and Monuments Ordinance.
