Jarausch) Since its creation in 1950 as a subsidiary of the Cultural League, the East German Writers Union embodied a fundamental tension, one that was never resolved during the course of its forty-year existence. The union served two masters – the state and its members – and as such, often found it difficult fulfilling the expectations of both. In this way, the union was an expression of a basic contradiction in the relationship between writers and the state: the ruling Socialist Unity Party (SED) demanded ideological compliance, yet these writers also claimed to be critical, engaged intellectuals. This dissertation examines how literary intellectuals and SED cultural officials contested and debated the differing and sometimes contradictory functions of the Writers Union and how each utilized it to shape relationships and identities within the literary community and beyond it. The union was a crucial site for constructing a group image for writers, both in terms of external characteristics (values and goals for participation in wider society) and internal characteristics (norms and acceptable behavioral patterns guiding interactions with other union members).

Ein kurzer auszug erschien unter dem titel '..wie eine große schwester' im westberliner 'Tagesspiegel' vom 5.4.1987. Der rohtext von 'Teil zwei: Berlin' (ab seite 67) wurde 2001 aus den tagebüchern herausgezogen (nach der lektüre von stefan heym: 'Nachruf'). Einer der leser dieses manuskripts war der bekannte DDR-journalist karl-heinz gerstner, dem der text sehr gut gefallen hat: "Sollte doch veröffentlicht werden!" Der text wurde 2007 bearbeitet.     Schlesien zählte in den Nachkriegsjahrzehnten zu jenen Themen, die weitgehend den Vertriebenenverbänden überlassen wurden. Als eine Geburtsstätte des Widerstands gegen das Kapital blieb Schlesien bestenfalls durch den Aufstand der schlesischen Weber Texte 1844 in einer breiteren Öffentlichkeit präsent – vor allem über Heines und Hauptmanns Werke. Als ein Ort antisemitischer Verfolgungen, aber auch als ein wichtiges Zentrum des Widerstands gegen die Nazidiktatur ist Schlesien hingegen fast vollständig vergessen. Hier werden die aus Breslau stammenden, rassistisch und poli- tisch Verfolgten Fred und Martin Löwenberg sowie ihre Familie und Mitkämpfer dem Vergessen entrissen. Quellenmaterial und viele Details über die antifaschistische Arbeit, über Heimatverlust und die neue Zugehörigkeit Schlesiens zu Polen fließen ein. Erstmals wird auch ein Täterprofil des gefürchteten Gestapo-Beamten Josef Kluske aus Breslau erstellt, dessen Prozess in der Bundesrepublik während des Kalten Krieges eingestellt wurde.     The following text is the keynote lecture given by Prof. Bill Niven at the conference, and stands as a spoken text. It is not to be read as a finalised, written paper. Flight and Expulsion in the GDR: A Case of Marginalisation and Taboo? Bill Niven Before I begin this talk, a word on my struggles with terminology. I begin with ‘Expellees’, ‘Vertriebene’. There is much to be said for using the term ‘expellees’ generically as a collective noun to designate those Germans who fled from the advance of the Soviet army in late 1944 and 1945, those who were driven out of the former eastern territories during the so-called ‘wild expulsions’ at the war’s end, and those moved from central eastern Europe following the Potsdam conference of August 1945. I realise using this kind of shorthand is controversial. Scholars such as Hans Henning Hahn criticise those who, as he might see it, indulge with crass historical inaccuracy in such conflation and indeed inflation. Yet where we need shorthand, I do not see what else we are to do. To describe all those Germans who left their homes in central eastern Europe as refugees clearly won’t work, as many were expelled, they did not flee. Logically, one could argue the inverse of this: a generic use of the term “expellees” won’t work either because not all those who left their homes in the 1944-1948 period were expelled, some of them fled. Yet in a sense all those who left were, by virtue of the impossibility of return, expellees.

    “The Cheapest Atom Bomb” The East German Uprising of 1953, Deconstructing Socialism, and the Broken Promises of Rollback John Wingert Although often forgotten in efforts to track the battles and frontlines of the Cold War, the East German Uprising of 1953 is nevertheless a valuable example of Eisenhower’s Cold War policies and broken promises in the early history of the German Democratic Republic (GDR). Despite possessing an advanced propaganda apparatus that became an important mechanism for U.S. foreign policy in the Eisenhower Administration and throughout the Cold War, Eisenhower did not use this apparatus to fulfill the promises made to the American people and the people of the world. Radio, print, and diplomatic efforts were all coordinated for detonative propaganda impact. In the case of West Berlin, the value of a small area within communist territory would be proven in the Uprising. Using the mechanisms of propaganda available to the Eisenhower administration, they managed to use West Berlin as “the cheapest atom bomb” and disrupt East Germany through the gradual, persistent propaganda. However, when their bomb finally detonated in East Germany and had built up the momentum for liberal democratic reform that Eisenhower’s propaganda had espoused, the rioters on the ground found no support forthcoming. Eisenhower had promised the international community the “rollback,” pushing communism into retreat from any areas it had advanced. Instead of mere containment, Eisenhower pledged the conversion of countries to democracy and capitalism. These vows were not born out in the handling of the Uprising in 1953. Instead, the focus was to make the Soviet Union look bad in the propaganda opportunities the Uprising afforded the United States.

Magee# Abstract This paper examines the introduction of piecework, a key aspect of the Soviet workplace, in occupied East Germany. As elsewhere, its implementation encountered persistent hostility from the workforce. What made this episode different, though, was that this process occurred within a context of acute economic and political uncertainty. As this paper demonstrates, the party’s various efforts to control the workplace laid the foundations for the Sovietisation of East Germany. This paper utilises a wide range of primary sources to recount this story. It focuses its attention not just on worker resistance, but also on the interactions between party and worker, between different organisations operating within the occupation zone, between the Soviet military and German communists, and within the party itself. It argues that the introduction of piecework was part of a dual process whereby the party acquired control of the economy and then learnt how to direct it. To achieve the latter, it first needed to learn how to control and direct itself. This paper also illustrates the importance of signalling mechanisms in a planned economy.
