CB(1)2690/10-11(03) For discussion on 15 July 2011 Legislative Council Panel on Development Progress Report on Heritage Conservation Initiatives and Revitalisation of the Old Tai Po Police Station, the Blue House Cluster and the Stone Houses under the Revitalising Historic Buildings Through Partnership Scheme PURPOSE This paper updates Members on the progress made on the heritage conservation initiatives under Development Bureau’s purview since our last progress report in November 2010 (Legislative Council (LegCo) Paper No. CB(1)467/10-11(04)), and invites Members’ views on our future work. It also seeks Members’ support for the funding application for revitalising the Old Tai Po Police Station, the Blue House Cluster and the Stone Houses under the Revitalising Historic Buildings Through Partnership Scheme (Revitalisation Scheme). PROGRESS MADE ON HERITAGE CONSERVATION INITIATIVES Public Domain Revitalisation Scheme Batch I 2. For the six projects under Batch I of the Revitalisation Scheme, the latest position is as follows – (a) Former North Kowloon Magistracy – The site has been revitalised and adaptively re-used as the Savannah College of Art and Design (SCAD) Hong Kong Campus for the provision of non-local higher education courses in the fields of art and design. Commencing operation in September 2010, SCAD Hong Kong is the first completed project under the Revitalisation Scheme. For the Fall 2010 term, 141 students were enrolled, of which about 40% are local students. In April 2011, SCAD Hong Kong obtained accreditation from the Hong Kong Council for Accreditation of Academic and Vocational Qualifications for five years for 14 programmes it offers at the Hong Kong campus. -

Annex A Heritage Appraisal of Lin Fa Temple Lin Fa Kung Street West, Tai Hang, Hong Kong Lin Fa Temple (蓮花宮), literally means temple of lotus, Historical on Lin Fa Kung Street West, Tai Hang was probably constructed in Interest 18631 for the worship of Kwun Yam (觀音), the Goddess of Mercy, or the Chinese reincarnation of Bodhisattva Avalokitesvara2. It is believed that Lin Fa Temple was once in the ownership of a family surnamed Tsang (曾). It was located on a hill slope facing the sea with the nearby old Tai Hang village to its west. There was an old temple bell bearing the dating of the twelfth lunar month of the 3rd year of Tongzhi (同治) reign (i.e. 1865). Since 1975, Lin Fa Temple has been put under the management of the Chinese Temples Committee. Apart from the main deity Kwun Yam, the temple is also dedicated to other deities including Tai Sui (太歲), God of Wealth (財神), Wei Tuo (韋馬犬) and Fook Tak (福德). The temple is also popular for its association with the Tai Hang Fire Dragon Dance which is a traditional event with a history of over one hundred years and was inscribed onto the third national list of intangible cultural heritage in 2011. The Fire Dragon Dance is held in the evening of the 14th, 15th and 16th of the eighth lunar month every year. The “fire dragon” (joss sticks are planted in a dragon-shaped form) is to be first blessed by Kwun Yam of Lin Fa Temple before starting the parade of the fire dragon throughout the Tai Hang area on the 14th of the eighth lunar month. -

Annex 1 Hong Kong 12 February 2021 Mr. Lo Kin Hei Chairman Southern District Council Re: The Pok Fu Lam Conduit – Heritage status and improvement works Dear Chairman, We hope to raise an agenda item regarding the ‘Pok Fu Lam Conduit’ at the 8th SDC (2020- 2023) meeting scheduled at 2:30pm on 11 March 2021. Background The Pok Fu Lam Conduit was built between the Pokfulam Reservoir and the Albany Tanks during 1876 and 1877. It improved the supply of water to the City of Victoria. In 2004, based on Appraisal 429, Grade 2 Historic status was awarded to the No. 9 aqueduct of the Pok Fu Lam Conduit. Aspects of the conduit between the filter beds at west point (where the staff quarters and manager’s bungalow of the filter beds are now used as the Lung Fu Shan Environmental Education Centre) and the Albany tanks above Garden Road are hard to find. Part of Tank 2 is present at the corner of Caine, Bonham, Seymour and Hospital Road. The conduit was terminated at the filter beds in its early years and with construction of Conduit Road the alignment of that section disappeared from maps early last century. Between the Pok Fu Lam Reservoir and the former filter beds much of the conduit is present, and parts are still used for water supply. Of the 32 aqueducts bridging over ravines and gullies our survey found 16 to be present (8 in the Southern District, 8 in the Central and Western District): 1. Aqueducts No. 1 – 4 have been lost during construction of HKU properties (High West and Alberose).
